Greenfield Bridge across Ganga Connecting Bakhtiyarpur to Tajpur (Bridge Length -5.525 km, Road Length- 45.745 km) BRIEF OVERVIEW A 4-Lane Controlled access Greenfield Bridge & Highway, PPP Project originates at Karjan on new NH-31 crosses old NH-31 (Jamalpur Badahiya), passes through a bridge on river Ganga & terminates at Tajpur on NH-28. The work was scheduled to be commissioned on 29.05.2016. Physical Progress of 48.44% & Financial Progress of 53.26% has been achieved. A total of 190 Ha of land against 299.18 Ha was handed over to Concessionaire. Hence Completion date has been extended to 31.07.2019. without increasing the Concession period. Launching gantry at Main Ganga bridge collapsed on 09.05.2017 due to heavy storm. The work is likely to be further delayed by 6 months. The work has been mainly delayed due to non-handing over of encumbrance free land. Villager demanding RCC Culvert in place of Hume Pipe Culvert due to flooding. Concessionaire instructed to submit justification. Compensation for LA not being accepted by the land owners in Jamalpur Village, Patna. Demanding higher rate of Compensation. Construction of South Side Approach Road, 2 Lane with Paved Shoulder of Digha Rail- Cum-Road Bridge from AIIMS to Digha (NHAI Leftover Portion) Total Length 10.69 km BRIEF OVERVIEW The Project starts from junction of NH-98 (near AIIMS), runs along eastern embankment upto Khagaul, L-2 km and Khagaul to Bailey Road & upto Bankipur- Danapur Road, L 8.5 km runs along western embankment of Rupaspur canal. The connectivity to Digha-Sonepur Bridge provided through One flyover at Bankipur-Danapur Road. The Project was initially assigned to NHAI. Encroachment in different stretches, Court Cases, Relocation of Govt. Buildings & Co-ordination with Railways were the main issues which has been resolved by BSRDCL. BSRDCL started the work in Oct 2016. Connectivity to Bridge from Bankipur-Danapur Road has been provided. Connectivity from Bailey Road to Bankipur Danapur Road is targeted on 15 Nov 2017. Re-location of Electric Poles, Sluice Gates & Mining of Earth are the major issues. Balance work is targeted to be completed in Apr 2018.

ELEVATED CORRIDOR FROM AIIMS TO DIGHA (Length 12.27 km) BRIEF OVERVIEW The Project starts from junction of NH-98 (near AIIMS), runs along eastern embankment upto 2 km (2 Lane), then 4 Lane elevated over the Canal upto Bankipur-Danapur Road & beyond. Vertical alignment near Bailey Road has been modified & now it crosses over present ROB. Launching of 12 nos. Steel Girders over Bailey Road have completed. The issue of 106 m span ROB near Khagaul has been resolved & design is under approval by Railways. Re-location of School buildings, Indira Aawas, underground Electric Cables & Towers have almost been completed. The CWJC Case regarding land dispute near Ch. 11.2 11.5 is running on daily list. The work is targeted to be completed in March 2018.

SIX LANE BIHAR NEW GANGA BRIDGE PROJECT (Bridge Length -9.76 km, Approach Length- 13 km) BRIEF OVERVIEW 6-Lane Bridge with approach road originates from New NH-30 (Sabalpur) and passes through Raghopur Diara, Bidupur & terminates at Sarmastpur (Rajapakar) on NH-103. The connectivity has been provided at 1. Old NH-30 / Ganga Path, 2. Raghopur Diara, 3. Bidupur. Provision of 2- Toll Plazas and Highway Museum. The project was awarded to M/s Daewoo-L&T (JV) on 10.02.2016. The appointed date is 16.01.2017 and Schedule of Completion is 15.01.2021. The Contractor has been mobilized and Camp established at Patna & Raghopur. Batch Mix Plant at Patna & Raghopur and Other Machineries have been mobilized. Sufficient construction material has been stored at Raghopur Diara to ensure unintruppted work in monsoon period. A Barge has been mobilized for all weather transportation of Man-Material & Machinaries through Ganga.

SIX LANE BIHAR NEW GANGA BRIDGE PROJECT (Bridge Length -9.76 km, Approach Length- 13 km) BRIEF OVERVIEW Total nos. of Well in main Bridge is 67. The first concreting of Well Kerb has been completed on 20.07.2017. 18 nos. of cutting edge have been fabricated & placed 3 nos. placed in alignment. The 1 st working pile is scheduled on 10.08.2017. 186 Acres out of 313 Acres of land has been handed over to Contractor. The land of Patna Sadar & Raghopur Block has been transferred to BSRDCL by Collector Patna & Raghopur. The land of Bidupur & Rajapakar are yet to be transferred. Payment of compensation is slow. The Villagers of Sabalpur in Patna & Telia, Sarmastpur are demanding higher compensation. Villagers of Sabalpur file Case & hearing is being done by Authority, Patna. The Villagers between North channel of Ganga & Mahnar Road are opposing the approved alignment due to less return value of the land.

BIHTA SARMERA ROAD (SH-78) (Length- 94.2 km) BRIEF OVERVIEW This State Highway starts from Kanhauli on Siwala Bihta Road. Provides direct connectivity to Patna from 1. Naubatpur on NH-98, 2. Dumari on NH-83, 3. Beldarichak on SH-2, 4. Daniyawan on NH-30A, 5. Bhaganbigha on NH-31 & terminates at Sarmera on NH-82. 2- Lane highway with bridges there upon are being constructed where as the land is being acquired for 4-Lane highway i.e. 60 m ROW. The work was awarded to M/s Ranmky Infra Structture Ltd. on 01.04.2010 against agreement value of Rs. 391.76 Crore and was scheduled to be completed on 13.05.2013. Only 35.25 km of Earthwork, GSB-32.82 km, WMM- 26.38 km, DBM- 26.30 km could be done in 4 years. Due to unsatisfactory performance of the Contractor the Agreement was terminated on 25.04.2014. The Contractor also terminated the Contract on 14.04.2014 on the ground of non-handing over of encumbrance free land & non-availability of aggregates in Bihar.

BIHTA SARMERA ROAD (SH-78) (Length- 94.2 km) BRIEF OVERVIEW The Road length was divided into 2 parts i.e from Bihta to Daniyawan (L- 46.7 km) & Chandi to Sarmera (L-47.5km). Daniyawan to Chandi is part of NH-30A. Work of both the Packages was awarded to M/s BSCPL on 16.07.2015 and Targeted date of Completion 28.08.2017 & 11.09.2017 respectively. The work is delayed due to multiple reasons like; Handing Over of Land to Contractor, Soil treatment & sub-grade failure issue and poor financial condition of the Contractor. The Soil stabilization issue has been resolved. 8.5 km Road length of Part-I is severely affected due to different types of Land Acquisition issues. The notification under section 19 of LA act has been notified for the remaining length of 2.7 km of part-ii and is expected to be handed over in Sept 2017. The proposed revised target date of Completion is 31.05.2018. The ADB Loan closure date is 30.06.2018.

Patna Ring Road MORTH Government of India has proposed for construction of 4-Lane Ring Road for Patna. NHAI has engaged M/S Jacob as DPR Consultant. The Consultant has suggested the alignment of SH-78 Bihta-Sarmera Road from Kanhauli to Lakhna and from Lakhna to Kachhi Dargah through Greenfield. This stretch will require huge land acquisition. It has been therefore considered to take up the alignment of SH-78 Bihta- Sarmera Road from Kanhauli to Daniawan (55 Km) for 4-lanning. From Daniawan to Fautha, NH-30A, 7 Km will be widened to 4-lanning which is currently widened to 2 Lane with Paved Shoulders. From Fatuha to Kachhi Dargah, 5 Km which is SH-105 will also be widened to 4-lane. Also SH-01 Sadikpur-Pabheri-Masauri Road (39 Km) is being considered to take-up for 4-lanning under this scheme. The total length, 55+39+8+5=107 Km, does not require any land acquisition for4-lanning.
