PROCEDURE FOR ISSUE OF NOC FOR REPETITIVE / EXTENDED PERIOD OF OPERATIONS BY CIVIL NON-SCHEDULED OPERATORS AIM 1. To describe procedures to be followed by civil operators for obtaining NOC for repetitive operation of flights/ periodic operation of flights from non-iaf helipads/ airstrips which are located within airspaces under IAF jurisdiction or operating from a helipad / airstrip outside IAF controlled airspace, however, proposed to enter IAF controlled airspace as a part of its profile. APPLICABILITY 2. For the purpose of this document, Prolonged repetitive operations will be considered when the operation is for 7 consecutive days or more in the same area of operation. 3. Generally, the type of operations which may envisage such clearances are as follows:- (a) (b) Pilgrimages to far flung or hilly areas. Seasonal heli-skiing, sky diving and other adventure activities. (c) Operations in support of infrastructure development in inaccessible areas of the country. (d) (e) (f) (g) Survey flights in support of Govt and/or non-govt organisations. Business aviation Cloud seeding/ terrain mapping activities. Aerial filming and media coverage, etc. 4. All operators are required to notify Air HQ regarding such operations. The application and undertakings shall be sent to D Ops (ATS), Air HQ, Rafi Marg, New Delhi 110 106 by registered post as per Appendices A, B & C. PROCEDURE 5. The procedure to be adopted to obtain the NOC from MoD shall be as follows:- (a) The operator shall submit the proposal with all relevant details of the flight viz. type of aircraft, planned arrivals and departures, route of operations, purpose of flight etc. on a prescribed application form (Appendix A) in quadruplicate along with necessary documents like DGCA clearance, FATA, map of the area etc. at least 45 days in advance for processing the case and recommending or otherwise of NOC to MoD.

2 (b) Case would then be forwarded to MoD within 45 days of application for issuance/ denial of NOC as the case may be, depending on inputs received from Unit(s) / Branches/ Dtes. (c) After issuance of NOC, the operator would be permitted to undertake operations under the ambit of current flight planning and operational procedures. VALIDITY OF NOC 6. The NOC issued shall be valid strictly for the period mentioned in the application. No extension or deviation would be permitted unless specifically cleared by Air HQ. However, with sufficient notice, change of period can be sought by the applicant owing to inoperability during the period because of aircraft unserviceability, weather and any other unavoidable circumstances. If the operator violates any of the conditions mentioned in the NOC, the NOC shall be treated as cancelled and appropriate action would be initiated to report the violation to MoD. MONITORING 7. The NOC would be monitored by IAF authorities in respect of:- (a) (b) (c) The area of operation is as per NOC. The flight schedule being undertaken is in conformity with the terms of NOC. Any other violations of the conditions mentioned in the NOC.

3 Appendix A APPLICATION FOR ISSUE OF NOC FOR REPETITIVE / EXTENDED PERIOD OF OPERATIONS WITHIN AIRSPACES UNDER IAF JURISDICTION (In four copies) 1. (a) Name and Address of the Applicant for dispatch of NOC.(PIN code is mandatory) (b) Telephone Number(s) (mandatory) Fax Number. 2. Nationality of the Applicant. 3. (a) Area of operation and radial/distance from the nearest IAF aerodrome (b) Latitude and Longitude of the landing site in six digits (c) State / District in which proposed area is located 4. Location map of suitable scale having Latitudes and Longitudes clearly highlighting the area of proposed operation, route to be followed and landing site(s). 5. Type/category of aircraft proposed to be operated 6. Passenger Capacity 7. Details of Crew operating the aircraft. 8. Contact number of person (s) who will coordinate the operation 9. No of aircraft likely to operate (Regn Marking of the aircraft along with airworthiness certificate of each aircraft to be enclosed) Certified that the information given above is correct to the best of my knowledge Signature and Name of the Applicant Note: Application, complete in all respects with all the certificates, maps (with respect to nearest Air Force Station / Unit), sketches and relevant undertakings (on Rs. 10/- stamp paper where applicable) should be submitted in four copies( Original and a copy to Air HQ, one copy each to concerned Command HQ and Station).

4 Appendix B FORM IA UNDERTAKING FOR ISSUE OF NOC FOR REPETITIVE / EXTENDED PERIOD OF OPERATIONS WITHIN AIRSPACES UNDER IAF JURISDICTION I/We the applicant(s) for the proposed operation at do hereby undertake. (a) Not to complain/claim compensation against IAF/MoD in case of denial of clearance to operate due to any reasons assigned by IAF. (b) That all flight activities will be under intimation to and in real time coordination with the nearest IAF aerodrome and Army & Navy flg establishments (if any). (c) Not to commence operations before grant of NOC. (d) Necessary security clearance in respect of foreign national employed in the organization or participating in the flying activity (as crew, support staff or passengers) will be obtained from all concerned Govt and civil agencies well in advance and a copy shall be forwarded to Director, (Air-I), MoD and Dte of Ops (ATS), Air HQ (Vayu Bhavan) (e) Renewal/ Issuance of FATA in respect of all pilots (if applicable would be done before commencement of operations. (f) To adhere to all the conditions stipulated in the NOC and also undertake that all DGCA/CAR requirements for the proposed operations will be fulfilled.
