Minutes of Regular Meeting June 13, 2018 Present at meeting: Commissioners Michael Inners, Janine Banks, Lynda Morgan-Gardiner, Judi Reposa, David Borthwick-Leslie (arrived just after approval of the May minutes), Shannon Bundy and SOS Operator Warren Steadman and members David Banks, Mr. Provost (arrived as Warren was providing background on the 20 Kayak Rd. connection) and Gail Brisbois. Commissioner Andy Phypers was not in attendance (he notified Michael of his intended absence). Following the Open House at the plant where the facility was dedicated, named and a plaque honoring Warren Steadman was unveiled, Michael Inners opened the meeting at 6:45PM. It was held at the Warren B. Steadman Water Treatment Facility in Grand Isle, VT. An email sent to the Board from Warren June 14 th is attached to these minutes, as are photos of the presentation ceremony at the plant. Additions to the Agenda None Review of Meeting Minutes 1) Judi motioned to approve the May 9, 2018 meeting minutes and Shannon seconded the motion. All five Commissioners were in favor and the motion passed. Questions from User s 1) The owner of 20 Kayak Rd is planning to attend to talk about his connection: Warren gave us background. Mr. Provost arrived with a map of the area and explained the situation. He requested we charge for only one connection and the Board agreed to allow the duplex to have one connection and one meter with the owner building with provisions for a second meter and connection that will be required when the duplex changes ownership. The two apartments and the owner will figure out the one bill. He will be charged for two debt services and two base rates as per our policies. 2) Warren submitted procedures they have been using for Privates Lines to possibly become a Policy. We will review them and vote in July. Operator s Report SOS s full report is attached to these minutes, discussion ensued on a few items. 1. Seasonal home had a substantial leak in the meter pit. Warren believes it had frozen over the winter. 445,000 gallons registered as going through the meter however the frost plate had broken so the accuracy is unknown. A plumber winterized the house but was not familiar with meter pits and did not do anything to winterize it. There was extensive discussion as to where the responsibility for this situation lies. Consensus was to send the bill (approx. $2600.00) and send a letter explaining the bill and inviting the customer to attend a meeting to discuss arrangements. 2. Joe went to read the meter of an aggravated customer who had called Chrystal denying his water usage charges and he had a nasty run in with the owner and subsequently left quickly to avoid a scuffle. The customer also called Chrystal again and, scared for her safety, she left the office after the call. However, this threatening customer went to the SOS office later and apologized for his behavior so the Board decided to take no action at this time. In the future SOS operators will go to this customer in pairs or groups of three. 3. EPA testing for the non-regulated contaminant rule has begun. We are collecting samples so the EPA can test our finished water for cyanobacteria toxins. June 21 st is a review of sampling requirements and results at the health dept. Engineer s Report Nothing to report.

Treasurer s Report Andy was not present. Warren discussed a new entry on the budget spreadsheet. Michael commented we are largely on track as far as the budget goes. Old Business 1) AT&T renting space on Lovers Lane Tank: We have not heard a response to our last letter. New Business None Motion to adjourn was made at 8:09PM by Janine and seconded by Judi. GRAND ISLE CONSOLIDATED WATER DISTRICT MONTHLY ACTIVITIES REPORT MAY 2018 A: ACTIVITIES COMPLETED 1. Two samples were taken for coliform testing. Both samples were absent. Monthly backwash data was taken and the monthly report sent to the Watershed Management Division. The monthly Water Operations report was sent to the Water and Groundwater Protection Division 2. All the dead end distribution lines have been flushed. 3. GICWD water distribution line was marked for the Drawbridge Project. 4. SOS met with Island Excavating to let them know where a distribution line is located where they will be ditching. 5. The meter installation at 122 Allen Road was inspected and the water turned on. 6. The frost plate at 149 East Shore North was replaced. A separate report has been distributed concerning this repair. 7. Meter pit issues at Point Farm and 141 East Shore North were taken care of. 8. Minor meter repairs were made at Ladd s Landing. 9. A leak at 6 Tebeau Terrance was repaired by Santor Construction. The leak turned out to be on the homeowners side of the Curbstop. The owner was informed and will pay for the repair. 10. The meter was replaced at 6 Cooper Bay North. The owner waited too late to have the meter removed and froze. The owner been billed for the new meter. 10 The new shed has arrived. B. ACTIVITIES IN PROGRESS 1. LT-2 raw water samples are being submitted every two weeks. 2. The water has been hooked up at the new mobile home at 21 Star Road. We are waiting for a plumber to install the meter. 3. There are a number of connections and meter installations in the works that will require SOS presence. We are working with the contractors to schedule these events. C. ACTIVITIES PLANNED OR NEEDED. 1. The antenna for the Lover s Lane to Plant communication system is to be raised from the Bell Hill building to the power pole. 2. Meters will be read the week of June 11-13 3. The EPA sampling project begins this month. Samples will be taken twice a month for four months. The first sample bottles have arrived along with the shipping container. Samples will need to be refrigerated and shipped by Fed-Ex overnight to the designated lab. The samples are being analyzed for algae in our finished water. 4. We have discussed replacing the remaining master meters with Neagly & Chase. They are working on a plan for scheduling the work. One of the meter replacements, the West Shore Road MM will require that the water will be off for the duration of the work, most likely a few hours. D. BILLINGS AND COLLECTIONS 1. Accounts receivable as of June 6 is $19,808.56 2. On May 14 th 54 disconnect notices were sent out and pay arrangements were made for most of those accounts. 3. Six 24 hour disconnect notices were posted on June 6 th. Three customers were shut off on June 7. All three were turned on after payment arrangements were made. 4. No new liens were placed on or released from accounts in May.

I was caught completely be surprise with the tremendous honor that you bestowed on me. To have the Treatment Plant carry my name is an honor that makes the years that I have worked at the facility most meaningful. I know that you realize how much I enjoy the work. While sometimes situations arise that I could live without, I look forward to coming to work every day. Last night I inadequately tried to convey that I am only partly responsible for the successful operation of the system. I have always been encouraged by SOS to maintain excellence in both the operation and the relationships of the District. However, it is the Boards both current and past that deserve most of the credit. It is the Boards' leadership and guidance that is recognized around the State and is why the district received the Water Facility Excellence Award. It is the Board's proactive leadership, supporting our work that makes our work easy and why both Joe and I enjoy coming to work every day. Again Thanks for this honor. Warren
