Priority One Pavements As required by FAA Advisory Circular 150/5200-30D, Airport Field Condition Assessments and Winter Operations Safety, DFW has established priority areas based on airport safety requirements and annual aircraft operations volume. Priority area size and scope will take into account airport resource capabilities and aircraft operational needs. Areas appropriate for this category are those that directly contribute to safety and the re-establishment of aircraft operations at a minimum acceptable level of service. Priority one pavements will generally consist of the primary runway(s) with taxiway turnoffs and associated taxiways leading to the terminal, portions of the terminal ramp, portions of the cargo ramp, airport rescue and fire fighting (ARFF) station ramps and access roads, mutual aid access points (including gates), emergency service roads, access to essential NAVAID, and centralized deicing facilities. For airports with 40,000 or more annual aircraft operations, the FAA time standard for clearance of priority one pavements is 30 minutes. 5

Priority Two Pavements Areas appropriate for Priority Two are those not essential to re-establishing a minimum acceptable level of service for aircraft operations. Items in this category normally include crosswind/secondary runways and their supportive taxiways, terminal and cargo apron areas not cleared under Priority One, commercial ramp areas, overnight parking, access roads to secondary facilities, and airfield facilities not essential to flight operations or not used on a daily basis. Priority Two pavements are to be cleared in addition to the Priority One pavements to be cleared. Determination on which Option to execute will be dependent on several factors and will be a collaborative effort involving DFW Staff, FAA ATC, and key stakeholders: Priority Two, Option 1 - Runway 18R/36L, includes High Speed Exits for flow and taxi routes to the Central Terminal Area, off ramp deice sites and cargo areas. Priority Two, Option 2 - Runway 17R/35L, includes High Speed Exits for flow and taxi routes to Central Terminal Area, off ramp deice sites, and cargo areas. Priority Two, Option 3 - Runway 17C/35C, includes High Speed Exits for flow and taxi routes across 17R/35L to the Central Terminal Area, off ramp deice sites, and cargo areas. Every available resource will be sought to avoid closures, and to maintain the airfield with at least a minimal operational capability. 8

There have been additions to the snow removal fleet; an equipment list is included in the DFW Snow and Ice Control Plan Continuous inspections of the airfield are required to monitor and report on pavement conditions and to coordinate snow/ice control operations Runways will generally close when accumulation of more than ½ of wet snow or slush is observed clearing action to be initiated Runways will generally close when accumulation of more than 2 of dry snow is observed clearing action to be initiated Runway will be closed when pilot reports NIL braking action NOTAMs / Field Condition Reports (FICONs) are continuously updated and disseminated throughout the weather event 11

Regulatory Background & Justification The Texas Commission on Environmental Quality (TCEQ) is the regulatory body responsible for administering the Texas Pollutant Discharge Elimination System (TPDES) program. The goal of the TPDES program is to control the discharge of pollutants into Waters of the US (WOTUS) by regulating point and nonpoint discharges. DFW Airport is obligated to obtain and comply with a TPDES Multi-Sector General Permit and a TPDES Individual Permit, which authorize the discharge of storm water and specific allowable non-storm water discharges into receiving water bodies surrounding DFW Airport. The discharge of aircraft deicing fluid is not considered an allowable non-storm water discharge and must be appropriately collected and disposed of. 20

Source Isolation Deicing Sites (SIDS) Charlie Hotel Yankee Whiskey Kilo Whiskey Lima SW Hold Pad NE Hold Pad Zulu Echo Kilo SE Hold Pad DFW Airport has constructed Source Isolation Deicing Systems (SIDS) to capture Spent Aircraft Deicing Fluids (SADF) and prevent unauthorized discharges (i.e. glycol-contaminated runoff from deicing activities) from entering the airport s storm sewer system. DFW Airport operates 9 SIDS for Airlines to use in order to conduct full-blown aircraft deicing, and DFW Airport is capable of storing approximately 21,109 gallons of spent glycol fluid and impacted storm water runoff from airport deicing pads. DFW Airport Aircraft Deicing Procedures 1. The Deicing Supervisor must contact the AOC at (972) 973-3423, to request activation of a deicing pad. Each pad must be appropriately aligned to the deicing collection system and not to storm water collection system. 2. Once pads are activated and the green light is illuminated to confirm appropriate alignment, aircraft shall be positioned on the correct nose wheel marking (RJ, NB, or WB) and the Deicing Supervisor must be within 500 feet of the aircraft once deicing activities commence. 3. The Deicing Supervisor is required to prevent runoff from escaping the deicing pad drainage area by ensuring proper aircraft alignment and minimizing overspray. If aircraft deicing fluids are observed escaping the deicing pad, it is the responsibility of the operator to initiate additional corrective actions (e.g. sweeper trucks, drain mats, drain blockers) to clean-up deicing fluids and prevent fluids from entering nearby storm drain inlets. 4. Upon completion of deicing activities, the Deicing Supervisor must contact the AOC to close the deicing pad. A glycol usage form must be submitted to EAD by 12 noon on the following day, detailing the deicing activity. 22

DFW Airport Aircraft Defrosting Procedures 1. The Deicing Supervisor must contact the AOC at (972) 973-3423, to request activation of a deicing pad prior to beginning defrosting activities. The AOC representative will direct the Operator to nose wheel marking position at one of the following four designated Deicing Pad Locations: EK, SE Hold Pad, Taxi-way Charlie, or WK. 2. Upon arrival at the designated Pad site, the Operator will be responsible for appropriately staging all BMPs to ensure residual glycol can be promptly vacuumed from deicing pad surfaces. Once staging of BMPs is complete, Operator will contact AOC to request activation of deicing pad. 3. After activation of pad and completion of aircraft defrosting, Operator will ensure all glycol residuals are removed from deicing pad surfaces. Upon cleaning of deicing pad surfaces, Operator will contact the AOC to report completion of deicing pad utilization. EAD has designated specific locations where spent glycol collected during defrosting can be appropriately disposed. 4. A glycol usage form must be submitted to EAD by 12 noon on the following day, detailing the deicing activity. 23
