GREATER PARIS OUR SOLUTIONS FOR THE DEVELOPMENT OF YOUR REGIONS

The Caisse des Dépôts group at the service of the economic development and attractiveness of Greater Paris 1 PUBLIC INSTITUTION AND SUBSIDIARIES TO SUPPORT GREATER PARIS 4 STRATEGIC TRANSITIONS AT THE SERVICE OF STRUCTURING OPERATIONS FOR THE TERRITORIES A strategic partner A financial partner An operational partner 4 AREAS OF ACTIVITY FOR GREATER PARIS Land and development Infrastructure and transport Housing Economic development and attractiveness For a sustainable, accessible, attractive and community-minded metropolitan area

The Group at the service of Grand Paris Express December 2014 A 4bn financing memorandum. September 2015 First 1bn signed to finance the construction work. Egis in the spotlight Egis, the engineering subsidiary of Caisse des Dépôts specialised in project design and development, has won one of the largest engineering contracts in the development of Grand Paris Express: project management for the implementation of network systems for metro lines 15, 16 and 17, i.e.100 km of lines and 40 stations. The Group at the service of social housing The Group is fully committed to meeting objectives on the construction of housing: Caisse des Dépôts is harnessing and adapting its offer of loans on savings funds so as to better support the construction of housing in Grand Paris. Grand Paris Habitat, a subsidiary of the SNI group, brings together the project management and development activities of its main social landlords in Ile-de-France. The central objective is to double SNI group production in the Greater Paris area, with nearly 11,000 social housing units to be built between now and 2019. Programme in Montreuil - 240 rue de Romainville - Grand Paris Habitat

A player in infrastructure and transport, we support you in Strategy Developing new mobility uses: the Caisse des Dépôts group is exploring new sustainable business models including shared mobility, telecentres and transport systems in peri-urban areas. The Group is also working to foster inter-modal solutions and support new behaviour. Showcasing the challenges and opportunities in the energy and ecological transition in terms of renewable energies, the energy performance of buildings and smart networks. Financing Caisse des Dépôts is financing the development and improvement of the public transport offer, including funding for Grand Paris Express, tramways and line extensions. Caisse des Dépôts also makes capital investments in new-mobility solutions and companies. Operations Public transport operation: Transdev, the leading private operator of public transport in Ile-de-France, is an operator of metro and bus lines as well as new lines (urban cable cars, tramways). Winning new markets: the Group is strongly involved in the development of new mobility services, including digital infrastructures and offers (high-speed broadband, positive tolling, data centres), and new urban services (transport, network and energy management, etc.). MOPEASY, CARSHARING IN PERI-URBAN AREAS, TESTED AT MARNE-LA-VALLÉE AND SACLAY The approach is adapted to the needs of companies and local authorities looking to introduce eco-mobility by reducing costs and pollution while proposing a new offer responding to demand. Mopeasy offers "MopBoxes" kits containing a "keybox" for picking up the keys of shared vehicles and a web platform for managing time slots. All types of vehicles can be equipped, and the programme is effective starting from one vehicle. With the open system, vehicles can be shared by a single business or between a number of businesses, and even by the local community (including entities other than businesses).

A player in land and development, we support you in Strategy The Caisse des Dépôts group supports local and regional authorities in the design of their territorial strategies, particularly in development. A few examples: groundwork for the Plaine Commune university district, feasibility study for a business incubator/hotel in Le Bourget, the development of Ile Seguin. Financing To better respond to your expectations, the offer of GAIA land loans on savings funds for financing Greater Paris development operations is being adapted. Caisse des Dépôts is also involved in the implementation of special tools including carrying instruments for land development in areas with housing shortages. Operations Our subsidiaries in action: The number-one property specialist involved in Greater Paris, ICADE is a major player in project development and construction. Strategic areas have been identified. SCET coordinates 45 EPL (local public establishments) and ESH (social businesses for housing) in Ile-de-France. A partner to SEM (semi-public companies) and SPL (local development companies), it harnesses all its expertise in the completion of development operations, notably in train station areas. A new tool for boosting local investment: providing cash to single-operation semi-public companies (SEMOPs) to foster the emergence of complex projects. FOR A WELL-BALANCED DEVELOPMENT OF TRAIN STATION AREAS, THE EXAMPLE OF SAINT DENIS PLEYEL We are supporting the development of the district surrounding one of the largest stations of Grand Paris Express: Saint Denis Pleyel. Located at the interconnection of seven transport lines, Saint Denis Pleyel is the key example of a vital territory for Greater Paris. We have carried out urban and strategic studies, notably on bringing together Landy and Pleyel. Land expertise is vital to this type of project. Our contribution to the constitution of a public property entity has enabled the enhanced management of strategic land in the direct vicinity of the station. The Group is also making major investments in the area so as to foster local momentum, as exemplified by the Cité du Cinéma, a cradle of creation and culture in Greater Paris.

A player in housing, we support you in Strategy The Group is working with the players in Greater Paris in their discussions on demographic changes in Greater Paris to favour the integration of new generations and enhance intergenerational social harmony. Housing for young people and support for their residential trajectories is a key issue for Greater Paris. The SNI group is forming partnerships with essential players to help Greater Paris to succeed in the housing challenge. Financing A financing offer for the construction of social and intermediate housing. LOANS IN ILE-DE-FRANCE IN 2014-2015 Over 9bn in loans 900mn in loans to the local sector 150mn granted to 3,000 intermediate housing units (on the completion of the implementation of the FLI intermediate housing fund) 60,000 new social housing units, of which 48,000 new units 100,000 refurbishments, of which 40,000 energy-related Over 200,000 housing units financed between now and 2020 Operations The SNI group works to: Step up the pace of social housing production. The creation of Grand Paris Habitat already represents 106,000 housing units. Housing and accommodating all the inhabitants of Greater Paris through the combined actions of all its entities ZAC CLICHY-BATIGNOLLES

A player in economic development and attractiveness, we support you in Strategy The Caisse des Dépôts group supports the territories of Greater Paris in the roll-out of their economic development strategies, including the development of business sectors (logistics, telecentres), the social and solidarity economy and the infrastructure required for their competitiveness (very-high-speed broadband, data centres, big data platforms, etc.). Financing Financing the competitiveness of territories: the creation of businesses, business property. Mobilising international investors: with our CDC International Capital subsidiary, we have been assigned to attract foreign capital to Greater Paris. A partnership has been formed between Caisse des Dépôts et CIC Capital Corporation (China Investment Corporation group) concerning 1bn in property investments. Operations We foster the emergence of major centres of economic excellence: Arc de l innovation: 600mn in investments to favour an innovative, digital and productive ecosystem. Halle Freyssinet (Paris): an incubator of digital businesses from 2016. HALLE FREYSSINET ARC DE L INNOVATION The project involves the City of Paris and neighbouring municipalities to the north-east of the capital. Caisse des Dépôts is contributing to the creation of more than 150,000 sq. m of commercial property (intended for incubators, co-working spaces, teleworking centres and business hotels) on the immediate outskirts of Paris and in the inner suburbs. The aim is to develop the economy in priority districts in city policy, with the long-term goal of making Arc de l'innovation the leading start-up incubator in Europe.
