Activities of NETFISH during December 2012 In December, NETFISH organized 224 extension programmes which comprised 175 regular awareness classes, 41 street play shows, 1 school programme, 5 mass communications and 2 other special programmes. Table.1 shows the list of various extension programmes organized at different regions during the month. The state wise details of the programmes are as follows. West Bengal Selected Region FQM Consr. On 18 th December a Plastic basket distribution programme was organized at Jaldah dry fish khuti, Purba Medinipur and distributed Plastic Baskets free of cost to 20 boat owners to promote plastic baskets and to eradicate bamboo basket for handling of fishes. During the programme we highlighted on significances of using plastic baskets instead of bamboo baskets, abuse of harmful chemicals in dry fish and MPEDA s financial assistance in capture fisheries and dry fish sector. On 4 th December, a meeting was arranged with Shri Sabyasachi Sautia, Fisheries Specialist, ICZM, Govt. of West Bengal along with JD at Regional Office MPEDA, Kolkata regarding collaborating programmes such as seminar, workshops etc. between NETFISH and ICZM. They have shown interest to conduct collaborated projects like Socio economic study & alternative livelihood of wild seed collectors at Sagar Island, South 24 Parganas and Impact of bottom trawling and use of square mesh trawl net. On 20 th December NETFISH State coordinator attended the meeting convened by The Department of Fisheries at Kolkata under the president ship of Shri Chandra Nath Sinha, Hon ble MIC- Fisheries, regarding the Development of Standards of Landing Centres, Auction Centre, Fishing Harbours and related infrastructure as per the 2
compliance of the standards of European Commission's FVO Mission. Following points were discussed in the meeting: 1. Deshapran fishing harbour at Petuaghat, Purba Medinnipur has been selected for up-gradation and also for EIA approval. 2. EIA & MPEDA officials may visit to Sultanpur Fishing Harbour at Diamond Harbour, South 24 Parganas for necessary modification & up-gradation. 3. Two shrimp auction markets such as Kharibari & Malancha at North 24 Parganas may be considered for upgradation. 4. Namkhana landing centre will be considered for up-gradation. 5. Monitoring team to be restructured for development & up-gradation as per the compliance of the standards of EC s FVO Mission. 6. Monitoring team will make visit to Digha mohana auction market, Purba Medinipur for up-gradation. Odisha Selected Region FQM Consr. The school programme was arranged in Arakhakuda Primary School in Arakhakuda fisherman village near outer channel of Chilka. Thirty school children attended the programme. A class on general information of the village, Chilka fish and fishers, ice, hygiene etc. was delivered and NETFISH leaflets on Ice &Fish, Hygiene & Sanitation were distributed among the participating children. Later on a question answer session related to fish and ice, sanitation & hygiene was conducted for the participants and prizes were distributed for the winners. The street play programmes on fish quality and conservation of Chilka fish and fishery products were conducted in and around Chilka fishermen villages. During on-board programmes it has been observed that phenoline is being used by trawlers instead of hypochlorite for cleaning purpose. The matter was discussed with manager of harbour management society and accordingly immediate steps were taken to stop the use of phenoline. Also a meeting was arranged with shopkeepers who sell 3
phenoline and urged them to sell hypochlorite instead of phenoline. To make the trawler owners and crew members stop this wrong practice it was decided to conduct awareness programmes by distributing leaflets and mike announcements continuously for seven days. The street plays were organized on 15.12.12 by the NGO SEARCH, at Nizampatnam village and fishing harbour. On 9 th, 10th and 21 st December 3 mass communication programmes on Hygiene in Fishing Vessels were conducted at Visakhapatnam and Kakinada. NETFISH stickers on hygienic practices onboard were pasted in fishing vessels during the programme. The handouts prepared by both Dept of Fisheries and NETFISH on Fish Quality Management and Conservation of Fishery resources were also distributed in the programme. Discussions were made with the Mechanized boat owners association members regarding subsidy schemes of MPEDA and distributed handouts on subsidy schemes prepared in Telugu. As a result Mechanized boat owners are registering and renewing MPEDA Vessel registration. Application for Fish hold modification or construction is prepared in English and Telugu by NETFISH and handed over to the association members and also guided them in filling the application. A discussion was held with the traders association of Visakhapatnam fishing harbour regarding disposal of waste generated during packing and it was decided to keep some cement bins to avoid the problem of spreading wastes on road. The state coordinator visited Machilipatnam fishing harbour along with JD(QC) and other MPEDA officials and attended the meeting arranged to discuss the reasons for delay in erection of chill room and tube ice machine in the harbour. 4

A discussion was held with members of mechanized boat owners association at Pazhaiyar FH regarding cleaning of auction hall and harbour premises. It was decided to engage one more person for regular cleaning of the auction hall. The issue of drying fish in front of the auction hall during peak seasons was also discussed in the meeting. MPEDA schemes were explained to them and many of the boat owners are showing interest to buy insulated boxes utilising MPEDA subsidy scheme. Kerala Selected Harbour FQM Consr. The programmes along Southern regions of Kerala consisted of 15 regular programmes. On 12 th December a pilot survey was conducted at a few selected peeling sheds in Aroor and Ambalappuzha regions to study the socioeconomic status of peeling shed workers and owners. 5
Karnataka & Goa Table.7 No: of programmes at selected areas during the month NETFISH programmes in Karnataka and Goa consisted of 16 regular programmes and 12 street play shows. The state coordinator had a discussion with the Assistant Directors of harbour in Mangalore, Malpe and Honnavar about the workshop on development of harbours and it is decided to jointly organize the workshop in the month of January and February 2013. AD, MPEDA had attended the NETFISH extension programmes in Mangalore and Tadri fishing harbours and in Tadri he urged the NGO members to participate actively in the programmes and also stressed them to spread the schemes of MPEDA among fishers. NETFISH State coordinator along with AD MPEDA met DD fisheries in Mangalore and AD fisheries in Tadri to discuss about the chill room and flake ice plant in the fishing harbours. A One Day Workshop on Use of Modern Equipments and Life Saving Appliances in Marine Fishing was conducted on 13.12.2012 at Fisheries Training Centre, Ratnagiri. The workshop was inaugurated by Mr. Ghatge, Assistant Commissioner of Fisheries, Ratnagiri district. Thirty fishers participated in the workshop and 6
they were trained on operation and maintenance of modern fishing equipments and utilization of life saving appliances in marine fishing. An officer from District Information & Broadcasting Division, Ratnagiri also participated in this workshop. On 12.12.2012 SCo attended the first Core Committee Meeting of Sassoon dock harbour at Chief Engineer s Chamber, Port House, Mumbai Port Trust (MbPT). Copies of MoA/Bylaws of Munambam Fishing harbour Management Committee were distributed to members of Core Committee. Gujarat Selected Harbour FQM Consr. On 21 st December a training programme on Conversion of Diamond mesh to Square mesh was conducted at Somnath Community Hall, Mangrol. President of Kharwa Samaj, President of Trawl boat association, Technical officers of CIFT & CMFRI and officials of Dept. of Fisheries associated with NETFISH in conducting the programme. ****** 7
