Ernst Potzel / Klaus Lang, DFS ACC Munich
Background: In order to reduce the operational impact and the arising thereby delay due to adverse weather, new alternate WX SIDs and routings will be established. Munich ACC together with DLH Classic started a trial in 2015 to reduce the impact of weather induced delay. Project objectives/ scope: 1. Reduction of weather related delay 2. Improvement of traffic load predictability 3. Reduction of ATCO workload 4. Reduction of FDS workload 5. Reduction of TWR workload 6. Reduction of AO workload The success of the project is in direct relation with the weather forecast predictability. 3
Participants/ stakeholders: Munich ACC Langen ACC Karlsruhe UAC (2016) Padua ACC (2016) NMOC Network Manager Operation Center (2016) DLH Deutsche Lufthansa AG, (Air Berlin, DLH City Line, in 2016) Stakeholders: DFS ENAV (2016) DLH, CLH (2016) BER (2016) other AOs, NM, ANSPs within FABEC and others. 4
Project planning/ project structure: JAN2015: Kick-Off to plan CDR3 Routings, using existing SIDs and new DCTs to circumnavigate plannable ATC sectors with possible capacity short fall due to adverse weather. FEB2015: Brainstorming of possibilities how to approach the new alternate routings. (DFS/DLH).Identification of new routings after agreement about the additional flying time from DLH.(DFS)Validation from DLH if the new alternate routings will meet the agreed maximum of additional flying time. MAR2015: Validation of the operational instruction process and time frame(dfs/dlh)cdm between the participating ACCs/UAC and NM about the alternate routings and the process. Test day is fixed and agreed APR/MAY2015 Briefing for all participants (DFS/DLH/NMOC) Implementation of all CDR3 routings within NMOC (DFS/NM) delayed to 2016. Validation of all CDR3 routings with NM (DFS/NMOC) delayed to 2016 JUL2015 Trial start and test day on 02.07.2015. End of trial will be 31.10.2015. Two city-pair: EDDM- EDDF and EDDM-EDDK are chosen for the trial. Five more test days are agreed on the citypair: EDDM-EDDK OCT2015 Introduction of the new Alternate WX SID and routes as part of the NM Weather Resilience Forum to all participants. 5
NOV 2015 Validation with NM, Feasibility within NM systems, Network Impact, Operational Procedures NOV2015-JAN2016 Review with DLH project team, CDM with Karlsruhe, Padua and Langen for all new alternate city-pair WX SID and routes. Introduction of the procedure to CLH and BER. FEB/MAR2016 Validation of all alternate WX SID and routes with NM (DFS/NMOC), Implementation in NM tools (I.e. RAD), Test day is fixed and agreed APR/MAY2016 2.Trial Start until OCT2016 6
Action status and results: Procedures and CDM between AO and DFS worked well. Great acceptance from all partners. Process updated twice during the trial. Until end of September, several re-routes took place, planned re-route for testing purpose and actual re-route due to WX. Two new routes are available during TRA207 activation. Less weather phenomena in 2015 compared to the years before to apply the procedure for the particular airspace EDMMALB. In 2016 more flexibility is expected with additional routes in order to relax the SW part of EDMMACC in EDMMFUE sector. Final decision about the way of implementation into NM systems is expected end of 2015/early 2016. 7

Roadmap (update) First step: Trial ongoing until end of October 2015. Final analysis expected in DEC2015. Second step: Further developments are planned with other AOs (DLH City-Line, AirBerlin) including new City-Pair to the SW(e.g. LEMD, LEBL, LEBB), neccessarry full integration into NM systems (IFPS, ETFMS, CHMI), second trail in summer season 2016. Additional alternate routes to the north (2017). Third step: Development of alternate WX routings for ARR EDDM Fourth Step: Integration of Alternate WX Route Part in en-route part of FPL, geographical alternate routes - not city-pair related. 10
