PT6 line between & Wisbech This strategy is supportive of the proposal to re-open the line between and Wisbech and recognises the many benefits that could be achieved for the people of Fenland by connecting Wisbech back into the national rail network. Given the strategic nature of this scheme, its delivery would not be directly under the remit of this transport strategy for. Feasibility work has recently been carried out which can be viewed here: to Wisbech Rail Study Stage 1. This found that a light or heavy rail shuttle service between Wisbech and might be commercially viable, subject to the capital costs of reopening the line being affordable. Stage 2 has recently been commissioned in and will look further at the capital costs of reopening the railway line. Feasibility work being carried out PT8 PT10 PT11 PT9 PT12 City Rd area of town centre Whole town and surrounding area Town Centre Improvements to bus services Investigate the introduction of a new bus station in the town centre. Plans for such a station would be developed in conjunction with Fenland District Council s plans for redeveloping the whole of the City Road area. Improve information about public and community transport services, including ongoing promotion and publicity for these services Assist bus operators and community transport providers to investigate and deliver improved transport options to key destinations such as Doddington Hospital, town centre and taking account of the location of new development and the Cambridgeshire Future Transport Programme (CFT) in Fenland. ID Specific Location Detail of Project The principle of the strategy in the town centre will be to look at the entire length between Burrowmoor Rd to the south & Rd / Creek Rd / Sainsbury s access to the northeast and Dartford Rd / Lidl access to the northwest. When considering future design solutions for the town centre that seek to reduce congestion, improve safety and improve the attractiveness of the centre, have regard to the following options: TC1 TC2 TC3 TC4 Broad St, from bridge over the river to its junction with Rd & Dartford Rd Town Centre Town centre north and south of the river Bank leading down to river to the southwest of Broad St Removal of traffic signals (but no replacement with roundabout) Removal of some car parking from Broad St Small increase in the number of informal pedestrian crossings Effect of any proposals on disabled blue badge holders Access from Nene Parade Access for emergency vehicles Making Grays Lane one way for northbound vehicles, reducing the amount of traffic in Broad Street. Improving vehicular access onto High St from the Market Place Additional pedestrian / cycle bridge across the river / railway to better connect key destinations Public transport related improvements such as town wide hopper bus service linking to a new bus interchange at railway station Options for car parking in the town centre Town centre parking strategy: investigate options for additional car parking provision in the town centre as part of Fenland District Council s Town Centre Masterplan. Any preferred option(s) arising from the Masterplan would be included in this transport strategy. TC5: Study to identify measures to mitigate future impact of traffic at key junctions and enhance accessibility, considering the town and key junctions, including consideration of the potential benefits and costs of an eastern access road and northern link road. The study will focus on mitigating the impact at the following key junctions: A141/ Hostmoor Avenue (A141 / Hostmoor Ave could be improved using smart traffic signals or a roundabout) A141 / B1099 Wisbech Rd Peas Hill roundabout B1101 Elm Road/Twenty Foot Road High Street / Burrowmoor Rd Broad St / Rd / Dartford Rd Creek Rd / Sainsbury s access Creek Rd / Rd /Level crossing area TC5 Town wide Measures from this study will feed into the finalised strategy and inform Fenland District Council s Infrastructure Delivery Plan. These junctions are strategically important junctions that need to be upgraded, particularly with regard to future growth planned for the town. The current operation of these junctions may constrain further development in the area unless improvements can be made. Proposed developments that have a demonstrable negative effect on the operation of these junctions can only proceed if improvements to both junctions have been approved. For A141 / Hostmoor Ave the improvements could take the form of smart traffic signals or a roundabout. Proposed developments having a demonstrable negative effect on the operation of these junctions will be expected to contribute towards the capital cost of installing improvements at both junctions. Work to identify appropriate measures at these junctions can proceed as part of the wider TC5 study or independently as part of TC6. TC6 TC7 TC8 Hundred Road linked to Longhill Road Town Centre Town Centre Northern link road (via Whitemoor Prison) involving the upgrade and opening of Hundred Road linked to Longhill Road Benefits of this scheme to be included as part of TC5 mitigation study. Consider relocating HGV parking closer to the A141/Hostmoor Avenue to reduce impact on congestion in the Town Centre. Aim to deliver a number of small scale improvements in the town centre including: Simplifying parking arrangements on Broad Street Working with Cambridgeshire Constabulary to consider greater enforcement of parking restrictions in the town centre. Look at re-phasing the timing of traffic signals as a means to address congestion and/or look to address the issue of right turning traffic from Dartford Road not adhering to signals. Consider traffic island in the High Street (opp. The Co-op) to improve safety for pedestrians wishing to cross. 3,000,000+ TC9 TC10 Gordon Avenue on-street parking issue-consider additional parking to replace shrubbery area, road markings, residents Gordon Avenue/ only permits Prince s Walk Prince s Walk- consider double yellow lines to prevent parking at this specific location, install a dropped kerb for safe mobility A141/Hostmoor Ave and A141/B1099 WIsbech Rd access. FUNDING Funding for projects included in the finalised transport strategy will be sought from the following sources: LTP funding The integrated transport block provides capital funding which is put towards schemes which improve local transport networks. Developer funding S106 and CIL funding from developers towards schemes, to mitigate the impact of development proposals on the transport network. District Council, Town and Parish Council funding / contributions towards schemes. Grants relating to specific bids for funds provided by Department for Transport (LSTF, BBAF, Cycle Safety etc) Grant funding from other sources, such as European funds or from bids provided by Government departments other than the Department for Transport It is important to note that if a range of organisations are working together everyone will achieve greater value for money. Combining funding from a number of organisations could help to deliver an improvement that could not be made by an individual organisation on its own. Maintenance The County Council has a maintenance programme in place. Where transport improvement schemes and maintenance schemes can be joined up, work is combined to save time, resources and provide value for money. Maintenance schemes are generally funded from the following sources. County Council revenue funding. Significant levels of revenue funding are used by the Council to undertake the day-to-day management and maintenance of the local transport network in Cambridgeshire. LTP Maintenance Block. The Maintenance Block provides capital funding for major maintenance works to the transport network, including major resurfacing, maintenance or replacement of bridges, tunnels and other highway structures. DELIVERY OF PROJECTS The pace at which the strategy can be delivered will depend upon the availability of the various sources of funding. By providing a clear statement of the schemes for which there is public support in the town, the finalised strategy will aim to provide a clear platform for securing funding from a wide range of sources. The Action Plan is a standalone document that will be updated as appropriate and more frequently than the Strateg itself, which sets out the policy context for the duration of the LTP3. MONITORING The Fenland Local Strategic Partnership Transport & Access Group will take on the responsibility for monitoring and managing the implementation of the strategy. This group includes representatives from Cambridgeshire County Council and Fenland District Council as well as a number of the local transport operators. FUTURE REVIEWS AND UPDATES The detailed action plan will be reviewed every five years, while the vision, objectives and transport issues will be reviewed periodically to reflect changing local circumstances. As studies of infrastructure need are carried out, schemes will be added to the strategy based on the results of the studies e.g. town centre measures and infrastructure required to mitigate the future traffic impacts.
