Cargo: restrictions inherent in the traditional bilateral system no longer meet the needs of the air cargo industry Liberalization of market access: ICAO activity ICAO policy and guidance on market access (Ass. Slot allocation : key issues shortages in slots are affecting a growing number of airports ICAO guidance: consultation and dispute resolution mechanisms under air service agreements Specific restrictions are locally determined, but they have a significant global impact
