That Community and Marketing Services Department Report CMS 47-09 regarding the 2015 Pan/Parapan American Games Multi Party Agreement be received as information; 2. That Council endorse and enter into a Multi-Party Agreement for the use of the tennis complex at Iroquois Park Sports Centre as a venue to host the Parapan Wheelchair Tennis Competition if the Province of Ontario/City of Toronto bid for the 2015 Pan/Parapan American Games is successful; and, 3. That the Mayor and Clerk be authorized to sign the required documents with the Toronto 2015 Pan/Parapan American Games Bid Corporation/HostCo. 2.0 EXECUTIVE SUMMARY: A Multi-Party Agreement (MPA) has been forwarded by the Toronto 2015 Pan/Parapan American Games Bid Corporation to all municipal and private venues that have been proposed as locations to host the competition and training for the Pan or Parapan American Games. The draft Agreement is currently being reviewed by the Town s solicitor. Council was previously informed that Iroquois Park Sports Centre, and the to be constructed Abilities Centre, are the preferred venues to host the Wheelchair Tennis and Wheelchair Basketball competitions respectively if the Province of Ontario/City of Toronto bid is successful. The MPA is a use agreement for the Town s tennis complex during the Games period. The goal of the Toronto 2015 Pan/Parapan American Games Bid Corporation is to have the MPA signed in November 2009, prior to the decision from the Pan American Sport Organization on the selection of the winning city bid.
Report to: Operations Committee Report No.: CMS 47-09 Page 2 of 4 3.0 ORIGIN: Community and Marketing Services Report No. 47-09 originates with the Department as a result of correspondence received from the Toronto 2015 Pan/Parapan American Games Bid Corporation. 4.0 BACKGROUND: The Pan American Games is a major international multi-sport event, held every four years for athletes of the 42 Pan American Sports Organizations (PASO) member nations. The Pan American Games consists of all Summer Olympic sports, plus other events selected by the Pan American Sports Organization, and serve as an Olympicqualifier for a number of the participating sports. The next games will take place in Guadalajara, Mexico in October 2011. The Cities of Toronto, Bogota (Columbia) and Lima (Peru) are competing to host the Games in 2015. The PASO Evaluation Commission visited Toronto and areas within the Greater Golden Horseshoe region in early September to assess key elements of the bid. The Province s/city of Toronto s final bid presentation and the deciding vote to settle on the host city for the 2015 Games will take place in Mexico this November. 5.0 DISCUSSION/OPTIONS: The Province is leading the bid to host the 2015 Games in the City of Toronto and Greater Golden Horseshoe region and Premier McGuinty has appointed former Premier David Peterson to chair the 2015 Pan and Parapan American Games bid. The venue plan for the proposed City of Toronto (and Greater Golden Horseshoe) bid addresses the needs of the 48 sports of the Games, including training and competition facilities, support services and Games operations. The approach to developing facilities for the Games is to use ready-made facilities, upgrade existing facilities and build when necessary. More than 50 facilities are identified in the plan to host Games competitions located in 17 municipalities across the Greater Golden Horseshoe region. A number of purpose built facilities will be constructed and include: Canadian Sport Institute Ontario; Pan Am Aquatics Centre; Pan Am Stadium; Pan Am Velodrome. The Games are expected to have an economic boost to the regional economy. The Games would attract 10,000 athletes and officials, welcome 250,000 tourists and trigger 15,000 jobs in construction. Close to 19,000 volunteers would be required to help host and run the Games. The Minister of Energy and Infrastructure and Minister of Health Promotion announced that the West Don Lands in Toronto will be the site of the Pan American Village.
Report to: Operations Committee Report No.: CMS 47-09 Page 3 of 4 The dates proposed for the Toronto Games are July 10 26, 2015 for the Pan American Games and August 7-14, 2015 for the Parapan American Games. The estimated budget for facilities, excluding the Pan Am Village, is over $700 million. There are a number of Games venues proposed in Durham Region. Iroquois Sports Centre (IPSC) and the adjacent (to be constructed) Abilities Centre (AC) will play host to the Parapan Wheelchair Tennis (IPSC) and Parapan Wheelchair Basketball (AC) competitions. The proposed dates for the Wheelchair Tennis competition would be August 8 12, 2015. In addition to Whitby, the following other Games competitions would occur in Durham Region: Modern Pentathlon Pickering Horse Centre; Indoor Shooting Ajax Community Centre; Outdoor Shooting Oshawa Skeet and Gun Club; Wheelchair Bocce Durham College; Boxing GM Centre; Softball Lakefront West Park Oshawa. The Multi-Party Agreement is extensive, but its primary focus is to address major facility renovations and new purpose build facilities. There are no identified capital development or retrofit plans for IPSC or the tennis complex as a result of this bid. The MPA would seek the Municipality s concurrence to the use of the facility during the Games, for the Town to provide normal levels of service for municipal services to the competition venue (garbage collection, parks maintenance, etc.) and to forego any revenue lost during the time the tennis complex is used for the competition. 6.0 PUBLIC COMMUNICATIONS/PLAN: N/A 7.0 CONSIDERATIONS: A. PUBLIC N/A B. FINANCIAL There are no facility upgrades or other capital development needs required to the tennis complex or IPSC to host the Wheelchair Tennis competition. With the new recently constructed courts, the tennis complex is fully wheelchair accessible. Due to the proximity of the tennis complex to arena 1, the addition and accessible renovations planned for that arena will also provide amenity space to the athletes if required. Operations would continue as per the Town s normal levels of services. Revenue lost due to court rentals impacted as a result of the Parapan American Games competition would be negligible.
