Airport Perimeter Fence Airport Perimeter Road Annex 14 of ICO recommends that airport perimeters are fenced. The minimum fence for an airport shall be 8 ft. (3 meters) and have an angle of 35 degrees on top (see picture). Fencing cost around an airport vary length, existing fence, ground etc. Typically, the cost for fencing one runway (3000 meters) starts at $1 million, but can reach $3 4 million (multi-runways). In some cases, a solid wall instead of a fence must be considered. The cost of a wall are significally higher. Airport perimeters and fencing must be patrolled and inspected on a regular and daily basis. Were no road exists and the terrain is difficult for a all-terrain vehicle, a perimeter road must be constructed. The cost for such roads vary from about $1 million (dirt road), and can reach $4-7 million (concrete, multi-runways). However, if airports are in the vicinity of the sea, the use of patrol vessels (maybe in combination with the Port) could be justified. The cost of a patrol vessel varies from $150.000 (light vessel with out-board engines) to $300.000 (high-sea vessel). Passenger hand screener Hand screeners are used for secondary screening of passengers and for access screening at low traffic points. Their cost are around $1.000 per piece. About $1.000 per piece. Hold baggage screener Explosives Sniffers Annex 17 of ICAO requires that all member States implement 100% hold baggage (baggage that is checked-in) screening is implemented by 1 January 2006. Bulk explosive detection equipment can be very expensive (InVision CTX 9000DSI: $1.4 million & transport and installation). An alternative is to install a simple baggage X-ray machine (e.g. Heimann 10065/10080 EDS, cost $192 - $245.000 FOB Germany). However, in such a case 10% of baggage must be checked by hand, sniffers of trace detection systems. Sniffers analyze luggage (carry-on or hold baggage) on traces for explosives.
