Flight Plan and ATFCM Adherence Campaign Three main elements of adherence 1. Adherence to requested FL (one of the main reason for overdeliveries) 2. Adherence to Flow Measures, mainly CTOT (thus arriving too early/late in the sectors) 3. Adherence to filed route (incomplete or incorrect ATFCM picture) Procedures and rules exist already User Forum 2011, 18-19 Jan 2011 3

User Forum 2011, 18-19 Jan 2011 4

What s the effect Potentially excessive workload, Wasted capacity in some sectors, An overall lack of confidence in the accuracy of forecast traffic counts, Protective capacity reduction, Increased workload, stress or working conditions such that the ability of ATC controller may be significantly impaired and thus a safety issue. User Forum 2011, 18-19 Jan 2011 5

Benefits of adherence reliable and accurate data for all involved improved predictability of traffic improved network demand-capacity balancing increased capacity increased safety flight efficiency User Forum 2011, 18-19 Jan 2011 6

Some Issues identified (Issues identified before and/or during trial) Update of flight plans in the pre-flight phase Access to RFL by air traffic controllers Early descents and availability of ATC level restrictions to airspace users to take on board in flight planning Early or late arrival of traffic in ATC sectors Filed RFL's include opposite direction levels Possible increase in controller and pilot workload User Forum 2011, 18-19 Jan 2011 18

Next steps Recommendations via OCG to DNM, ANSPs, AOs to take action (examples): ANSPs to make level restrictions available for flight planning purposes AOs to ensure that the flight plan correctly reflects operational intentions DNM to support stakeholders to deliver capacity performance improvements as result of adherence. Task Force to consider next steps in the Adherence Campaign. User Forum 2011, 18-19 Jan 2011 19
