The process of liberation(red):- First case & raid On 9-12-11, through a phone call and via a detailed fax, it was brought to the notice of the personnel of Bonded Labour Liberation Front (BLLF) that few poor people were held as bonded labours in a brick kiln situated at Panheda Road, Ballabhgad district, Haryana. A written request was made to Swami Agnivesh, President, BLLF to intervene and get those bonded labours liberated at the earliest possible. Responding promptly to the request, Swami Agnivesh appointed a task force consisting Mr. Nirmal Gorana, Mr. Maya Ram Suryawanshi and other team members and sent them to provide all possible helps to those exploited labours. On 12-12-11, Mr. Nirmal Gorana & Co. held secret meetings with the affected labours and briefed their plights to Mr. Inder Pal Bishnoi, S.D.M., Ballabhgad district who promised for all possible help. On 20-11-12, the SDM made a team of three officers which consisted of a Tehsildaar, Mr. Vijai Kumar and two Labour Officers (Mr. Dalal and Mr. Lal Singh). Thereafter, he issued a warrant and dispatched the team to search and raid the brick kiln in question. When Mr. Nirmal Gorana 2
requested to accompany, the tehsildar declined him plainly saying his going along with the team may worsen the situation. But Mr. Gorana took motor bike and followed them all along. They were taken aback seeing the vehicle carrying the tehsildar & Co. going past the target area. When inquired on mobile, tehsildar-mr Vijay started shouting and asked them to stop following. Determined to get the job done, the BLLF team did not yield but soon they spotted a vehicle heading toward them carrying 4-5 well-built people with wooden sticks in their hands. Mr. Nirmal Gorana smelt the possibility of something fishy to be going on. For the safety of their lives he along with his accomplice had to leave the scene. Nobody contacted them till the evening when they got a phone call from Mr. Vijay Kumar who informed that they did not find any bonded labour in the kiln and that they have sent the labours found there to Chhattisgarh. But latter the same labours told to Mr. Nirmal that how the tehsildar tried to force them to thumb imprint against their will on few documents reading something in English and how they managed to escape. Taking note of the worsening situation Swami Agnivesh ordered the BLLF team to take all the escaped bonded labours immediately to the SDM, Mr Inder Pal Bishnoi. All the labours were taken to the SDM, who surprisingly thrashed Mr. Nirmal & Co. first and then asked the appointed labour officers to take statements of all the freed labours. By 10:30 p.m. all the labours got recorded their respective statements leaving 6 of them who were told to be brought next day. The BLLF team and all the labours left stranded on road, without any food and with no place to stay. They didn t get any support from the SDM or labour officers. However, they managed to have dinner and spent night at a night shelter home located at City Park. Next morning on 21-12-11, the administration continued showing the same insensitive attitude. Somehow media got news and Mr. Gorana briefed them the whole incidence and few labours also shared their grim experiences with the media. The D.C. and the S.D.M. were also present there. Fearing things may go against him, the S.D.M. took the BLLF team and the labours to a side and promised to give liberation certificate to all the freed bonded labours. On the same day in tehsil the S.D.M. arranged a meeting of Mr. Gorana with Mr. Ashu Kumar, owner of the Kiln. Mr. Ashu apologised to the BLLF team and promised financial aid to all the labours. But the administration and kiln owner tricked again and issued liberation certificate and financial aid (Rs. 1000 per head) to only 23 labours, leaving 6 another labours without certificate and aid. At this all the labours protested and said that they would not go anywhere until all of them get justice. 3
Hearing dubious act of the administration, on 22-12-11 Swami Agnivesh asked the BLLK team to take the left out labours to D.C. Faridabad. As ordered by the D.C., BLLF team took the 6 labours back to same S.D.M. office but the S.D.M. did not cooperate and denied to issue liberation certificates to the remaining 6 labours. He argued that those labours did not work at the Kiln and even asked the labours to prove that they worked there. Being kicked to and fro in hands of the administration, Mr. Gorana along with few members of local labour unions put all the on-going mishappenings in front of local media on 23-12-11. Having seen the S.D.M. remained unfazed, in the mean time a detailed version of sheer unjust in the form of a writ petition was sent to the Hon ble President, Prime Minister, State Chief Minister, Labour Minister etc and a request was made to take stringent action against the erring SDM. By the evening of 23-12-11, BLLF made all arrangements on its own and sent all the freed labours safely to their hometowns. Next day on 24-12-11, Mr. Gorana took follow up and confirmed through his sources that all the freed labours reached their hometowns safely. Mr. Pyaare Lal Divakar a dedicated worker of BLLF, Chhattisgarh was given the responsibility to start rehabilitation process for all the freed and aggrieved bonded labours. On 26-12-11, written requests were made again to the State Chief Minister, Collectors of Raigad and Janjgir Chaanpa district, Labour Minister and The Commissioner, Human Right Commission, etc to get liberation certificates issued for the remaining 6 freed bonded labours. On 4-2-12, Mr. Pyaare Lal confirmed that Jila Panchayat(Distt. Panchayat), Janjgir Champa had voluntarily taken responsibility and promised to rehabilitate all the freed bonded labours. 4

Second Second case term & raid On 02 Feb 2012, the social activist of bonded labour liberation front informed to the central office of Bonded Labour Liberation Front, New Delhi regarding the 34 bonded and child labour working in OMS Bricks kiln village: Sundarbani, Distt: Rajouri, State: Jammu, (India) for the last 25 years. Immediately, this case got register ed by Nirmal Gorana, Executive Director of Bonded Labour Liberation Front, New Delhi and was discussed with Swami Agnivesh, President of Bonded Labour Liberation Front, New Delhi. The organisation identified the bonded and child labours within 10 days with the help of concerned area worker. BLLF wrote a letter to the District Collector of Rajouri and Sub-Divisional Magistrate of 9
Sunderbani, Jammu on 13 March 2012. Social activist Mr. Pyarelal Diwakar met District Collector of Rajouri and Sub-Divisional Magistrate of Sunderbani, Jammu. Sub-Divisional Magistrate of Sunderbani, Jammu, Block Development Officer and SHO of concerned police station investigated the matter from 13 Feb 2012 to 02 March 2012. 35 bonded and child labours were released with the help of Sub-Divisional Magistrate of Sunderbani, Jammu and they sent the bonded child labour to Delhi by bus. The press conference organised by BLLF, New Delhi on 3 rd March 2012. This press conference was addressed by Swami Agnivesh, President of Bonded Labour Liberation Front, New Delhi and the Resident Commissioner of Chhattisgarh at Chhattisgarh house, New Delhi. The bonded and child labour were handed over to the District Collector of Raipur and Janjgeer Chanpa, Chhattisgarh on 5 th March 2012. The Bonded Labour Liberation Front wrote a letter to District Collector of Raipur and Janjgeer Chanpa, Chhattisgarh on 6 th March 2012 and since then BLLF has been regularly following the case. 10
A meeting regarding rehabilitation of bonded and child labour was organised with Mr. Raman Singh, Chief Minister of Chhattisgarh by Mr. Nirmal Gorana on September 2012 and the follow up in the instant case is regularly taken by Bonded Labour Liberation Front, New Delhi. Third case & raid On 10 June 2012, It was apprised to the central office of Bonded Labour Liberation Front, New Delhi by the social activist of bonded labour liberation front that 17 bonded and child labour were working in OMC Bricks kiln village : Bakher, Distt: Rajouri, State: Jammu, India for the last 25 years. Immediately, this case got registered by Nirmal Gorana, Executive Director of Bonded Labour Liberation Front, New Delhi. The organisation identified the bonded and child labours within 12 days by volunteer and concerned area worker. Thereafter, BLLF wrote a letter to the District Collector of Rajouri and Sub-Divisional Magistrate of Nowshera, Jammu on 23 June 2012. Social activist, Mr. Pyarelal Diwakar and Journalist met with the District Collector of Rajouri and Sub-Divisional Magistrate of Nowshera, Rajouri, Jammu. Sub- Divisional Magistrate and SHO of concerned police station investigated the matter and 17 bonded and child labours got released on 26 June 2012. They sent the bonded child labour to Chhattisgarh by train under police protection. In this regard, a press conference was organised by Bonded Labour Liberation Front, Chhattisgarh on 29 June 2012. The press conference was addressed by Mr. Pyarelal Diwakar, Social Activist of BLLF, Chattisgarh. 17 bonded and child labours were handed over to the District Collector of Janjgeer Chanpa, Chhattisgarh on 29 June 2012 by the Jammu police. The BLLF wrote a letter to District Collector of Janjgeer Chanpa, Chhattisgarh on 16 August 2012 which has been followed-up regularly by BLLF. On 7 September 2012, a meeting for rehabilitation of bonded and child labour had been organised by Mr. Nirmal Gorana with Mr. Raman Singh, Chief Minister of Chhattisgarh. On 14 Dec 2012, 7 bonded and child labours were rehabilitated by the Chhattisgarh government. For remaining 10 bonded and child labours, the process of rehabilitation is going on, the feedback of which is taken by Bonded Labour Liberation Front, New Delhi time to time. 16

Fourth case & raid Fourth term Mr. Niranjan sahu and his mother Mis. Ratna Bai ran away from Brick Kiln of Jammu and reached at the central office of the Bonded labour Liberation Front, New Delhi on 10 th August, 2012. Mr. Niranjan sahu informed BLLF about bonded labours. BLLF registered the above case and identified bonded labours in Budgam Brick Kiln, Jammu with the help of field worker of BLLF Jammu. BLLF sent a letter to Deputy Commissioner of Budgam District, Jammu & Kashmir and Tehsildar of Chadoora Taluka, Budgam, Jammu & Kashmir on the above incident. Despite of repeated reminders to the District Collector, no response had been given by the administration of Budgam District. At last administration of Budgam informed Employer of Budgam Brick Kiln about this matter. Honour and Primary employer alerted and bitten all labourers. The employer took all bonded labourers and packed them in a truck. The tire punctured when the truck reached Jajjar Kotli, Jammu. All labourers got down from the truck. Luckily one bonded labour made a call to Mr. Nirmal Gorana, Director of BLLF. Immediately, Mr. Nirmal Gorana informed SHO of Jajjar Kotly Police Station and SSP of Jammu and the very next day reached at Jajjar Kotly Police Station. Mr. Nirmal Gorana met bonded labour and contractor Smt. Heena Nayak. Thereafter labour Inspector and Tehsildar reached there. They met with all labourers. Statement from all bonded labourers were took. At last, Mr. Gorana met Deputy Commissioner of Jammu alongwith all bonded labourers. The Deputy Commissioner of Jammu was a gentlemen.
