Furthermore, Council directed staff to facilitate a public information session with area stakeholders and present appropriate by-law amendments for the implementation of the program in the Sydenham District/Hotel Dieu Hospital Area. Public consultation has taken place and staff is presenting the by-law amendments required to support the approved on-street parking permit program. This report provides a summary of the feedback received through public consultation and recommends amendments to the parking by-law to establish time restriction regulations on unregulated streets in the Sydenham District/Hotel Dieu Area. RECOMMENDATION: THAT a by-law be presented to amend City of Kingston By-law 2010-128 A By-law to Regulate Parking, as amended, in order to apply appropriate parking regulations to implement the On- Parking Program in the Sydenham District/Hotel Dieu Hospital Area. REPORT TO COUNCIL Report No.: 13-279 August 13, 2013 - Page 3 - OPTIONS/DISCUSSION: City Council approved the following recommendations in Report EITP 13-008 regarding a new On- Parking Program for Kingston: THAT the Environment, Infrastructure & Transportation Policies Committee recommend that Council approve the City of Kingston s On- Parking Program, including the parking management principles, objectives and operating guidelines as outlined in Report EITP 13-008; THAT staff facilitate a public information session with area stakeholders, prior to presenting to Council the appropriate by-law amendments for the implementation of the program in Area 1 Sydenham District/Hotel Dieu Hospital Area. Staff facilitated a public information session at the Central Branch of the Kingston Frontenac Public Library on Monday, June 24, 2013. Approximately 20 people attended the presentation, which outlined the program details and rationale, the proposed parking regulation changes, and an explanation of how permits will be allocated. Maps were provided to illustrate the existing and proposed parking regulations for each street within the area. Summary of Stakeholder Comments a) Public Information Session: The public information session included a lengthy discussion on how permits will be allocated. Residents expressed concerns regarding their ability to secure on-street parking for their own use and for visitors. In response, staff explained that the uptake of the current residential pilot program has been low, and the permit allocation guidelines have been designed to redistribute and balance parking needs. Furthermore, staff will monitor the permit program participation rates and occupancy in the area, and will adjust the permit allocation guidelines if necessary. Residents also expressed concern regarding the width of the travel lane, especially during winter, on sections of Earl where staff was considering permitting parking on both sides. In response to this concern, staff decided to defer this recommendation and will monitor the need to increase the total number of available spaces, based on the program participation rates and observation of how the streets are used over the winter period. Residents expressed their desire for the City to revisit its policy about restricting parking on city streets during the winter, to which staff advised that no consideration is being given to review this policy at this time. Some residents expressed support for the program, primarily those who live on streets that currently experience capacity parking because their street is unregulated. The BIA expressed no concern and is generally in support of the program. c) Hotel Dieu Hospital: The on-street permit program was identified as one of the solutions to address concerns about the availability of patient parking in the Chown Parking Garage. City staff continue to work with staff of Hotel Dieu Hospital (HDH) to relocate HDH permit holders from the Chown Garage to on-street permits. The objective is to relocate 20 of the existing 60 permit holders to on-street spaces, so the Chown spaces will become available for short-term parkers. Based on an average stay of 2 hours, each parking space can accommodate 4 parkers per day. Therefore, 20 parking spaces could accommodate approximately 80 additional short-term visits each day. Parking Regulation Changes A majority of the streets within the proposed area already include parking regulations that provide time or use restrictions. These regulations are an important component of the program to ensure that long-term parking is primarily available for residents and permit holders. Without regulations, there will be spillover on streets that are unregulated and the continued experience of capacity parking by longer-term parkers who arrive early in the day. When drafting the parking regulation changes, staff attempted to: Minimize the impact on neighbourhood residents by making as few changes as possible to support the approved program operating guidelines. Simplify the regulations, where possible, to provide clarity for parkers and to reduce sign clutter. The Operating Guidelines as outlined in Report EITP 13-008, state that the closest parking to a demand generator is to be designated shorter term, such as 2-3 hour parking, managed by Pay & Display. Two blocks on King East are recommended to change from 1-hour parking to 3-hour parking. The remaining blocks will have varying time restrictions, as identified below, to address parking needs for land uses such as schools and bed & breakfasts, and to allow by-law officers sufficient time to adequately monitor and enforce zones within the area. No Parking 9 to 10 AM; 1 to 2 PM No Parking 10 to 11 AM; 2 to 3 PM No Parking 11 AM to 12 PM; 2:30 to 3:30 PM Permit holders will be exempt from the parking restrictions, allowing them to park all day. Other parkers may legally park on the time-restricted streets, free of charge, provided they abide by the time restrictions. Council Meeting 18 August 13, 2013 13

Program implementation will be phased in area by area, and each will include a public information session to explain the program and proposed parking regulation changes. Following the public information session, staff will finalize and present by-law amendments to Council. Once approved, permit sales will begin and signage will be installed. The recommendations in this report are required to support the implementation of the Permit Program in Area A. Subject to Council approval of the by-law amendments, permit sales will begin in mid-september to take effect October 1, 2013. Signage will be installed during the last two weeks of September. Implementation is expected to occur in the following areas as identified below: Area B Queen s/kgh Area (Implementation Spring/Summer 2014) will help manage displaced parkers when parking is reduced on Brock/Johnson and University Avenue to support the installation of cycling lanes. Area C McBurney Park/Providence Manor/OHIP Area (Implementation Fall/Winter 2014) Area D St. Lawrence College Area (Implementation Spring/Summer 2015) Area E St. Mary s of the Lake Hospital Area (Implementation Fall/Winter 2014) EXISTING POLICY/BY LAW: By-law 2010-128 as amended, A By-law to Regulate Parking NOTICE PROVISIONS: N/A ACCESSIBILITY CONSIDERATIONS: N/A FINANCIAL CONSIDERATIONS: The cost of purchasing and installing new signage will be covered by incremental parking permit revenue.
