Sinaloa: A Safe Environment is Everybody s Business!

PRESENTATION From the begining of the Mario López Valdez administration, we assumed the responsability and commitment to safeguard the integrity and well being of Sinaloan people, as well as, visitors, and, foreign and national investors. We have created the necessary security conditions so that tourists, investors and business people can visit our state in a safe and secure environment. We have integrated the state police with certified, professional, and well-equipped personnel, and created special units which we call Elite Forces.

INSTITUTIONAL MODERNIZATION We have implemented a new certified, professional, trust worthy police called the Accredited State Police. We have equipped these police with helicopters, mobile units, and high technology equipment, and have raised their salaries, making the Sinaloa police the third-highest paid police in the country. As a result of these efforts, crime statistics show a general reduction in crime of 20%, and in homicides a two year reduction of more than 40%. Sinaloa has the second most successful crime reduction rate in the country.

TOURISM PROTECTION PROGRAM In the last two years, Sinaloa has received 650,000 foreign visitors. Of these, 600,000 tourists visited our crown jewel tourism destination of Mazatlan. To assure a safe visit to these beautiful port, we have established a Tourism Protection Protocol. In this program more than 2,000 local, state, and federal police, as well as, the Army and the Navy guarantee the security of all foreign and domestic visitors. In the last two years we have had only two violent crimes against foreigners in the entire state.

Thanks to our security efforts we have succeeded in getting removed from the Canadian Travel Warnings for Mazatlan, and we hope to have the United States do likewise in the following month of November. As witnesses to the fact that security conditions have improved substantially, more that 26,000 North American and Canadian citizens now call Sinaloa their home, most residing in our beautiful port of Mazatlan.

CULIACÁN Culiacan is known for its industrial, agricultural and commercial activities, and receives thousands of important foreign visitors each year. In the last two years, Culiacan and the center part of our state, has been visited by more than 20,000 foreigners, whom have enjoyed a secure and tranquil stay. We guarantee their safety with more than 2,500 municipal and state police. In the last two years, we have had no crimes committed in the central part of the state against our foreign visitors.

CULIACÁN A larger police presence working closely with local commercial establishments and banking institutions have permitted us to reduce significantly crimes against commerce and banking. The Accredited State Police working closely with local authorities have established a Joint Commercial Crimes Task Force. This union of forces has made it possible to reduce, in less than two years, commercial robberies by more than 20% and bank robberies by more than 62%.

STRENGTHENING OF INSTITUTIONAL COORDINATION We have improved the collaboration, communication, and coordination with all the Municipal, State, and Federal security institutions. SAFE HIGHWAYS PROGRAM OBJECTIVE: To ensure a safe and secure travel in all state and federal highways. ACTIONS: Permanent patrols and revision points throughout all the highways, in conjunction with local, state, and federal authorities. URBAN JOINT TASK FORCES OBJECTIVE: Assist in the security and policing of the principal cities throughout the state. ACTIONS: Prevention patrolling, and immediate reaction protocols.

INCREASE IN THE USE OF CLOSE CAPTION VIDEO SURVEILLANCE SYSTEMS We have installed 280 video cameras throughout the most important security points throughout the state. These monitoring systems provide on-time police reaction and help detect criminal activities. HIGHWAY ARCHES We are currently installing 6 highway arches with high definition cameras that provide vehicle license plate readers and detect stolen vehicles covering the most important strategic entry points to the larger cities. LOCATION HIGHWAY ARCHES MAZATLAN 2 CULIACAN 3 LOS MOCHIS 1

SECURE COMMERCE We have provided a diagnostic analysis, training, as well as, helpful advise to more than 13,000 commercial establishments throughout the state. We have implemented close caption video surveillance and monitoring systems to hundreds of commercial establishments. We have acquired 7,000 assistance/ panic buttons and are in the process of installing them in a same number of commercial establishments.

STATE CRIME REDUCTION STATISTICS In the last two years, Sinaloa has significantly reduced criminal activities. The statistics are as follows: Homicides -38% Commercial robbery -28% Vehicle robbery -14% Bank robbery -60%

The administration of Mario Lopez Valdez is transforming Sinaloa into a safe and secure state in which to do business. We are committed to work with local, state, and federal institutions to improve the image of our state, and to make investing in Sinaloa a safe, and profitable endeavor.
