John introduced and welcomed new members. Everyone around the table introduced themselves. Brian Moore informed the group that his e-mail address on the contact list is incorrect. It should be bmoore2@humana.com. The minutes for January were approved with a change to add the word in to the sentence. The minutes for February were also read and approved with the change from Henry to Henryville in the sentence, John received notification that a representative of Henryville, IN will be the Southern Indiana Representative. Election of Officers for 2008 John asked the Forum if there were any nominations for CNF Officers. John Sistarenik was nominated and elected as Chair for 2008-2009, and Pete Levermore was nominated and elected for Vice Chair for 2008. Part 150 NCP: Updates: A brief review of the Part 150 process and recommended measures was given for the benefit of new members. Bob Slattery reported that the airport is still waiting for comments on the Charted Visual approach from the FAA in Memphis. The LDA and PAPI Siting Study was received from the consultant and has been reviewed. We had some internal comments on the report and the consultant is currently addressing those comments and finalizing the report. Work is continuing on the RNAV approach and we are close to being ready to submit this procedure to the FAA for their review. An initial draft of the departure procedures are being finalized and we hope to have them ready for another local meeting with UPS and the tower in the latter half of April. Bob then updated the group on the Sound Insulation Program. The consultant is working on Phase 1 of the program which consists of; developing forms, logo samples, Policy & Procedures Manual, along with researching local city code requirements. A list of prospective general contractors and potential manufacturers is being compiled. A. Contraflow Exceptions: As a follow-up to questions received at the February meeting regarding FedEx Flight 1355. It was determined that this event was not a new flight but an existing flight with a changed flight number. While 1

researching this event, an increase in the number of 727 landings for the month of January was noticed. A total of 14 727 landing were observed for January 2007. In, 28 727 landing were recorded. The increase can most likely be attributed to bad weather in Indianapolis. January was not a typical month, and it is believed that these additional events were diverted to Louisville due to poor weather conditions in Indianapolis. Current Noise Concerns: A. Report on Noise Concerns: It was noted that many of the noise complaints for January line up with the approach to runway 29. Nighttime use of the crosswind runway in January was 8%. This is compared with 2% in December, and 0% in November and October 2007. B. Runway Utilization: (See Noise Concerns above). Departure gate compliance for 17L departures was 64% in January, which was down 7% from December, 17R, and 35R departures were down 5% and 1% respectively. 35L departure compliance increased 6% as compared with December 2007. C. Construction and Maintenance Activity: There are two projects underway which have not impacted the runways yet. There will however, be a weekend closure of the west runway. This work will probably be done on two consecutive weekends weather permitting. This work will be performed during daylight hours. These jobs should be underway in April. Runway Use Decision Aids: A. The consultant has assured Bob that they would have a price quote on the incorporation of runway condition information into WebScene by the end of the week. We are looking to have that in place by June. CNF Fifth Year Review: John Sistarenik proposed that a Working Group be established to review a list of CNF Action Items proposed by Dorn Crawford. Dorn, Mary Rose Evans, Pete Levermore, and Bob Slattery volunteered for this committee. It was felt it would be beneficial if Susan Hamilton could also participate. Bob will contact Susan and see if she can participate. The Working Group will review the list of recommended action items and make a recommendation to the full Forum as to which ones should be carried forward as action items. Announcements: None. The quality of life in my neighborhood has steadily decreased. UPS planes especially have been very loud. Last night was a perfect example. Weekend mornings are also especially bad with the very low/slow flying UPS (just a few hundred feet altitude) planes. Commercial planes are mostly tolerable flying faster and higher over our neighborhood. I have seen articles in the Courier stating conditions may improve, but we have yet to see much change. I know UPS will be adding even larger aircraft in the near future so I feel changes need to be made very quickly. Have as many Planes as possible on approach to fly above I-65 where there are less neighborhoods. I have contacted Clarksville officials in regard to our representative from this side of the river. T**** F***** informed me she had been our representative, but is no longer on the CNF committee. Could you tell me if Indiana is currently represented? They have cut all the trees down and the noise is louder than ever. It seems like there is a constant roar for hours at a time. I live in Germantown directly beneath the east runway landing and takeoff route. I've noticed that the planes are coming in lower and lower everyday. Especially the larger passenger jets. Ever since they moved the runways I have had to keep doors and windows closed. The noise drowns out the television and normal talking. It's especially bad when the planes arrive every few minutes. Today, Tues. Jan 8, the wind is terrible and the jets look like they are wobbling in here. Scary sometimes. Maybe if someone from Frankfort camped out at my house for a few days, we could get some help soundproofing our homes in this neighborhood, or maybe even buy our homes the way they did the cheaper houses south of the airport. It is getting so loud I can not sleep. I do not know if you have had other complaints, or people just do not know to call. This is getting really out of hand. It sounds like the jet engines just keep roaring and roaring. Maybe it is UPS or something, I do not know. When you have to get up in the morning and go to work, it gets really tough when you are not getting your sleep.
