Project Purpose: Modernization and re-equipment of air traffic system up to 2020.

Central Asia becomes an important region of the international aviation. All countries of the region are making efforts in increasing aircraft flow flying via more optimal air corridors. The States try to attract attention of air carriers operating passenger and cargo flights modernizing and reconstructing airports and equipping with modern reliable ATC facilities for national air navigation developing the tourism industry.

Look into the past and you will see the present day. The beginning of Great Silk Way refers to the end of second half of II century before Christ and is the one of most significant achievements in the history of World Civilization.

The forked nets of caravan roads crossed Europe and Asia from Mediterranean Sea till China and served in era of antiquity and middle ages as the important trade connections and dialogue between of West and East cultures.

The most long distance and main line roads of Silk Way passed via the territory of Central Asia including Kyrgyzstan. And nowadays in XXI century the Europe has become closer to Asia due to air transport. The Great Silk Way as a bird Phoenix begins its rebirth!

GREAT SILK WAY IN THE SKY will pass via air ways of following countries: Kyrgyzstan Romania Azerbaijani Turkmenistan Uzbekistan China

One of the important elements in transport system of Civil Aviation of the Kyrgyz Republic is the air traffic services and control via air space of the country. The main task in providing of air traffic services is the providing of flight safety which depends on availability of the modern and reliable aero navigation facilities.

The availability of modern aero navigation facilities gives the opportunity for international airports to be a part of the global aero transport net involving the States of region providing flight safety and effectiveness of international flights and air traffic control safety as a whole.

General principles of development and modernization: equipping by the newest systems of air traffic service according to international norms and ICAO standards; providing high level of the flight safety; implementation of principle of ATS systems centralization; introduction of up- to-date technologies; providing high level service of aircraft and competitive of enterprise.

Objectives and Scope: providing high level of the flight safety; organization and service providing of air traffic in upper airspace from unified ATS Centre; equipping of main airports of Kyrgyz Republic by modern radar complexes of air traffic service facilities and by system of meteorological service of flights; providing high level development of enterprise in social sphere; working out of enterprise and modernization program by phases, terms and costs; working out of financing methods and modernization program realization.

Expected results: increasing level of safety and reliability of flights; improving of air space service and providing air navigation service according to international standards; increasing of air traffic service efficiency by establishing of unified ATS Centre on traffic control in upper airspace; increasing of air traffic intensity in air space of the Kyrgyz Republic; increasing of salary to average statistical level of CIS countries and development of social sphere.

Approximate project cost: for modernization of air traffic service at «Manas» airport is required 2 million 437 thousand Euro; for ATS systems modernization of «Osh» airport is required 5 million 822 thousand Euro; for equipment installation at «Issyk-Kul» airport is required 7 million 331 thousand Euro; Total estimated cost of modernization project for is 15 million 590 thousand Euro.

Technical Criteria Aerodromes equipped by modern facilities and air traffic control system on air routes of Great Silk Way will attract air companies upon following reasons: the enough option of aerodromes in the purposes of technical landings and as the alternative aerodromes; the optimal path of route allows significantly save flight time and fuel.

Environmental Criteria The route of Great Silk Way will not cause damage to environment.

Political Criteria The States at level of providers of air navigational services are interested in realization of the project, as one of grand elements of fusion in transport policy of the region. The project does not depend on other projects and can be fulfilled in short terms, taking into consideration that States involved in project by this day have enough experience in realization of such projects.

Political Criteria When to start? From 2010 The own funds of SE "Kyrgyzaeronavigatsia" - 2 million 437 thousand Euro. The foreign investments - 13 million 153 thousand Euro.
