Minutes of Westby-with-Plumptons Parish Council meeting held Thursday 16 th October 2014 2014 at Ballam Church commencing 7-00 p.m. Present: Councillor A. Wareing, Chairman Councillors Mrs. E.M. Ellison, Mrs. J. Whittle, H. Butler, D. Eaves. J. Taylor, Mrs. J. Kirkham (Clerk) PC 682 James Winfield, PCSO Liam Bell and 2 members of the public. Apologies Received from Councillor C. Naylor, Borough Councillors Mrs. J. Brickles, S. Ashton and PCSO Liam Bell. Councillor Wareing welcomed Inspector Mark Thackery Scott who addressed the meeting on policing in the Fylde. Officers are based in Blackpool then police their own areas in the Fylde, there were some issues in the first instance but are now being resolved with new technology to assist the police. Money is being regenerated into funds for Roadwatch with more hand held guns being introduced into the system, speed surveillance vehicles not manned by the police but a civilian member if the public. Inspector Thackery-Scott informed the meeting that reserve funds are at their disposal to cover the cost of issues arising concerning Fracking. Question and answers followed - some issues raised included on the time it takes an officer to attend a complaint. More guidance is needed on when the 101 or 999 numbers should be dialled, which was explained as fully as possible. Receiver of the 999 calls take approximately 10 seconds to respond 101 calls take longer and the receiver of the call should have more local knowledge. Councillor Wareing thanked Inspector Thackery-Scott for his attendance and interesting talk. Declaration of interest Councillor Wareing declared an interest in application 14/0608 and took no part in any decision made. Councillors Mrs. Ellison and Wareing declared an interest in application 14/0647 and took no part in any decision made. Pact meeting Report received as follows:- There have been 8 crimes for the month of September mainly on the Whitehills development theft of York Stone flags from a derelict site on Cropper Road, burglary at Peel Road, theft of a pedal cycle from the Outside Inn and an attempted theft of motor vehicle at Mere Farm 3 Road traffic accidents occurred on Peel, Weeton and Cropper Roads 2 damage only and 1minor injury. Councillor Mrs. Whittle stated that more CCTV equipment is required at the Whitehills Site. Minutes - Resolved that the minutes of the meetings held 8 th September 2014 having been circulated, be accepted as a correct record and signed by the Chairman with the correction that white line markings had been carried out on Ballam Road and not Peel Road as recorded in the minutes Matters arising from the minutes:- OUGO public meeting 25 th September Councillor Mrs. Ellison was disappointed at the lack of attendance from the Parish Council and members of the public (23). Letter received from the Department of Energy and Climate Change thanking the Parish Council for inviting them to attend the meeting. However, Councillor Mrs. Ellison was concerned that Environment Agency did not attend. The audience raised a couple of questions which needed extra detail and have now been answered in the letter, which will be placed on the Parish Council web site.
Andrew Stell affordable housing re application 14/0491-30% of dwellings as affordable units. Of these 7 will actually be provided on site and a sum of 400,000 provided in lieu of the remaining 8 units to allow the council and its partners to provide affordable housing elsewhere in the borough. Clerk had attended a meeting on 15 th September the meeting was to allow the council to explain improvements that it is to introduce in the coming months to how planning applications documents are displayed online, and once these are rolled out how they can all move to a wider use of electronic consultation. However, Fylde Borough Council is to consider providing funding towards equipment to enable Parish Councils to view the applications at their Parish Council meetings. It was noted that Westby Parish Council has no facilities to store or use equipment at their meeting venue, it was noted that several other Parish Councils are in the same position. All information received from Fylde Borough Council has been issued to Parish Councillors. Correspondence LCC Road Traffic Regulation Act 1984 (Warton, Westby and Lytham St. Anne s, and Fylde Borough) (Part revocation, prohibition of waiting and prohibition of stopping on School Keep Clear markings) Order 201 County Council is considering the proposal, the effect of which will be to introduce the measures as set out in the Public Notice and plan. Any comments the Parish Council may have on the proposal before 6 th November 2014. Read and noted. Story Homes Information received that Story Homes hopes to take forward the development of the site known as Land off Blackpool Road, Kirkham. The proposed development will provide a range of new high quality houses and apartments with up to 30% of these being affordable. Read and noted. LCC Road Closure Notification received that from a point outside Morar to a point outside Sundown House Farm the road will be closed from 24 th 30 th November 2014 to allow utility works to be carried out. Noted. Information received that Pegasus Group are working as community consultants in partnership with Solar Park Development for proposed solar park at land off Moss Side Lane near Wrea Green copy of site location issued to Parish Councillors, plans are able to be viewed on Fylde Borough web site application 14/0696. Shale Gas Extraction and Members Interest Letter received from Tracy Morrison, Monitoring Officer and Director of Resources at Fylde Borough Council, was discussed and issued to Parish Councillors advisi ng them on declaration of interests. Read and noted. Borough Councillor Mrs. Brickles is growing concerned that Westby Parish Council is missing out on potentially hundreds of thousands of pounds worth of 106 money. Place on Agenda for next meeting on ho w to develop expenditure of money. District Parish Liaison meeting 30 th September 2014 matters arising:- Medlar-with-Wesham Town Council is concerned of the Increase in workloads to Parish Councils other Parish Councils in attendance at the meeting are also concerned especially with the proposed future of planning applications. Three tier forum Lancashire County Council is to review is it worth continuing and what is the purpose of the 3TF why not consider combining with the Parish Liaison Group. Future of receiving planning applications Fylde Borough Council is to consider providing a contribution towards equipment to display plans at Parish Council meetings. Bryning-with-Warton has submitted for consultation a neighbourhood plan 2030 to Fylde Borough Council in accordance with regulation 16 of the Neighbourhood Planning (General) Regulations 2012. The plan and supporting documents will be issued for consultation for a seven week period starting on 9 th October and ending 28 th November 2014. Read and noted. Update on the appeal for information on the male seen in CCTV footage that broke into the Mosque on Revoe Street in Blackpool -- the offender was identified and he was arrested last Saturday evening and he admitted the offence. Read and noted. Public Rights of Way Lancashire County Council is starting work on a revised (RoWIP) for Lancashire, the first draft of which will be sent for consultation in due course. Fylde Council Governance - As a result of a statutory referendum, held in May of this year, the council will be moving from its present executive arrangements (Leader and Cabinet) to a committee system of gove rnance in May 2015. Close meeting for open discussion and Borough and County Councillors reports Borough Councillor Mrs. Ashton had send a message about the blocked road on Queensway, which had been due to an accident occurring. Councillor Mrs. Ellison had questioned Inspector Thackerly-Scott why Wild Road could not have been opened to reduce the back up of traffic. Invitation extended to Angela Laycock for an up-date on the flooding situation at the next Parish Council meeting. Request for Andrew Stell to inspect West Moss Lane along with a resident and Councillors Mrs. Ellison and Mrs. Whittle. Re-convene meeting LALC No matters arising. Chairman's actions Councillor Wareing had attended the OUGO public meeting 25 th September. Councillor Wareing along with Councillor Butler had attended the Joint War Memorial meeting on 16 th October 2014. Discussion took place about removal and re-siting of the wall around the Memorial - the Committee are waiting for approval in writing for permission of no objection from the Birley family.
