Conclusion: key lessons from IBA Hamburg 1. The stabilization and improvement of disadvantaged areas cannot be left to market forces alone. 2. The renewal of neglected areas is a holistic planning and building task. 3. Providing opportunities to work near the home is a key to stabilizing migrant communities and neighbourhoods. 4. Special problems require special instruments. For a limited period, the IBA instrument has proved to be a task force that works well - in Germany at least. 5. It is impossible to renew or even remodel cities in a good, socially acceptable manner unless some public spending is involved. What is important, however, is to trigger a host of social and economic benefits with a small amount of public money. IBA HAMBURG GMBH 30
