1. National Regulatory Framework The requirements to the language proficiency are included into several regulatory acts of the Civil Aviation of the Republic of Uzbekistan. In connection with that in the civil aviation of the Republic of Uzbekistan the pilots having the ATPL and CPL Certificates involved in the international operations, the new requirements are not applied to the pilots having the PPL Certificates. 2. These requirements are applied to the controllers who preside the international flights. 3. In the civil aviation of the Republic of Uzbekistan MPL Certificates are not implemented. The next assessments of the national level of the implementation are planned to conduct on the threshold of the control dates of the transition period March 05, 2010; March 05, 2011 and the correction of the Plan is planned as far as the renewal of the basic data. 3. Language preparation programs For the full-scale comprehension of all pilot and controller staff by the qualitative language preparation in the Training Center of the National air company the organizational structure of the language preparation and certification is created. The preparation and certification is conducting on the certified training and testing program TELLCAP based, has been created by the Complang Training Center specialists. Four raters are appointed and approved as a State by the Civil administration of the Republic of Uzbekistan which had studied the training in the Training Center of the foreign languages Complang (Russia) certified and credited by the Interstate Aviation Committee ( 6 of January 10, 2008 order of the Head of Gosavianadzor).
In compliance with the requirements of Addition 1 of Annex 1 the Testing Program of the Complang Training Center is certified and approved which is implemented in the Training Center of the National air company (Annex to the Certificate of the Training Center 1-У of 29.06.05). The State control upon the language proficiency certification in the civil aviation of the Republic of Uzbekistan is established in compliance with the 88 of September 12, 2006 order of the Head of Gosavianadzor and in compliance with the ICAO Plan implementation requirements of the language proficiency. This Plan had been renewed in August 2008 according the results of done actions. State oversight of aviation language training has been established. Interim measures to mitigate the risk The main measures on the interim risk mitigating measures in partial implementation of the language proficiency requirement are: - constant control of the training and testing procedure by the Aviation administration, Air Operator and Air Navigation Service Provider on base of the presented Plan of transition - periodical assessment of the national level of the implementation taking into account the data, provided by the Training Center, Air Operator and Air Navigation Service Provider, entering the corrections into the Plan of transition to the new requirements - strict responsiveness of the presence of the specialists of 4 and 3 levels in planning of flight activity and forming the shift on duty of ATS - periodical revision of the training and testing program taking into account the experience of the international training centers Reasoning from the above given planned measures the next table contains the schedule of full implementation of the language proficiency requirements: Pilots (international operations) 05.03.08-05.03.09 4 level 20% 3 level and below 80% actual level 4 level - 28% 3 level and below 72% 05.03.09-05.03.10 4 level 50% 3 level - 50% 05.03.10-05.03.11 4 level 100%

Procedure of introduction the qualification mark about managing the language This procedure introduced from August 01, 2008. According to the order of the head of Gosavianadzor 163 of July 28, 2008. The note introducted as loose leaf, issued by High Qualification Committee of Gosavianadzor on the base of certificate of certified training center and specialists list, not according to the required level or not passed the tests, presented by aviation organizations of the Republic of Uzbekistan. This qualification mark testifies by the chairman of HQC and printed emblem, and has the application time according to the requirements of Annex 1ICAO. NOTE: 1. New requirements are introduced only for the personnel category mentioned in the table. The Provisions of the Plan will be renewed and corrected during it release taking into account the received data on the personnel training and testing on which the ICAO language proficiency requirements are extended. Information of observance the provisions of Annex 1, 6, 10 and 11 concerning the application of the language proficiency requirements were sent to the ICAO Head quarter in the following period: Annex 1 September 12, 2007 Annex 6 - September 27, 2007 Annex 10 September 26, 2007 Annex 11 September 20, 2007 In compliance with the sent information, all above-mentioned Standards and Recommended Practice connected with the language proficiency requirements are implemented in the civil aviation of the Republic Uzbekistan completely without differences. The Plan is prepared by the national focal point on the ICAO language proficiency requirements from the Aviation administration of the Republic of Uzbekistan (Gosavianadzor) and the National air company Uzbekistan airways by the instrumentality of the State Commission of the Republic of Uzbekistan for ICAO.
