BENCHMARKING JFK AIRPORT WORKS FOR WIDENING 3 OF 4 RUNWAYS WERE EXTENDED TO 60 M Seats available reduced Delays Flights Cancelled Airlines cost increased MCT increased Passangers Complains Air Traffic impact NEWS 10/29

BENCHMARKING JFK AIRPORT JIM STEVEN, NEW YORK PROJECT MANAGER Problem 1: Replace the runway the runway as quickly as possible while minimizing impact on travelers and airlines. Solution: Most runway replacement projects are completed a small section at a time, with work only taking place during the airport s off-hours, usually overnight and on weekends. For a strip as long as the Bay Runway, however, Steven says it would have taken as long as four years to finish the job, with the looming potential for disruptions to air traffic throughout that time. Planners chose a one-shot solution which will be less painful in the long-term, closing the runway for a four month stretch and working on it 24 hours a day, seven days a week. Three runways remain open to air traffic, and airlines agreed to maintain their slower winter schedules to help prevent bottlenecks. Problem 2: With hundreds of workers and as many as 75 construction vehicles moving in and out of the work area several times a day, every day, planners had to enable them to flow as smoothly as possible. Transversing the secure areas of the airport would require time-intensive searches with every trip, and adding that many vehicles to the airport s busy taxiways and runways would also disrupt air traffic. Solution: Project organizers cordoned off the Bay Runway with 2 1/2 miles of perimeter fence, separating it from the secure, active parts of the airport, eliminating the need for searches. They also built miles of temporary access roads to make it easy for trucks to move from exterior roads straight to the job site without disrupting fliers heading to and from the airport or aircraft movements on taxiways SOURCE: http://www.popularmechanics.com/flight/a5832/jfk-airport-runway-replacement/ 11/29

Minimum distance from the runway centre line to a holding bay, runway-holding position or road-holding position c. Where the code letter is F, this distance should be 107.5 m. Note. The distance of 107.5 m for code number 4 where the code letter is F is based on an aircraft with a tail height of 24 m, a distance from the nose to the highest part of the tail of 62.2 m and a nose height of 10 m holding at an angle of 45 or more with respect to the runway centre line, being clear of the obstacle free zone. a. If a holding bay, runway-holding position or road-holding position is at a lower elevation compared to the threshold, the distance may be decreased 5 m for every metre the bay or holding position is lower than the threshold, contingent upon not infringing the inner transitional surface. b. This distance may need to be increased to avoid interference with radio navigation aids, particularly the glide path and localizer facilities. Information on critical and sensitive areas of ILS and MLS is contained in Annex 10, Volume I, Attachments C and G, respectively (see also 3.12.6). Note 1. The distance of 90 m for code number 3 or 4 is based on an aircraft with a tail height of 20 m, a distance from the nose to the highest part of the tail of 52.7 m and a nose height of 10 m holding at an angle of 45 or more with respect to the runway centre line, being clear of the obstacle free zone and not accountable for the calculation of OCA/H.
