Minutes of Westby-with-Plumptons Parish Council meeting held Monday 8th September 2014 at Ballam Church commencing 7-00 p.m. Present: Councillor A. Wareing, Chairman Councillors Mrs. E.M. Ellison, H. Butler, J. Taylor, Borough Councillors Mrs. J. Brickles, Mrs. J. Kirkham (Clerk) and 13 members of the public. Pact meeting Report received as follows:- There have been 11 crimes within the area for the month of August 2014 as follows:- 02/08/2014 Assault, Aggrieved has been assaulted by known offender after a disagreement. Offender located and has been dealt with. 06/08/2014 Burglary, Ballam Road. Unknown offender has gained access to insecure house and stolen items and left undetected. At this time no witnesses and no CCTV. 12/08/2014 Theft, A583, Unknown offender has gained access to yard and stolen a quantity of fuel and left undetected. No witnesses and CCTV of poor quality. 16/08/2014 Assault, A583, Unknown offender has punched a security guard during a row before making off undetected. No further lines of enquiry as no identification could be made as group were all covering faces. 17/08/2014 Racist incident, A583. Offender unknown has made a racist comment to a security guard. No further lines of enquiry as offender was wearing face mask as were the rest of the group the offender was with. 21/08/2014 Theft of vehicle, Cropper Road, Unknown offender has gained access to a driveway and has stolen a moped before making off undetected. No witnesses and no CCTV. 24/08/2014 Theft, Cropper Road, Unknown offenders have gone onto a holiday site and taken a mountain bike and made off undetected. No witnesses and no CCTV. 27/08/2014 Theft, Whitehills, Unknown offender has gone onto a hotel car park and stolen pedal cycle from the rear of a vehicle and made off undetected. No witnesses and CCTV does not cover the area that the vehicle was in. 28/08/2014 Theft, Whitehills. Unknown offender has gone on to busy store car park and stolen a pedal cycle and left undetected. CCTV is of no evidential value and no witnesses. 28/08/2014 Burglary, Whitehills, Unknown offender has made into a yard and stolen an amount of metal before leaving undetected. Enquiries are ongoing. 31/08/2014 Assault, Whitehills, Offender whilst in a large group in a pub has assaulted a member of staff whilst being served drinks and left before police arrival. CCTV does not show incident and no description of the offender could be given. Declaration of interest Councillors Wareing and Butler declared interests in any matters arising concerning Cuadrilla and took no part in any decisions made. Minutes - Resolved that the minutes of the meetings held 14 th and 20 th August 2014 having been circulated, be accepted as a correct record and signed by the Chairman.
Matters arising from the minutes:- Public meeting with OUGO has been confirmed for 24 th September 2014 to be held at Wrea Green Institute commencing g 7-00 pm start. Christopher Guelff (OUGO) and Tony Almond (HSE) will be in attendance. East Lytham Working Group Report update received from Mrs. Angela Laycock, which has been issued to Parish Councillors for their support. Lancashire County Council - Shale gas exploration, health and well-being report received from the community workshop held 14 th July 2014. Blackpool Core Strategy Acknowledgement received of Parish Councils response. The Parish Council will be kept informed of any subsequent stage of the Blackpool Core Strategy. Fylde Borough Council is to be notified of Westby response. Annual Parish Council Dinner 30 th October 2014 at The Hand and Dagger, Salwick, 7-00 pm for 7-30 pm. Correspondence The Police have arrested a male in connection with the theft of property. There is a photograph on the Police Facebook page and a Press Release will be in the local newspapers soon. Centenary of the start of WW1 Commemoration Co-ordinator Becky King is asking if the Parish Council is interested in purchasing items for sale, which is available on the web, any profits made would be shared between The British Legion and Help for the Heroes. Wrea Green Parish Council is to be contacted enquiring if they are proposing to commemorate the event and if so perhaps a joint venture could be arranged. Planning for Climate Change Conference is to be held in London on 4 th December 2014. Read and noted. Andrew Stell has been appointed as Fylde Borough Council s Development Manager. This role means that he is responsible for the team that processes the planning and related applications for the council. Invitation received for the Clerk to attend a meeting with Chief Executive and planning officers at Fylde on Monday 15 th September 2014 to discuss the future of planning. Clerk is to attend and a request is made for the Chairman to be able to attend. Fylde Borough Council should like to bring to your attention a couple of important matters in relation to:- A reminder that there will be an additional Development Management Committee on Wednesday, 17 September to consider the two shale gas applications from Lancashire County Council. This meeting will be held at Lowther Pavilion, Lytham at the usual 10:00 time. Read and noted. Notice received from Cuadrilla as follows:- Cuadrilla is standing alongside local farmers who, with our support and participation, have today served a claim for possession against trespassers who have been illegally occupying farming land at Preston New Road, near Little Plumpton since 7 August. This trespass formed a base for Reclaim the Power s protest activity against the use of natural gas and against the planning applications that Cuadrilla has submitted to Lancashire County Council to drill, hydraulically fracture and test the flow of gas at two sites in Lancashire. The land occupied by protestors is not one of Cuadrilla s proposed exploration well sites. Read and noted.
Preston New Road Action Group Information received from Patricia Davies - copy of the email for parish Council which has gone out to the local borough council and also to LCC Development committee from both sites action groups. We were very upset by the stance which Cuadrilla had taken. Copy of letter issued to Parish Councillors. I and our group are grateful for the objection letter raised by Westby Parish Council in relation to the fracking of the Preston New Rd site. Environment Agency - Information received on regulators complete initial GDA Assessment Step for UK ABWR. Read and noted. Each year the Lancashire Combined Fire Authority produces a Performance Report and Action Plan which describes our performance over the last financial year; outlines how risk is changing in Lancashire and invites comments on proposals for change. LCC Closure/Temporary Restriction details:- North Houses Lane, Lytham Lytham St Anne s Way, Lytham B5261 A5230 A583 Lytham St Anne s Way, Westby with Plumptons and vice versa. The temporary closure is necessary due to the carriageway being unsafe. The prohibition of vehicular traffic will operate from 0800 hours on Saturday 23rd August 2014, until 1800 hours on Friday 26th February 2016, or until completion of works if earlier. Lancashire Fairness Commission Call for Evidence - County will appreciate any information provided, any evidence provided under any of the three areas Starting Well, Living Well or Ageing Well will be considered before the deadline of 3 rd November 2014. Noted. Fylde Council Governance Information received on how to make comments on planned changes. As a result of a statutory referendum, the Council will be moving from its present executive arrangement (Leader and Cabinet) to a committee system of governance in May 2015. Information to be placed on Parish Council web site. YMCA Consultation on a proposed YMCA College for Physical Education for 16-19 year olds information available on ymcasportscollege.co.uk drop-in session to be held at the YMCA, St. Anne s on 9 th, 10 th and 13 th September. Views would be greatly appreciated. A local report indicated that there is one third of obesity in youngsters in Blackpool. Information received on traffic calming measures from Unipart Dorman a northwest based manufacturing company. Read and noted for future reference. Close meeting for open discussion and Borough and County Councillors reports Councillor Naylor had informed the Parish Council of proposed Solar Park at land off Moss Side Lane. Leave over until the application is received by the Parish Council. Councillor Naylor notified the Parish Council that a very large sign had been sited at the junction of Brays/Lytham Roads. However, the sign had been reported to FBC and since removed. Several residents of West Moss Lane attended the meeting re the proposed development at the Coppice. Concern from residents of West Moss Lane is that the application, if approved, would generate a great deal of additional traffic, which is not suitable for the lane and is poorly maintained, would cause disturbance to the
residents and that the drainage system is not suitable for the size of proposed development. understood that access to the site are from designated bridle paths. It is also Councillor Brickles recommended that when the Parish Council responds to the application they state it should go to the Committee for consideration and that planning applications should show a demand for need. Planning applications The following applications have been received for Parish Council recommendations:- Reference: Planning applications 14/0545, 14/0547, 14/0550 and 14/0554 After careful consideration of all four aforementioned planning applications, the Westby-with-Plumpton s Parish Council are considering all applications as one entity as they are sited at the same location and are recommending refusal with respect to the following issues:- Effectively the plans are to change a farm, within a predominantly rural area, being changed to a light commercial, industrial estate, in a Parish already containing several, long-term, vacant units. There is no immediate need for such a development within the area. 1. The proposed development will completely change the use of the property and, in the opinion of the Parish Council, is far too intensive and would vastly infringe on the residential community, long established in the area. 2. West Moss lane is not a suitable road for heavy traffic and would require much up-grading to accommodate both the amount and weight of vehicles that would ultimately use the road. The proposed parking indicates such degrees of traffic. 3. The existing infrastructure feeding into the immediate area is insufficient to accommodate large amounts of traffic. 4. Once again, this is another proposed industrial development on dwindling agricultural land. 5. As well as the Parish Council s concern over height restrictions within the area, due to the airport, access also appears to infringe on the bridal paths in the vicinity. 6. A further consideration is the on-going issue with drainage in the Parish. There are already so many documented issues on this matter with the Environment Agency that, surely this would further add to the already over-stretched resources. The Parish Council can direct you to the relevant correspondence. 7. A real concern, with the evident failure of similar local schemes, is that this would remain a vacant site and could possibly become yet another white elephant. In conclusion, the above issues are overwhelming and to a further degree, the local home-owners choose to reside within the parish for many reasons; but primarily because of its rural location and the Parish Council must consider this as a priority. We would further request that this matter is NOT simply considered by a planning officer, but due to the nature and size of the proposed development, it rather be placed before a Planning Development Committee.
Councillor Wareing declared an interest in application 14/0568 and took no part in any decision made:- 14/0568 Erection of 1m high brick wall to front boundary with 2m high central access gate and gate posts (part retrospective) Parish Council recommends refusal of the application they consider the application is out of character with the surrounding countryside and recommends that the hedge is reinstated. 14/0597 Prior notification proposed agricultural building for general storage use at North Farm, Lytham Road, Westby-with-Plumptons before making a decision Parish Council would like to know the definition of Prior notification does it mean is permission required for the proposed building? 14/0604 Proposed substitution of house type on 4 plots Nos. 53 56 and provision of additional detached dwelling as plot 70 at former Hollywood Nurseries, Whitehill Road, Westby-with-Plumptons Parish Council has no objections to the application. Highways White line markings been carried out on Peel Road.
