MINUTES OF MAY 16, 2017, LTPOA BOARD MEETING BOARD MEMBERS PRESENT: Adam Pusateri, PresIdent/Roads; Tag Lewis, Beach Maintenance; Rob Boso, Vice President Security, Jim Ohle, Marina; Alissa Nixon, Secretary/Association Programs; Dick Taggart, Conservation; Paul Buncic, Treasurer BOARD MEMBERS ABSENT: Fred Schuster, Legal; Matt Parker, New Construction/Septic OTHERS PRESENT: Megan McNear CALL TO ORDER: Adam Pusateri called the LTPOA Board meeting to order at 7:02 p.m. ROLL CALL: Adam Pusateri conducted and a roll call vote was taken. MINUTE APPROVAL: The minutes from the June 20 meetings, were approved. ANNOUNCEMENTS: Fish Fry this Friday and Steak dinner will be August 18. This year the wives are invited to attend. EXECUTIVE COMMITTEE: None REPORTS: President: Adam Pusateri: I m sure we will get more in depth with the recent things that have been happening at this lake. We closed the lake down a few weekends last month to do more testing. We will continue to do more testing until we find out what s going on here at the lake. I would also like to thank everyone that helped out during the July 4th holiday. Secretary: Alissa Nixon: Sharon is on vacation this week and will be back in the office on Monday. I have someone coming in on Thursday and Friday of this week for about 4 hours a day to answer the phone and issue boat stickers and fishing badges. I will put this on Facebook tonight after the meeting and post it on the door here at the office. Legal: Fred Schuster : Status of money still owed to LTPOA on the sheets provided. The first list is the full list, the second list is current delinquent and the last page is what we have collected since May. We are going to first go after the ones that are just a year or two behind. We will have liens placed on all of these properties and if the dues aren t paid we will work with Liz to take legal action on these property owners. We have submitted to Charles Morrow estate attorney we will take all lots owned back in lieu of payment with one stipulation...we will only take if the property taxes are all paid. Still waiting to hear back from them. Treasurer: Paul Buncic: YTD income through the end of is $387,296 YTD Expenses $188,173, YTD Net $199,123. The income is in line with previous years. A motion to approve the Treasurers report was made by Alissa Nixon, seconded by Tag Lewis and unanimously carried. Security: Rob Boso: From the Security report we had 355 hours worked, 1120 miles driven, 18 complaints, 3 alarms,2 verbal warnings for speeding, 2 lake assists 3 report written up. I got another bid on the security cameras, this bid came in about $3000 more than the bid from last month. This bid I got was for 14 cameras and it was $9800. The bid from last month was for 12 cameras and was $6.670. A motion to approve the $6.670 bid was made by Alissa Nixon, seconded by Dick Taggart and unanimously carried upon checking that there is enough memory. Security did a great job over the July 4 holiday. Association Programs: Alissa Nixon : July 4th was great...bob and Bobbi Houk did BINGO again. The coverall was $430 and was split 3 ways. I gave Bea $50 for the Chinese auction and gave the Houk s $230 for BINGO. We made $533 on the Chinese Auction and for BINGO we gave away the $430 plus I got my $230 back. The boat 2 parade was good, we had 3 boats this year and I gave them each $15 gift card for the Marina. We didn t have anyone for the Paddle Boat races, I think next year I won t be doing them. The annual meeting is August 5, Chuck Mustake will be doing gyros and pasta. A covered dish would be appreciated. I will provide the cake and the lake is also going to provide the cake for the Steak dinner. Conservation: Dick Taggart: I bought the paint for the garage and ordered the new door for the garage. It will come with a treated frame. We are starting to get a lot more geese now for some reason. As of right now I haven t had many complaints. I still have the banger guns that we might need to start using them again. The ODNR said basically all you can do is scare them away. We have had a big problem with our water. We have had so much rain this year. A lot of the septic systems around the lake are old and all this water is stressing the septic tanks. We went out and did some testing on Chippewa Trail at our access area and where it comes out at Vincent Welsh and it looks like we may have a problem over in that area. There are some recommendations that we have come up with. 1. Do weekly test of the water. The tests cost $25/test and if it s a weekend or rush it s $75. 2. Post no swimming in the Marina cove until further notice. This would be just until we figure out why that area is so bad. Would like to do a few weeks of all the tests and then maybe just do the Marina Cove area after that if it still shows problems. Conservation is going to go over budget in doing all this extra testing. In order to do the extra testing we are going to have to approve increasing his budget for these tests. The worst numbers are towards the back of the cove more towards Vincent Welsh. Adam noted that he doesn t want to just post signs. He noted that if tests come back bad at a certain area we will deal with it at that time. We appreciate everything that is being doe to get this issue fixed. Beach: Rob Boso: Not much going on, Bridgette is still cleaning and the beach is still being dragged. I am going to try and get the gates back up this weekend, that way if we do have some geese problems it might stop them from getting down to the beach. Alissa asked if we think we will be able to swing the slide this year. Rob noted he is still looking around for the right type of slide. Alissa commented on how nice the beach looks this year. Maintenance: Tag Lewis: Last meeting there was a complaint about some trees hanging over the road, had Roger go out and cut some branches with his pole saw. He s gotten some cut down. He has been out uncovering the property lines for the common areas. He s gotten a lot of the common areas cleaned up. Some of our access areas are lacking on the rip rap. This is something we need to consider. Marina: Jim Ohle : The health inspector was here and we passed with flying colors. I talked to the lady from the EPA and she gave me a list of things she needs. Sales are good, our expenses have been a little under budget. I don t think we ll go over budget this year. New shirts coming for this weekend. Hopefully by August I ll have some new hats. Alissa asked if he could do some visors. Thinking about buying a soft serve ice cream machine, wanted to see what you all think. A new machine with warranty cost about $1500. This was a suggestion by a customer. Roads: Adam Pusateri : Met with Lipp a few weeks ago and we talked about doing a culvert on Tomahawk and Dyke Rd, 15 pipe and the bid was $2,287.00. A motion was approved to get the work done. Repairing the sunken area on Chippewa by Huron the cost is $2,207. He is giving us a discount on the material and the labor is free. We are going to lower the Lake and going to investigate the concern to gather information to assure the safety and integrity of our dam or to determine if more actions are needed. We will be lowering the lake 4-6 feet from the full pool elevation. MINUTES FROM PAGE 2 Cont... On Shoshone and Tomahawk needs done. We are always repairing there every year. Proposed to put an 80 drain in under the road. The price is $6,356 and in conjunction with that over on Kiowa same thing is happening over there but not as bad. The cost of that is going to be $7,121. A New Construction/Septic: Matt Parker: Spoke with Laura from the Health Department on the Kaza property permit awaiting septic repair contractor to provide updated drawings. The EPA has seen the application and the county has requested this additional information the end of June. Laura stated this is sometimes a long drawn out process but we are moving in the right direction. He asked her if she knew of any issues here at the lake and she said she hasn t heard of any. Adam, Rob and I have been walking around the lake looking to see if we can find where we think there are any issues, we think we have found an issue and we need to decide if we should just turn it over to the county. It was decided to just turn the property and any others directly to the county. Working on a new letter for septic pumping. There are over 100 septic tanks needing pumped over the new few months. Building permits have been quiet. Association Programs: Alissa Nixon: Sip N Paint is September 15 at the pavilion, you must sign up at the office. Anything over what is needed to pay the instructor will go to the Buckley s. October 7 is Octoberfest. Conservation: Dick Taggart: The paint has been purchased to paint the garage. The new door for the garage was purchased and installed. The garage will need to be pressure washed before we can start painting, we will start sometime in the next few weeks. There are a lot of places around the lake that needs to have their rip rap fixed and some properties don t have enough rip rap. This is something that we are going to be looking into. Beach: Rob Boso: Nothing Maintenance: Tag Lewis Roger has been working his way around the lake trying to stay ahead of the game. There is going to be an auction coming at the beginning of the year that is going to have a boom mower that I would like to purchase. This is the best way to purchase a boom mower. Paul noted that this might be something we could use the capital money towards. Marina: Jim Ohle : Met with the EPA and they were happy to see what type of system we had. The flap in the filter should be able to be seen and we couldn t see it. She is going to complete her report and say everything is fine. We purchased a soft serve machine for the Marina so soon you ll be able to have soft serve along with the stuff that she buys from Bruster s. Roads: Adam Pusateri: We got the price for salt from Morton and it is $54.04 which is a little cheaper than last year. Motion was made by Tag Lewis to approve the purchasing of salt, seconded by Jim Ohle and unanimously carried. The project that I put out to fix the drainage problem between Tomahawk and Sarsi is going to be more than what we thought it would be? The ditch that we had to make is a lot deeper than we imagined. We need to do something to fix it. New Construction and Septic: Matt Parker: Formal approval on single family home on slab 1100 sq ft with a garage. Has approved septic on file. Motion to approve was made by Matt Parker, seconded by Dick Taggart and unanimously carried. I have been in contact with the county and email them daily for the past 6 weeks about different problems we are finding around the lake. They are being as helpful as they can be, but they are slow. They are lax with their rules, if it s not failing or hasn t failed they aren t very aggressive. The board noted that the plans were issued at the pre-meeting and they were looked at and reviewed then they were approved by the board through emails because everything was good. -A property owner asked what was being done about he E. Coli in the lake. It was noted that the board has been trying to find the cause of the high amounts and when we find properties with what we think are failing septics we are turning them in to the county. -A property owner wanted to know if there was a way that we could get something down at the beach area to remove the goose poop from the beach. They noted that they us ally try to pick it up but there is getting to be too much. The property owner noted that she didn t expect something to be done this year, but would like to see something for next year. -A property owner noted that the lots next to theirs was very overgrown and was a hazard. The property owner noted that something needs to be done. The board noted that they would take a look at it and get a letter sent out to the property owner to get it cleaned up.
