If we are hoest with ourselves, i Kaysville we curretly have a challegig dyamic at the city coucil level. There are may issues upo which our elected officials do ot agree. Disagreemet, i ad of itself, is ot a bad thig. It is actually most ofte a very effective ad productive thig. I have bee part of cities where elected leaders were ucomfortable with 3-2 votes, feelig like they somehow failed if somethig did ot pass uaimously. I do t believe this is the case or curret feelig i Kaysville. He bega work with Kaysville City i 1980. He was the first full-time chief ad employee, the first state certified firefighter ad the first traied EMT i the departmet. He used his traiig ad certificatios to istruct other KFD firefighters. Chief Larki has a superb work ethic. He has received may awards, icludig the Medal of Valor ad The Distiguished Service Medal. Stormwater What is stormwater? It is the water from storms, i the form of rai or sowmelt, which flows oto hard surfaces ad ito the storm drai, comprised of a udergroud pipe system, called the collectio system. The water flows i the pipes where it will outfall to a creek or wetlad. Why is stormwater importat? Before cars ad vehicles, there were o streets, parkig lots or driveways, or was there a eed to pave or create may hard, impervious surfaces for these vehicles to drive o. The roads that did exist were mostly dirt ad pervious surfaces, so whe the rai hit the groud it was absorbed or ra to the side of the road where it was quickly absorbed ito the groud. Now, with all of the developmet that has take place, water hits cocrete ad asphalt surfaces ad, rather tha absorbig, it collects. As water flows over these hard surfaces, it picks up dirt, grass clippigs, trash, oils, chemicals ad other debris.
