RECOMMENDATIONS TO COUNCIL - 20 September 2016 a) Muritai Road - Proposed Bus Stop Relocation and No Stopping At All Times Restrictions (16/884) RECOMMENDED: Minute No. TRS 16401 That the Traffic Subcommittee recommends that Council approves the relocation of a Bus Stop and installation of the associated No Stopping At All Times Restrictions in Muritai Road, Eastbourne as shown in Appendix 1 attached to the report. b) Dublin Street/Wellington Road - Proposed Stop Control (16/937) In response to a question from a member, the Traffic Assets Manager advised there were no records of traffic accidents at the intersection. He said this was a safety issue as there was not clear visibility. RECOMMENDED: Minute No. TRS 16402 a Stop Control at the intersection of Dublin Street and Wellington Road, Wainuiomata as attached as Appendix 1 to the report. c) High Street - Proposed P120 Mobility Park and P120 Parking Restrictions (16/653) Members asked officers to review the mobility car parks in Lower Hutt and report back at a later stage. RECOMMENDED: Minute No. TRS 16403 That the Traffic Subcommittee recommends that Council: (i) (ii) (iii) approves the installation of a P120 Mobility Park Restriction in High Street, Lower Hutt as shown in Appendix 1 attached to the report; approves the installation of P120 Parking Restrictions in High Street, Lower Hutt as shown in Appendix 1 attached to the report; and asks officers to provide a report to the relevant Committee regarding the feasibility of establishing and maintaining a register of mobility parks in Lower Hutt to determine if they are still required.

3 31 August 2016 d) Knights Road - Proposed No Stopping At All Times Restrictions (16/704) RECOMMENDED: Minute No. TRS 16404 No Stopping At All Times Restrictions in Knights Road, Lower Hutt as shown in Appendix 1 attached to the report. e) Penrose Street - Proposed P120 Parking Restrictions (16/723) The Traffic Assets Manager elaborated on the report. RECOMMENDED: Minute No. TRS 16405 P120 Parking Restrictions, 8.00am 5.00pm from Monday to Friday only, in Penrose Street, Lower Hutt as shown in Appendix 1 to the report. f) Naenae Road - Proposed No Stopping At All Times Restrictions (16/875) RECOMMNDED: Minute No. TRS 16406 No Stopping At All Times Restrictions in Naenae Road as shown in Appendix 1 attached to the report. g) Eastern Hutt Road (Pomare Station) - Proposed No Stopping At All Times Restrictions (16/405) In response to questions from members, the Traffic Assets Manager advised this was a safety issue as parked cars were forcing vehicles to cross the centre line. He said Greater Wellington Regional Council and Council were investigating additional car parks around Pomare Station. RECOMMENDED: Minute No. TRS 16407 No Stopping At All Times Restrictions in Eastern Hutt Road, outside Pomare Station, as shown in Appendix 1 attached to the report.

4 31 August 2016 h) Wagon Road - Proposed No Stoppping At All Times Restrictions (16/655) RECOMMENDED: Minute No. TRS 16408 No Stopping At All Times Restrictions in Wagon Road, Stokes Valley as shown in Appendix 1 attached to this report. i) Eastern Hutt Road (Eldon Grove) - Proposed No Stopping At All Times Restrictions (16/743) RECOMMENDED: Minute No. TRS 16409 No Stopping At All Times Restrictions in Eastern Hutt Road, in the vicinity of the intersection with Eldon Grove, as shown in Appendix 1 attached to the report. j) Dowse Drive - Proposed No Stopping At All Times Restrictions (16/780) RECOMMENDED: Minute No. TRS 16410 That the Traffic Subcommittee recommends that Council approves the extension of No Stopping At All Times Restrictions in Dowse Drive as shown in Appendix 1 attached to the report.

5 31 August 2016 k) Mulberry Street - Proposed No Stopping At All Times Restrictions (16/786) Speaking under public comment, Ms Susan Austen, a resident from Mulberry Street, spoke in support of the No Stopping At All Times Restrictions on the north side of the street. She considered the No Stopping At All Times over driveways on the south side of the street were unnecesarry. The Traffic Assets Manager elaborated on the report. RECOMMENDED: Minute No. TRS 16411 That the Traffic Subcommittee recommends that Council: (i) (ii) approves the installation of No Stopping At All Times Restrictions in Mulberry Street, Maungaraki as shown in Appendix 3 (1C) attached to the report; and approves the installation of No Stopping At All Times Restrictions in Mulberry Street, Maungaraki as shown in Appendix 2 (1B) attached to the report.

6 31 August 2016 l) Belmont School - Proposed P5 Pick Up Drop Off, No Parking On Grass & No Stopping at all Times Restrictions (16/907) The Traffic Engineer elaborated on the report. RECOMMENDED: Minute No. TRS 16412 That the Traffic Subcommittee recommends that Council: (i) approves the proposed P5 Parking Restriction, 8.15am 9.00am and 2.45pm 3.15pm, school days only, outside Belmont School as shown in Appendix 1 to the report; (ii) (iii) (iv) (v) (vi) approves the proposed No Parking On Grass Restrictions outside Belmont School as shown in Appendix 1 to the report, approves the proposed No Stopping At All Times restrictions outside Belmont School as shown in Appendix 1 to the report, approves the existing Mini Roundabout outside Belmont School as shown in Appendix 1 to the report, approves the existing Give Way control outside Belmont School as shown in Appendix 1 to the report, and approves the existing No Stopping At All Times restrictions outside Belmont School as shown in Appendix 2 to the report. m) Block Road - Proposed Refuge Island and No Stopping At All Times Restrictions (16/933) RECOMMENDED: Minute No. TRS 16413 a Refuge Island and the associated No Stopping At All Times Restrictions in Block Road as attached as Appendix 1 to the report.

7 31 August 2016 n) Dowse Drive - Proposed P15 Parking Restrictions (16/908) Speaking under public comment, Ms Lisa Cavanagh, Principal of Maungaraki School, spoke in support of the P15 Parking Restriction. She said it would enhance safety in the area. She noted it would provide a space for chartered buses to park safely. In response to a question from a member, Ms Cavanagh considered the P15 time limit would provide flexibility to other users parking in the area. RECOMMENDED: Minute No. TRS 16414 P15 Parking Restrictions from 8:30am to 3:30pm, School Days Only, in Dowse Drive, Maungaraki as attached as Appendix 1 to the report. o) Dowse Drive - Proposed No Stopping At All Times Restrictions (16/930) In response to questions from members, the Traffic Assets Manager advised the length of the No Stopping At All Times Restrictions was to provide space for buses turning into the bus bay. He said two car parks could be retained. He confirmed that the building at 105 Dowse Drive had been removed and that the land was owned by Council. RECOMMENDED: Minute No. TRS 16415 That the Traffic Subcommittee recommends that Council: (i) (ii) (iii) approves No Stopping At All Times restrictions at the intersection of Dowse Drive and the access to Percy Scenic Reserve, Maungaraki as attached as Appendix 1 to the report; asks officers to review the No Stopping At All Times Restrictions at the intersection of Dowse Drive and the access to Percy Scenic Reserve, Maungaraki in one year s time; and asks officers to investigate options for the use of the land at 105 Dowse Drive, Maungaraki and report back to the relevant Committee.
