Brief Description Business plan for the Millennium III Business Center was designed comprising speeding up the reestablishment of ownership rights (in 6 months all properties from the Center were back on the titles of their owners), taxation policies for the future objectives, promotion activities to attract potential businesses, and businees events The management scheme decided by the project shareholders is to be business oriented, the administration of the Business Center being assured by S.C. Centrul de Afaceri Millennium3 SRL (Ltd Commercial Company) whose unique owner is the City Council. The core technical component of the project comprised: Restoration and consolidation of three 18th century-dated historical buildings (named M1, M2 and M3), located in the main square of the historical part of the town, provision of all necessary modern facilities required for the good operation of the buildings as a business centre (gas, heating, ventilation, sewerage, antitheft and fire alarm systems, It infrastructures) and rehabilitation of the square (named M4) located in the historical part of the town, in front of the three aforementioned buildings. The Works have been organized in four specific objectives :

M1 House, M2 House and M3 House. The works provided initially in the Contract comprised (1) execution of demolition, consolidation and finishing works, (2) installation of ventilation and air conditioning systems, (3) installation of heating systems, (4) performance of sanitary installations, (5) performance of gas supplying installations, (6) performance of electrical installations and low voltage electric installations for all three buildings: M1 House (exhibition hall 220.10 m2, 34 offices 922.87 m2, conference hall 167.10 m2, halls and annexes 474.02 m2, toilets 137.66 m2, pavements and green areas 578.00 m2), M2 House (exhibition halls 550.43 m2, 11 offices 247.93 m2, halls and annexes 148.15 m2, toilets 41.37 m2, pavements 214.00 m2), M3 House (exhibition hall 327.90 m2, 8 offices 119.30 m2, 4 conference halls 384.00 m2, halls and annexes 155.55 m2, toilets 37.57 m2, pavements and green areas 258.00 m2). M4 Square development. The works included initially in the Contract comprised: (1) execution of demolition, excavation, new foundation and natural stone paving for the roads area (roads 2,911.00 m2, 69 parking places 1,035.00 m2), (2) execution of demolition, excavation, new foundation, natural stone paving and green area for sidewalks and pedestrian area (pedestrian 8,929.00 m2, green areas 748.00 m2, planting of trees 31 no), (3) performance of rainwater sewerage system (sewer network 780.00 m2, manholes 15 no, draining outflow with siphon trap and store room 16 no).

Some other historical buildings around the square were bought by local private investors and renewed, in order to host the specific urban functions, according to the project specifications. The area of the project and in its neighborhoods became highly desirable in real estate market terms. The project was awarded by The Ministry of Culture and Cults with the Nicolae Ghika Budesti Prize and the Great Trophy, within the 7th National Conference of the Specialists in National Cultural Patrimony Preservation Domain, April 2, 2005, as the largest financing of a non-religious historical site, in last decays, in Romania. Amongst the early results of the project can be mentioned: The provision of social housing for 6 roma families that were living in poor conditions in the old centre area; Two touristic firms from two localities in the rural mountaneous area Viseu and Izvoare had opened presence points within the business center; Private entrepreneurs have already started the refurbishment of 9 more buildings from which three are already finished; Weekly events are hold in the main square and conference spaces: at least three international conferences had been held in the fields of architecture, investment, infrastructure development; concerts, handicrafts fairs are organized in the square; The center is already self sustainable after 6 months (rents and taxes can already pay for the running costs of the Business Center s premises) even if this was initially planned for the month 25th after project launch.

Budget (incl. financial breakdown if available) The total Value of the Works included in the Baia Mare Contract is 4,377,230.77, of which 3,979,300.70 was the value for Contract Works and General Items, and 397,930.07 as Contingency. Local direct contribution to the Contract was zero. In addition to the above project budget that has been provided by the EU, the local government had contributed to up to 1 million for the design, implementation and project monitoring, the social housing of the rroma families; the private entrepreneurs have already invested up to 1 million in housing rehabilitation; 2 more million are planned for the following year.
