Two major ATM development programmes on-going: Single European Sky Research and Development SESAR NegtGen in the USA Seamless ATM Development for the ICAO APAC region being initiated Additionally national programmes such as CARATS (Japan), FIANS (India), NCAS (China), etc. 3
SESAR SESAR is the ATM R&D part of the SES initiative Work conducted in several work packages Work Package WP7: Network Operations SWP 7.5 Airspace Organisation & Management SWP 7.6 Business/Mission Trajectory Management & Demand Capacity Balancing Within SWP7.5 are further sub-work packages: 7.5.2 Advanced Flexible Use of Airspace 7.5.3 User Preferred Routing 7.5.4 Dynamic Airspace Configurations 4
SESAR SWP7.5.2 SWP7.5.2 A-FUA work package is on-going EUROCONTROL manages the WP, participants include NATS, DFS, AENA, NORACON (North European ANSPs + AustroControl), UK MoD, GAF, Thales, AO s Work is divided into three Steps Step 1: Short Term implementation Step 2: Medium Term Implementation Step 3: Long Term Implementation 5
SESAR SWP7.5.2 Step 1 Step 1 focuses on: Modular airspace reservations/restrictions (VPA) Automated and standardised booking processes with ASM system connected to the NM system Automated updating process connecting the airspace users via an ASM support system to an ATC system The implementation of an harmonised CDM process, supporting the ASM processes and services The implementation of technical standard for future B2B function in accordance with the current AIXM format. 6

ASM in NextGen Government-industry TF Task Force 5 commissioned by FAA NextGen for operational improvements up to year 2018 TF 5 Report recommended that the FAA implement real-time status and scheduling of Special Activity Airspace (SAA) to increase awareness and predictability of SAA usage National SAA Project (NSAAP) developing cooperation within the SAA users, both civilian and Department of Defense (DoD) stakeholders 11
ASM in NextGen A key goal of the NSAAP is real time status of SAA for aircraft, ATC and AOC utilising system interoperability and data link Introduces temporality into the concept of restricted airspace, i.e. reservations based on actual need/use Dynamically moving volumes of airspace, ref. DMA Notion of dynamically reconfigurable airspace, ref. VPA Electronic metrics and measurement of SAA performance 12
ASM in CARATS CARATS roadmap recognises the same isues as SESAR and NextGen Flexible Use of Military Airspace Dynamic Variable Airspace Organisation 13
Summary All major R&D programmes heading in the same direction: Increased flexibility and dynamicity in area design and allocation Increased system support to achieve a common ASM situational awareness Increased real-time sharing of data between all the stakeholders 14
