Pasto-Mocoa Road Content 1. Project Background 2. Approach 3. Outcomes and achievements 2

WWF Amazon Infrastructure Development Initiative Is implemented with he support of: https://rainforestrescue.sky.com/

1. Project Background

Pasto Mocoa-Project Context Location of Pasto-Mocoa in the Amazonas Hub IIRSA

Pasto Mocoa-Project Context: Confluence of Regional Megaprojects IIRSA (Eje Amazonas) Visión 2019 Colombia

Pasto Mocoa-Project Context Andean-Amazon Piedmont in Colombia Forests in the Eastern Cordillera Real (ECR), located from 300 to 3.500 m.s.n.m., are considered the cosystems with the largest species richness by are area unit in the whole of Ecoregion of the Northern Andes. The Andean Amazon Piedmont contains 27 types of ecosystems; 977 species of birds, 254 of mammals, 101 of reptiles, 105 of anphibians and it is the habitat of spectacled bear and montain tapir.

Pasto Mocoa-Project Context Andean-Amazon Piedemont in Colombia Forests in the Eastern Cordillera Real (ECR), located from 300 to 3.500 m.s.n.m., are considered the cosystems with the largest species richness by are area unit in the whole of Ecoregion of the Northern Andes. The Andean Amazon Piedmont contains 27 types of ecosystems; 977 species of birds, 254 of mammals, 101 of reptiles, 105 of anphibians and it is the habitat of spectacled bear and montain tapir.

Pasto Mocoa-Project Context Andean-Amazon Piedemont in Colombia Protected Areas

The Upper Mocoa River Basin Forest Reserve (RFPCARM in Spanish) 36.400 hectares (31.250 ha after 1:10.000 mapping setting) In addition to host iconic and endangered species such as the spectacled bear and mountain tapir, represents for indigenous communities a sacred step of the guardian spirits of life in the region. The new road will affect the Upper Mocoa River Basin Forest Reserve

Project Context Pasto Mocoa Current Road

Pasto Mocoa-Project Context Accessibility and Ecosystem Deagradation Andean-Amazon Piedmont of Colombia

Pasto Mocoa-Project Context San Francisco-Mocoa Current Section TECHNICAL SPECIFICATIONS Length: Road width: 78 Km. 3-4 m Radius of curvature: Smaller than 20 m. Slopes: Larger than 15% Talus slopes: Operating Speed: Lager than 70 grades 10-20 k/h Accidentality (1998-2008): No. Accidents 160 276 wounded, 76 dead

2. WWF Approach

Interest of WWF in Pasto-Mocoa Project Threat to Andean-Amazon Piedmont: priority place for LAI and for Cordillera Real Oriental IIRSA Project Anchor IDB engagement - an opportunity to influence policies Regional Environmental Assessment emphasis on indirect impacts First time in Colombia that a REA is carried out for a road project Model for other road projects in Colombia Model for other road projects of IIRSA

WWF Approach: Vertical integration of local to global International National & Regional Local Strategic alliances Address global threats and drivers of change (e.g. external markets). Influence public policy, legislation and private sector production policies & practices Landscape & local level conservation action in Priority Places

WWF Approach: we aim to Andean Amazon Piedmont: Conservation of the Andean Amazon Piedmont Actions from local to national and international levels to address threats and pressures. Regarding new stretch: Information transparency-promote and facilitate sharing information among key stakeholders Strengthening governance Qualify the participation of key stakeholders Strengthening capacities for informed and effective participation in the process Quality of technical studies Compliance with the commitments contained in the PMASIS

Pasto Mocoa-Project Context Possible Alternatives for San Francisco-Mocoa New Section Alternative No. 4 Shortest: 45,6 km Lowest rainfall, best visibility Lowest deforestation, lowest affectation of stream (rivers) beds Low - cost

Pasto Mocoa-Project Context San Francisco-Mocoa New Section

Environmental and Social Studies Pasto-Mocoa-Puerto Asís Corridor Road EIA Study Area FR Study Area SEA Study Area New section Forest reserve

Environmental and Social Integrated Management (PMASIS in Spanish) This PMASIS groups and complements the main management and compensation measures defined in the EIA, SEA, FRMP studies. PMASIS contains 5 strategies to be implemented in 8 years Operation, control and surveillance Environmental territorial planning Sustainable development and conservation in PA Sustainable designing and construction of the road Linking the community to the protection of protected areas

As the new road will affect the Upper Mocoa River Forest Reserve, compensation mechanisms include the expansion of the reserve (in grey on inset), as well as the creation of two Integrated Management Districts: one near Mocoa and one in San Francisco, where productive landuses would be allowed under a sustainable production From 3.600 ha to 65.289 ha Originally a Forest productive reserved was plan to be implemented. Nowadays, another DMI will be created

3. Outcomes and achievements

What has been accomplished so far? IIRSA y Pasto-Mocoa were on the table in a regional way and for the local context Further discussion of potential indirect impacts of the project Technical inputs and analysis of SEA Multiple sharing information and discussion forums 100% PMASIS funding has been included in the first part of the loan Influencing Local Land Planning Improved Project Design

What has been accomplished so far? Local capacity strengthened (San Francisco - Mocoa) for overseeing the implementation of an integral Social and Environmental management plan PMASIS: communities and watchdog groups Construction and dissemination booklets for social control

Today Strengthen local capacity for social control on the Pasto Mocoa project Promoting and facilitating information sharing among key stakeholders

Today Monitoring Compliance with the commitments contained in the PMASIS. Monitoring on the ground Technical inputs to studies updating process
