Preventive security measures A airport security plan is currently in preparation by Sypher for the OECS (Eastern Caribbean States Organization), and was financed by the Bank. Attached a preliminary draft as example. The training example was derived from the OECS ERP project. Airport Perimeter Fence Airport Perimeter Road Annex 14 of ICO recommends that airport perimeters are fenced. The minimum fence for an airport shall be 8 ft. (3 meters) and have an angle of 35 degrees on top (see picture). Fencing cost around an airport vary length, existing fence, ground etc. Typically, the cost for fencing one runway (3000 meters) starts at $1 million, but can reach $3 4 million (multi-runways). In some cases, a solid wall instead of a fence must be considered. The cost of a wall are significally higher. Airport perimeters and fencing must be patrolled and inspected on a regular and daily basis. Were no road exists and the terrain is difficult for a all-terrain vehicle, a perimeter road must be constructed. The cost for such roads vary from about $1 million (dirt road), and can reach $4-7 million (concrete, multi-runways). The vehicle must be permanently based at the airport for rapid intervention. The vehicle should be clearly marked (dissuasive effect), and equipped with (i) emergency lights (light bar & rotating beacon), (ii) radio equipment with airport tower/ground frequency and policy channels, and (iii) speaker system for public address. Patrol Vessel Patrol vessels are typically used of maritime ports. However, if airports are in the vicinity of the sea, the use of patrol vessels (maybe in combination with the Port) could be justified. The cost of a patrol vessel varies from $150.000 (light vessel with out-board engines) to $300.000 (high-sea vessel). From $150.000 to $300.000 equipment Airport Terminal Improvement Airports infrastructure often does not comply with security requirements concerning passengers (e.g. separation of arriving passengers with departing) and/or cargo (e.g. housing of hold baggage screening unit). In some cases, airport terminal improvements have to be considered. Depending works to be done to meet security requirements. Passenger screener Passenger screening equipment consist of walk-through metal detector, hand screening devices (see below), and carry-on baggage x-ray machines. Typically, walk-through metal detector cost between $10,000 to $20.000, and carry-on baggage x-ray machines cost between $50.000 to $100.000 From $60.000 to $120.000 equipment. Passenger hand screener Hand screeners are used for secondary screening of passengers and for access screening at low traffic points. Their cost are around $1.000 per piece. About $1.000 per piece. Hold baggage screener Explosives Sniffers Annex 17 of ICAO requires that all member States implement 100% hold baggage (baggage that is checked-in) screening is implemented by 1 January 2006. Bulk explosive detection equipment can be very expensive (InVision CTX 9000DSI: $1.4 million & transport and installation). An alternative is to install a simple baggage X-ray machine (e.g. Heimann 10065/10080 EDS, cost $192 - $245.000 FOB Germany). However, in such a case 10% of baggage must be checked by hand, sniffers of trace detection systems. Sniffers analyze luggage (carry-on or hold baggage) on traces for explosives. Their cost are typically around $60.000 to $70.000, but adequate training and maintenance is required. From $150.000 to $300.000 model, in conjunction of 10% additional inspections. Explosives Trace Detector Electronic Trace Detectors are used on carry-on or hold baggage. Their cost are typically around $50.000 to $60.000, and adequate training and maintenance is required. However, these equipment are extremely sensitive and screening is quite labor intensive. From $70.000 to $60.000 model. Communication Equipment A typical set of communication equipment include: 30 handheld radios, 2 base stations, and 2 vehicle stations. Cost are about $30.000. In addition, for communication with remote airports or ports, repeater station must be considered. From $3.000 to $50.000 equipment. ID Badging System A one station ID Badging system with a PC, camera, printer, and 2000 blank cards cost $20,000. However, when a tracking system is included the cost raise to about $250.000 and with electronic access control, the cost can reach $500.000. From $20.000 to $500.000 equipment. CCTV System CCTV systems should be installed for real-time surveillance, as well as for storing surveillance taping for latter analysis in case of incident.
