No.29 of 2013 10 July 2013 Dear Port Users Implementation on Vehicle Time Slot Booking (VTSB) in JP-Online 1. We are pleased to announce that from 1 August 2013, Jurong Port will be introducing a new system called Vehicle Time Slot Booking (VTSB) in JP- Online. This new function is to allow vehicle to book a time slot before entering Jurong Port Main Gate. 2. The system will reduce gate congestion and hence improve the overall efficiency of the haulier community. 3. The booking is applicable during the peak period daily excluding weekends and Public Holidays. 4. Below are the highlights of the Vehicle Time Slot Booking (VTSB) system in JP-Online: a. Principles: i. Vehicle has to be registered in Vehicle Information Registration (VIR) before booking can be done. ii. iii. iv. Vehicle Time Slot Booking (VTSB) is required for all laden trailers during the initial launch. Booking of time slot to include ESN number. Cancellation of vehicle time slot will automatically cancel the ESN number assigned to the vehicle. 1
b. Types of Vehicle Booking i. Normal Booking for booking of individual vehicle into individual time slot of 1 hour each. ii. iii. Block Booking for booking of a group or multiple numbers of vehicles into a range of time slots of 4 hours. Supplementary Booking for booking of individual vehicle into individual time slot; can be made anytime, and subject to supplementary charges. c. Parameters i. Normal Booking Booking are allowed 30 minutes before intended time slot. Booking may be applied as early as 3 days before the intended time slot. Cancellation of booking must be made 30 minutes before booked time slot else a cancellation charge will be imposed. ii. Block Booking: Block Booking may be applied for a window period of 4 hours. Minimum number of vehicles is 10. Maximum number of vehicles is 30. iii. iv. Supplementary Booking: Supplementary bookings are not subject to time constraints (i.e., can be done anytime). Supplementary bookings that are booked will be an auto approved in system and subjected to cancellation, late and No show charges if booked time slot is not adhered to or withdrawn. Peak and Off-Peak Periods: Peak Period = Monday to Friday, 0800-1600 hours. Off-peak Period = Weekends & Public Holiday (No booking required) v. Grace Periods: Grace periods of 30 minutes before booked time slot and 30 minutes after booked time slot are provided and are applicable to normal booking and supplementary booking. 2
Grace periods of 30 minutes before booked time slot and 30 minutes after booked time slot are provided and are applicable to block bookings. vi. Early and Late Arrival: Vehicle that arrive within 1 hour 30 minutes before the booked time slot OR within 1 hour 30 minutes after the booked time slot may or may not be allowed entry into Jurong Port. If allowed entry, vehicle will be subject to supplementary charges. If disallowed entry, early arrival vehicles will need to return to original booked time slot. Late arrival vehicles will need to re-book a new time slot. vii. Expired Vehicle Booking: Vehicles that fail to arrive within 1 hour 30 minutes prior to the booked time slot or expired time slot will be considered no-show and charges will incur. Vehicle details and information in the booking system will be removed automatically and truckers will need to re-apply a new available time slot. d. Charges i.
