The Evaluation of the 2007 CARICOM Port-of- Spain NCD Summit Declaration CONTEXT, OVERVIEW AND AIMS OF THE WORKSHOP POS EVALUATION GROUP

Context Mortality from NCDs in the Caribbean is the highest in the Americas 4 out of 10 NCDs deaths under the age of 70, and are potentially preventable NCDs cause majority of premature adult deaths Threat to economic and social development

2007 Port of Spain Declaration on NCDS 15 Point Declaration, 27 commitments Including: National, multisectoral NCD Commissions Risk factor reduction, including: Multi-sector food and nutrition plan Promotion of physical activity in schools and workplaces Implementation of FCTC Health care, quality and coverage Surveillance Caribbean Wellness Day

Goal of the evaluation To evaluate, seven years on, the implementation of the CARICOM NCD Summit Political Declaration in order to learn lessons that will support and accelerate its further implementation inform the attainment of the UNHLM NCD commitments

Port of Spain Declaration Evaluation Supported by the Canadian International Development Research Centre (IDRC) Coordinated, on behalf of CARICOM and PAHO, by UWI Cave Hill Public Health Grp & CDRC Funding became available in April 2014 and the project will run until March 2017

Research Objectives 1. Determining the extent to which Declaration commitments have been implemented; 2. Describing trends in NCD mortality and risk factors from 2000 to 2013; 3. Undertaking in-depth case studies in seven countries to learn lessons on effective implementation etc.; 4. a) Documenting tobacco control measures and studying successful implementation; b) Estimating the potential for revenue generation for NCD prevention and control from taxes on tobacco and alcohol; c) Undertaking an evaluation of Caribbean Wellness Day (CWD); 5. Determining to what extent regional and international bodies have met their Declaration commitments; and 6. Studying the Declaration s regional and international impact.

Presentation of the research findings Chapter Content 3 National and regional trends in NCD mortality, morbidity and risk factors 4 National policy responses to NCDs and lessons learned 5 Regional policy responses to NCDs and lessons learned 6 The international impact of the 2007 Port of Spain Declaration 7 Arrangements for ongoing surveillance for NCD mortality, morbidity and the policy response 8 Financing NCD prevention and control in CARICOM: potential revenue from tobacco and alcohol taxes

Implementation and dissemination objectives 7. Using lessons learnt from this evaluation to detail an action plan and implementation strategy 8. Disseminating evaluation lessons learned nationally, regionally and globally to enhance implementation.

Accelerating implementation.

Desired Workshop Outcomes A shared understanding of the policy responses to NCD in CARICOM, both at national and regional levels. Identified actionable and prioritised recommendations for accelerating policy implementation for the prevention and control of NCDs, in particular those: Providing the core elements of a new CARICOM Strategic Plan of Action (2016-2025) Identified key stakeholders in accelerating the NCD response at international, regional and country level. Established the next phase of surveillance and operational research to support and evaluate implementation. Moved to re-establish CARICOM as a leader in the global NCD response, including as part of a potential strategic alliance with other Small Island Developing States.
