THE UNITED REPUBLIC OF TANZANIA MINISTRY OF WORKS, TRANSPORT AND COMMUNICATION TANZANIA CIVIL AVIATION AUTHORITY VACANT POSITIONS The Tanzania Civil Aviation Authority, (TCAA) was established by the enactment of the Tanzania Civil Aviation Authority Act 2003 Cap 80 (R.E 2006) to regulate the civil aviation industry in the United Republic of Tanzania in order to ensure effective implementation of Standards and Recommended Practices (SARPs) as provided in the Annexes of the International Civil Aviation Organization (ICAO). The Authority is also responsible for economic regulation of the activities of persons and institutions providing air transport services and aeronautical airport services. In addition the Authority provides air navigation services in Tanzania. To meet this mandate of regulating and overseeing the functions of the aviation industry in an efficient, sustainable and cost-effective manner, TCAA invites applications from suitably qualified Tanzanian Citizens to fill in the following vacant positions; A. DIVISION OF ECONOMIC REGULATION POSITION: DIRECTOR ECONOMIC REGULATION (1 POST) Reporting: Reports to the Director General To ensure that air transport services are provided in a smooth, orderly and competitive manner. 1. To ensure effective management of financial and human resources allocated to the economic regulation division 2. To advise the Director General on all matters relating to economic oversight of the civil aviation industry 3. To advise on formulation of Air Transport Policies and Regulations. 1

4. To enforce regulations and requirements and monitoring of the performance of the Industry. 5. To coordinate multilateral and bilateral air service agreements and negotiations. 6. To approve requests for air operators schedules and operating permits. 7. To conduct and coordinate studies on aviation sector in order to determine trends of the industry and advise on developments and improvements 8. To ensure production of accurate timely, comprehensive and relevant air transport information for planning and decision making purposes 9. To perform any other related duties as may be assigned by the Director General Master s Degree in any of the following disciplines; Economics, Air Transport, Statistics or Business Administration from a recognized University. Minimum Experience: Must have a relevant working experience of at least ten (10) years, five (5) of which should be in Managerial position. POSITION: SENIOR BUSINESS ANALYST AND FORECASTING (1 POST) Reporting: Reports to the Chief Business Analysis and Forecasting To analyse data and information related to aviation business Duties and Responsibilities 1. To monitor and evaluate business performance of service providers i.e. air service and ground handlers 2. To conduct business analysis for the industry 3. To analyse and determine reasonable rates/charges for air transport. 4. To review and analyse business plans submitted by operators 5. To undertake financial analysis of financial statements and various reports 6. To perform any other related duties as may be assigned by supervisor. Bachelor Degree in Finance from a recognized University. Must have good communication, interpersonal skills and knowledge of computer office applications 2

Minimum Experience: Must have 5 (five) years working experience in a related field Salary: Within TCAA Salary Scale.8. B. DIVISION OF SAFETY REGULATION POSITION: CHIEF PERSONNEL LICENCING (1 POST) Reporting: Reports to the Director Safety Regulation To manage the personnel licensing section and ensure that examinations are conducted and aviation personnel licenses are processed and issued in compliance with national and international standards 1. To advise the Director Safety Regulation on all matters relating to Personnel licensing. 2. To establish and maintain effective personnel licensing procedures 3. To develop and review personnel licensing requirements. 4. To certify and maintain a register of Licensed personnel and Approved Training Organizations (ATO) 5. To ensure effective oversight of designated examiners. 6. To perform any other duties as may be assigned by supervisor. Bachelor Degree in Science from a recognized University or equivalent qualifications (Any Aviation Diploma from Approved Training Organization such as Pilot, Airworthiness & Air Traffic Control) with either a Commercial Pilot License (CPL) or air traffic control license with at least four (4) ratings or aircraft maintenance engineer license with two categories. Minimum Experience: He/she must have at least eight (8) years working experience in the aviation industry, five (5) of which should be in a senior position. 3

DIVISION OF AIR NAVIGATION SERVICES POSITION: AIR NAVIGATION ENGINEER TRAINEE (6 POSTS) Reporting: Reports to In charge of the respective Station. : To assist in carrying out maintenance of communication, navigation and surveillance equipment. Duties and Responsibilities 1. To assist in monitoring and recording the day to day serviceability of Communication Navigation Surveillance equipment s 2. To assist in carrying out corrective maintenance of Communication Navigation Surveillance equipment s 3. To assist in taking records in the log book and other forms 4. To assist in performing preventive maintenance 5. To assist in installation of Communication Navigation Surveillance equipment and facilities 6. To perform any other related duties as may be assigned by supervisor. Minimum Qualifications Bachelor Degree in engineering majoring in Telecommunication or Electronics or its equivalent professional qualifications. Must be registered as a Graduate Engineer. D. DIVISION OF CORPORATE SERVICES POSITION: ASSISTANT ACCOUNTANT (2 POSTS) Reporting: Senior Accountant or Manager of the Respective Station 4

: To assist in proper maintenance of financial and accounting records and preparation of financial statements. 1. To review weekly cash and debt position i e revenue and expenditure. 2. To review cash and debt position 3. To review weekly/monthly and quarterly reports. 4. To insure implementation of financial policies and procedures. 5. To make a regular follow up on debtors of the Authority for the purpose of Improving Authority's cash position. 6. To perform any other duties as may be assigned by supervisor Minimum Qualifications Holder of Bachelor's degree in Accounting or equivalent qualification(like ADA, ADCA, Intermediate Stage - module III & IV) with Knowledge of ICT applications including MS Office/ Accounting packages. Must have highest degree of integrity, and good interpersonal and communication skills. Minimum Experience Working experience of not less than 5 (five) years in the relevant field. POSITION: ELECTRICAL TECHNICIAN I (1 POST) Reporting: Reports to Principal Administrative Officer or Manager of the respective station To undertake maintenance of electrical systems and equipment in the Authority 1. To undertake electrical works repairs and other facilities 2. To conduct regular inspections of the electrical facilities in Authority s buildings 3. To determine requirements of maintenance and repairs 5

4. To assist in preparation of sketches and cost estimates for materials and services 5. To provide assistance during emergencies by operating the generators and other allied equipment 6. To advise, prepare and implement maintenance schedules of elevators, Generators, Air Conditioners and fire systems 7. To perform any other related duties as may be assigned by supervisor Full Technician Certificate in Electrical Engineering from a recognized institution or equivalent qualifications Minimum Experience: Working experience of not less than 3 (three) years in the relevant field.
