Module Objective At the end of this module, the participants will have an overview: Changes in PQ methodology (Findings vs. PQs); Changes in the existing PQs; and Addition of new PQs. 2

General (cont.) Addition of new PQs on new ICAO Standards and Recommended Practices (SARPs) and guidance material; Moving of certain LEG and ORG PQs to specific technical areas (i.e. OPS and ANS); and Harmonization of text for all PQs. 6
LEG Area-specific PQs previously under LEG are now moved to the relevant technical areas, such as: 2 PQs on interception of civil aircraft OPS and ANS; PQ on units of measurement ANS; and PQ on journey log book and documents to be carried on board an aircraft OPS. 7
ORG Deletion of 5 PQs not associated with any CEs (1 PEL, 1 OPS, and 3 ORG) (info available via State Aviation Activity Questionnaire or SAAQ). Addition of new PQs on mechanisms to avoid perceived or potential conflict of interest of inspectorate staff. PEL ICAO Doc 9379 Manual of Procedures for Establishment and Management of a State s Personnel Licensing System (Second Edition) will be published in 2012/2013. All references (in ICAO ref. column) have been changed to include ICAO Doc 9379. 9
PEL (cont.) For each PEL topic, the PQs are now arranged chronologically according to associated CEs, in ascending order. In some cases, this rearrangement has resulted in renumbering of the PQs. 10

New PQs are added on the following topics: Conversion/validation of foreign licences PEL 3.305 Has the State promulgated regulations for the conversion/validation of commercial pilot, multicrew pilot and airline transport pilot licences that are used for air transport purposes? Designation of aviation medical examiners PEL 3.451 Has the State established a procedure for the designation of medical examiners and provided guidance material for use by the medical examiners? 11
OPS Move: 2 PQs on Flight Data Recorders AIR (AIR 5.204 & AIR 5.205) From LEG OPS: 1 PQ on interception of civil aircraft 1 PQ on journey log book 1 PQ on documents to be carried on board an aircraft. 12

AIR Addition of new PQs: Aircraft registration (identification plate and use of registration marks) (AIR 5.120 & AIR 5.130); Safety Management System (SMS) (AIR 5.372 & AIR 5.373); AIR-related approval of CAT II and III instrument approaches (AIR 5.330 & AIR 5.331); Operations-derived equipment (CE-5 & CE-6) (AIR 5.153, AIR 5.154 & AIR 5.155); and Noise certification (AIR 5.160). 15

AGA PQs associated with multiple CEs (CE-2/CE-5/CE-6/CE-7) are split into PQs associated with single CEs only; Creation of new CE-2 PQs to address all chapters of Annex 14, Volume I; and Addition of new PQs on minimum qualifications for aerodrome inspectors. 23
