Access cntrl and (pre-)registratin Nte n ISPS Since July 1, 2004, passenger ships and carg ships (GT 500 and upward) n internatinal vyages and prt facilities serving such ships n internatinal vyages, have been subject t: Regulatin 725/2004/EC f the Eurpean Parliament and the Cuncil n enhancing ship and prt facility security, binding fr all Eurpean member states. Based n the ISPS Cde (Internatinal Ship & Prt Facility Security Cde), the Regulatin has been transpsed in Belgian law by the Act and RD n maritime security. The purpse f the Cde is t prtect ships and prt facilities frm terrrist activities via an internatinal netwrk f cllabratin between lcal, natinal and internatinal rganisatins t enhance the security f maritime facilities. The Cde features 3 security levels: security level 1 (business as usual), security level 2 (heightened risk f a security incident) and security level 3 (a security incident is prbable r imminent). Suitable and additinal security measures have been incrprated int security plans. Each ISPS prt facility has a persn respnsible fr security, the Prt Facility Security Officer (PFSO), wh has established prcedures t ensure cmpliance with the mandatry requirements within the facility. This includes, but is nt limited t, access cntrl and site surveillance. Mst prt facilities in Antwerp implement the regulatin nt nly at the quay (ship/shre interface) level, but thrughut the site. In Belgium, a terminal belngs t the categry 'sensitive' r 'nn-sensitive', depending n the type f prducts handled by the terminal. Nn-sensitive facilities include dry/wet bulk, general carg, shipyard. Sensitive facilities are cntainer terminals, RR, Seves, passengers. The mst nticeable difference between bth as far as access t the facility is cncerned, is that a nn-sensitive facility is nt required t prvide a perimeter (enclsure/fencing) arund the ship r the entire prt facility at level 1, but nly frm security level 2. The Alfapass was designed t avid having t shw a different access card fr each cmpany visited. If yu have yur Alfapass activated at ne f the cnnected terminals, yu will have simplified access t the prt facilities. Nte, hwever, that pssessin f an Alfapass des nt mean yu are autmatically granted access everywhere. The terminal decides where, when and fr hw lng yu will have access rights. This may therefre als be fr a limited perid f time.

Each terminal/prt facility must be capable f granting access t authrised persns within a reasnable perid f time. Scenari 1 applicable t barges: All ISPS certified and fully enclsed terminals under cntinuus surveillance by security guards and which at the time f registratin/arrival/call, the barge: was peratinally registered at the terminal t be visited: N special ISPS prcedures. All arrangements are made between the skipper and the terminal management f the relevant prt facility. General arrangements: - Crew disembarking frm barges must register at the security f the prt facility. - Suppliers fr barges that enter via water (bunker bat, water) dn t have t pre-register. This is a ship/ship interface. - Deliveries f ship's stres via the terminal, always require pre-registratin in accrdance with Article B.16.8.10 f the ISPS Cde (see prcedure fr seaging ships). Deliveries must always
be accmpanied by a packing list f the carg. An exceptin are supplies fr the crew f barges. - Pre-registratin must be in writing (email/fax). - The skipper infrms the terminal f the expected visitrs. Nn-registered visitrs can nly be granted access t the terminal after the terminal manager has received cnfirmatin frm the barge that they are allwed t g n bard. Registratin based n identity card (r Alfa pass fr sme facilities) is required. Scenari 2 applicable t barges: All ISPS certified and fully enclsed terminals withut cntinuus surveillance by security guards. This scenari applies if the prt facility is nt peratinal at the time f registratin/arrival/call f the barge: The skipper cntacts DM befre berthing at a terminal where n activity is taking place. 24/7 cntact telephne number f the terminal can be btained frm DM. The skipper cntacts the terminal t register and t agree n the applicable measures t leave/enter the terminal. If necessary, the skipper can request the DM t be allcated anther berth. General arrangements: - See General arrangements' scenari 1 Regulatins applicable with security level 2 (SL2) and security level 3 ( SL3) DM infrms skipper f the heightened security level. The skipper can request r be allcated anther berth by the DM. The skipper cntacts the terminal r will be cntacted by the terminal t agree n additinal security measures t be taken. Hlders f this card are subject t the Alfapass User Regulatins. - Supplies and deliveries f ship's stres always require pre-registratin in accrdance with Article B 16.8.10 f the ISPS Cde. These deliveries must always be accmpanied by a packing list f the carg. - Pre-registratin f ship chandlers and suppliers can be based n time windws during which supplies are t be delivered r picked up.
