Employment and Job Creation Strong and Resilient Economy - this is our desire to building an economy that would provide opportunities as well as creativity for Basotho to work. Decent and productive jobs for Basotho would serve as a means to brightening the prospects for poverty reduction and personal development. Certain industries within the private sector would be incentivised in order to encourage production of Made in Lesotho goods, New Graduates Incubation Program NGIP will be introduced whereby new graduates especially from science, agriculture and build programmes would backed up for two years to turn their graduate research findings into industrial goods, through developments of Innovation and Enterprise Hubs IEH facilities. A new system of contracting Basotho individual fields for crop farming vs. the current subsistence farming system for instance, will be adopted. This will enable government to fully utilize such fields to ensure high quality production of crops while increasing the country s food security. b) Food Security: Successful implementation of commercial farming for both crops and animals will guarantee the nation s food security; Firstly, high quality production of both produces will be marketed both locally and internationally in the longrun. Secondly, individual field owners will be salaried on monthly basis to increase their standard of living. c) Environment: Government of Lesotho will ensure harmonisation of currently conflicting policies of environment in respect of various government ministries such as Local Government, Works, Mining etc. This loophole allows pollution of environment and thus impact adversely on the same. 4. Infrastructure POLICY 4.a) Infrastructure plays a very pivotal role in any country s economic growth. If there is sufficient electricity and water at low costs for example, foreign investment can easily be attracted to Lesotho in order to achieve her competitive advantage globally; i) Electricity supply: Electricity production in Muela dam should be sufficient for local consumption to increase people standard of living. ii) Water supply: Adequate supply of clean water for local consumption with reasonable prices for improvement of peoples lives is imperative. iii) Road construction: Government of Lesotho should safeguard more availability of tarred roads for the betterment of peoples lives. 5. Foreign Policy POLICY As government, BTS shall adopt a completely diverse foreign policy from the current one. i) We should become more self-reliant with minimization of foreign aid in relation to food security for instance. On the contrary however, in terms of health care for example, Lesotho is going to become the first country to invent cure (medical haven) for various and currently incurable pandemics such as HIV/ AIDS, cancer, asthma, ebola etc as Prophet Thaanyane is highly blessed with therapy of those. ii) 70% of Lesotho ambassadors on foreign missions will market the country s products abroad instead of concentrating only on attracting foreign investment.

The main infrastructure targeted includes: - Construction of Roads - Water supply and Sanitation - Electricity generation and supply - Information, Communication and Technology (ICT) - Tourism Infrastructure - Office and residential accommodation for Police, District Governments, Correctional Services, Courts of Law 18. By signing the Compact, Lesotho has committed to achieving the goal of raising agricultural productivity by six percent and ensuring that ten percent of its budget is allocated to agriculture. CAADP, endorsed by African Heads of State through the African Union in 2003, aims to stimulate the reforms necessary for agriculture to have a positive impact on socio-economic growth and sustainable development. Almost every citizen looks to the government for employment. 20. The United Nations has a programme of action to assist landlocked developing countries. We plan to engage the government of the Republic of South Africa to give Lesotho Access to the Sea so that Lesotho can have her own Sea Port. We shall also engage the government of the Republic of South Africa to allow Lesotho Citizens free movement without Visas, Study or Work Permits as established under the Joint Bilateral Commission for Cooperation (JBCC) and Southern African Development Community (SADC) protocols. We shall regularise the status of our Citizens who have taken citizenship of other countries in pursuit of employment opportunities in those countries by amending the Lesotho Constitution (Citizenship Act) to allow for Dual Citizenship. Electricity supply to households irrespective of wealth status shall be extended hence cottage industries shall be encouraged and supported. Supply of clean and portable water to all communities and direct to households shall be accelerated to ensure health benefits especially to children, extensive tarred roads linking all urban and semiurban centres shall be constructed, as well as all weather roads linking communities. Maintenance of build infrastructure shall ensure its sustainability as well creating permanent and ongoing jobs for local entrepreneurs and engineers. 5. Foreign Policy Cordial and Non-aligned Foreign Policy - A nonaligned and cordial relationship shall be maintained with all countries as well as all regional and international bodies.
