Morocco may participate,without voting rights,in the meetings of the Eurocontrol permanent commission and provisional council as well as meetings of the following advisory and consultative bodies 12 12-48

Introduction Comprehensive agreement signed between Morocco and Eurocontrol on 29 April 2016: Morocco shall partipates in all Eurocontrol activities: Receive assistance from Eurocontrol in Air traffic,flow management and in the planning and provision of air navigation services and equipment. Morocco may benifit from training as all Eurocontrol member states. 13 13-48

Introduction Moroccan PBN Plan: Plan developed in consultation with stakeholders in the field of civil aviation in Morocco (DGAC, FRA, air operators) Its aim is to define the outline for the implementation of PBN concept in Morocco. Short term (2013/2017); Medium term (2018/2022), and Long-term (2023 and beyond). 14 14-48

Performance Improvement Area 1: Airport Operations B0-APTA /NAV10 :Implement APV procedures On-going project was issued for implementing new PBN procedures including APV/Baro in major airports (2018): Casablanca airport : Runway 17L/R 35L/R Rabat airport : Runway 21 Benslimane airport : Runway 14/32 Moroccan PBN Plan includes the phasing of implementation of APV/Baro procedures for all runway Thresholds. 16 16-48

Performance Improvement Area 1: Airport Operations B0-SNET: Implement ground based safety nets. The STCA,APW and MSAW functions are implemented since 2007. 17 17-48

Performance Improvement Area 2: Globally Interoperable Systems and Data B0-DATM :Ensure quality of aeronautical data and aeronautical information. Quality management system (QMS) is fully implemented. A new digital system for the management of aeronautical information will be installed from mid-2017 till end of 2018. The whole data for Morocco will be filled in the future database for completeness, consistency, data quality requirements, resolution and integrity analysis (end of 2020). 18 18-48

Performance Improvement Area 2: Globally Interoperable Systems and Data B0-FICE :Implementation of ground-ground automated co-ordination processes. The OLDI system links Morocco s ACC to those at Canary, Seville and Lisbon. An OLDI link will be established with ALG FIR. New aeronautical messaging protocols such as FMTP and OLDI over IP will be established as the successor of the classic OLDI(x25). 19 19-48

Performance Improvement Area 3: Optimum Capacity and Flexible Flights B0-FRTO :Implement Advanced Airspace Management The implementation of FUA is planned in the AREA-M project. CDRs are implemented throughout the Moroccan ENR map. 20 20-48

Performance Improvement Area 3: Optimum Capacity and Flexible Flights B0-FRTO :Implementation of P-RNAV. DME-DME study conducted to assess the feasibility of RNAV5 specification implementation. DME-DME study conducted to assess the feasibility of RNAV1 specification implementation RNAV1/RNP1 procedures have been implemented in all major airports The implementation of RNAV5 routes in Casablanca UIR is in progress. Further following actions include the migration to RNAV5 specification for all routes in upper airspace. Safety case studies are done on a project. 21 21-48

Performance Improvement Area 3: Optimum Capacity and Flexible Flights B0-NOPS:Implement enhanced tactical flow management. FSA messages are provided by Moroccan ATM system since 2011. The provision of CPR messages to the ETFMS is planned for 2017/2018. 22 22-48

Performance Improvement Area 3: Optimum Capacity and Flexible Flights B0-ASUR:Surveillance performance and interoperability. Mode-S since 2009. ADS-B for en route since 2011. ADS-B as a back-up in some airports (Marrakech, Fes, Tangier, Agadir, Oujda) since 2015. 23 23-48

Performance Improvement Area 4: Efficient Flight Paths B0-TBO:Initial ATC air-ground data link services above FL-285 Air ground data link services (ADS-C / CPDLC) is in progress. 24 24-48

Bloc-0 planned activities. B0-SURF:Implement Advanced Surface Movement Guidance and Control System (A-SMGCS) Level1 and Level 2 Planned for Casablanca and Marrakech airports. Target date : 2020 B0-RSEQ:Implement AMAN/DMAN tools The implementation is planned in the new system of Casablanca ACC and in some airport. Tools acquisition is planned in 2018 26 26-48

Bloc-0 planned activities. B0-CDO: Implement Continuous Descent Operations (CDO) techniques for environmental improvements Implementation of new PBN procedures including CDOs is planned. First CDO procedure designed for Marrakech airport is under validation. 27 27-48

Recommendations. Alignment of the National Air Navigation Plan to the GANP by Categorizing / Prioritizing the Modules; A national air navigation committee containing the different stakeholders should be implemented. This committee will be in charge of the follow-up of the effective implementation of ASBU blocks. The support of ICAO Regional Offices,EUROCONTROL and ACAC is highly desirable to assist states in conducting assessments of the effective implementation of ASBU blocks in their Civil Aviation Systems. 29 29-48
