Guests : Michel Gauthier, Linda Brière. SUBJECTS WHO STATUS-ACTION Meetings: Held at Parc Thibault Hall the 2 nd Saturday of each month at 9:30am (unless otherwise indicated). On going Approval of notes Minutes of the meeting of April 0602, 2013. Approved Meeting was held on May 04 at Bob and Diane Treau de Coeli s home at the lake Project Cité Des Lacs : & 1) The project pre-approval is for the construction of Chemin de la Couronne to Municipal standards, that serves the six lots immediately to the North and South of Chemin de la Couronne. There is no authority provided for any further road or other construction. 2) The municipality inspected the road and other construction on Tuesday April 23 rd at the Cite des Lacs project to identify areas of environmental concerns that may affect the lake or surrounding areas. 3) The Cite des Lacs project representative was there as well as the Municipal inspectors, and the Mayor and Bernard Mailhot. The main thrust of the inspection was the state of the road and the damage that is being caused by the run-off. The Municipality agreed that the most damage was occurring at the bottom of Ch. Couronne where the water run-off enters the stream that crosses the road down to the lake. There is also significant stone dust material from the road that has made its way down both sides of Ch. Couronne to the lower creek. 1

Phosphorus tests: Video on How to Test Water Quality now available from the Federation. Weed Management Yellow buoys: Additional yellow buoys and 10 white buoys will be installed late spring of 2013.For the Installation of the yellow and white buoys.2 to 3 pontoons and 6 to 9 peoples are needed. White buoys:these warning buoys are selfinformative and can display a sponsor s name. A spot on the website was added to ask for sponsorships to cover all or part of the expenses for 5 additional white buoys that will be installed next year. 4) The municipality indicated they will require to the developer to remove all the stone dust from the ditches on both sides of the road heading down Chemin Couronne to the lower creek. They will also require an engineer s plan locating sediment basins in the run off areas to trap any sediment run-off before it gets into the lower stream heading to the lake. 5) The members of the municipal councilagreed that any environmental infringements will have to be corrected prior to any further work being carried out on the six lots designated in the before approbation. 6) A request for a copy of the project preapproval issued by the municipality, for the road construction that serves the six lots immediately to the North and South of Chemin de la Couronne, was made by R. Rieger, President of the Association. The request was denied citing privacy issues. Test samples to be taken May 05, 2013. It was decided not to have additional test taken in the area of Cité des Lacs. to provide link to Video to - Done Ongoing Date has been selected for June 15, 2013 to installthe buoys. An additional 50 yellow buoys will be ordered for a total of 106 yellow buoys to be installed. 10white buoys will be installed on June 15 th at well-established locations already predetermined at the same time as the yellow buoys.5 additional buoys will be purchased to add to the existing 5. The cost for 2 of the additional 5 buoys is already covered by 2 individuals (Michel Francoeur and Susan Martin). 2

Windmill Aeration: Phosphate free products: to promote use of these products. Kathy is looking for stores and spaces that could display those kinds of products. Eurasian Milfoil Project: A new committee is chaired by Chris Hill. Public Ramp The committee studied 3 locations for the public ramp: near the beach, at North of the lake and at the Auberge. The Mayor has agreed to a meeting related to the public ramp. &Tere sa Kathy and. & Michel. Ongoing - Lac St-Pierre is taking the lead. A committee was established:,, Linda and David Vandevenne Ongoing.A letter was written and provided to Inter-Marche asking them to participate. Ongoing. Chris Hill will describe on a white paper the best practices to control the milfoil (including the existing jute project?). At the meeting on April 10, 2013 the Mayor agreed to consider our suggestion to have a period where owners would be able to phase out the use of their Wakeboat and seadoos. There was no decision taken by the municipality about a new ramp location. As a short term perspective, the existing public ramp has been repaired and an access gate has been installed. Shoreline: The Association asked for an update from the Municipality regarding the enforcements of the shoreline by-laws. The Municipality informed the Association it did not currently have sufficient staff to visit the lake and make a full assessment of all shoreline modifications. The municipality indicated they would rely on lake residents to inform them of any violations. Youth Initiative: Michel suggested that youths be considered in expanded communication strategies within the Federation. The Red Cross offers a program of water safety for youths which the Association is looking at. With the support of the Red Cross, members of the Association could make presentations to students about water safety in conjunction with the distribution of these Red Cross safety kits. The Federation has the fishing activity each year to reach the youths which the Association will participate. When known, information will be provided to members on how the ramp will function this summer Michel. Ongoing. Michel will re-visit this subject with the Mayor at the next Federation meeting. Federatio n Michel Pierre Ongoing - The Association in co-operation with the Federation of lakes will develop programs to include youth in understanding the environment and care of our lakes. No progress to date - Spring 2013 would be an appropriate time to contact the Red Cross and the schools. has sent the Red Cross contact information to Michel and Claude Bergeron. The subject will be brought up at the Federation Strategic meeting. 3

Membership/Bay Captains: The membership drive for 2013. Finance: No particular concern. Social Activities: Spaghetti dinner and a one day event (for the Association s 70 th anniversary, Federation Activities: Year 2013 Federation AGM held April 12, 2013. Bob,Diane & David Marcel and Kathy 2013 and 2014 stickers and cards have been printed.. Discussions were held to develop new strategies to increase memberships for 2013. Diane sent e-mail to all members with e- mail address to confirm address is still current. A renewal notice will be sent for memberships expiring 2012. All material for distribution has been updated and approved for distribution. Followed at each meeting. A budget was presented by Marcel in preparation for the Association s Annual General Meeting. Ongoing- Spaghetti dinner date is June 22 nd, 2013 and cost to members $15.00, non-members $20.00 Association s 70 th Anniversary will be on Aug 10, 2013 during the day at Parc Thibault Funding for 2013 is O.K. on the basis of the 65K$ provided from the Municipality, the availability of past years surplus and the pledge from a donor to cover the difference. The total required budget is 89K$. The Municipality is open to fund particular projects or provide specific services or equipment on a case by case basis. The spring edition, Echos of Our Lakes will be available shortly for distribution Water Quality Day will be June 1, 2013. The Annual Fishing Derby for youth will be at Plage Pelissier on June 8, 2013. The Federation has acquired the services of a Biology student from France again this year for the summer at a nominal cost same as last year 4

Boating Information: A brochure on boating rules and etiquette is being distributed to members. It will also be distributed to the users of the ramp at the gate. Beaver Control: There was confusion about how the beaver control is to work. Members were receiving information from the municipality that members are make their own arrangements Varia: Facebook page for Association Michel Gauthier proposed that the Association consider establishing a Facebook page to reach residents around the lake. David M. Gauthier Ongoing - When the gate is operational. Ongoing, contact VDM to clear up the discrepancy and provide update to members It was discussed and agreed that the subject be tabled while more information could be gathered.
