Proposed by Cllr Barbara Marshall. Seconded by Cllr Arthur Renshaw. All in favour. Declaration of Interests None at present. Matters Arising Cllr Ken Rudman entered the meeting room. Defibrillator. Chairman invited Mr Jamie Richards, AED Donate (a charity based in Stone) to speak. Mr Richards gave an informative presentation regarding the background to AEDDonate, the different defibrillators and cabinets, the catchment area of help (200 metre core area which could be extended to 500 metres), cost of replacement pads (currently 35.00 but hoped that following a community maintenance funding meeting tomorrow this would be free), can install the defibrillator in a variety of ways. Cabinet has a high score against vandalism, 10 year warranty, lifetime guarantee on the lock, lock can be coded or just open, a siren could be installed on it (not standard and no extra cost). Defibrillator has a 4 year battery life. Parish Council would have to carry out checks on the equipment and cabinet preferably weekly but monthly would be acceptable. Mr Richards thought that insurance cover through the Parish Council would be minimal. AEDDonate offer a whole one-stop project covering the setup of a funding webpage, funding packs, electrical installation, registration of unit with the Ambulance service, delivery and training, provide a weekly check sheet and helpdesk at no extra charge. Chairman thanked Mr Richards for providing a good understanding of what AEDDonate provide. In principle the Parish Council was very interested in the project although questions were raised regarding the number of residents who would potentially benefit given the 200 metre core area. Mr Richards to plot on a map two different 200 metre catchment areas of help. Action Mr Richards. Mr Jamie Richards left the meeting room.

On 21 May 2018 SCC Rights of Way advised that they had raised the issues again with the Ranger. No. 7 re broken stile. On 10 July 2018 SCC Rights of Way acknowledged the issue. No. 38 re various issues. On 1 August 2018 SCC Rights of Way assessed the enquiry as A1: We aim to carry out an inspection within 2 working days with resolution or priority lowered within 5 working days. Action Parish Clerk to obtain an update. Police report for Crown Ward. Concern was raised regarding the inclusion of HMP Dovegate in the data for the Parish. Action Parish Clerk to contact PC Rich Lymer regarding the figures. Accounts for Payment Receipt: Donation from North Staffs and Cheshire Traction Engine Club - 100.00 Klondyke Mill Payments: BT Payment Services Ltd, Parish telephone line 98.33 The above account was paid by Direct Debit on 28 December 2018. Payment proposed by Cllr Chris Norris and seconded Cllr Barbara Marshall. All in favour. Planning Applications and Related Matters Decision Notice: P/2017/01193: Retention of building and change of use to functions building ancillary to the public house (Noise Report received 30.01.18 and Additional Information received 15.02.18). The Swan, Main Road, Draycott in the Clay. Refused. East Staffs Brownfield Land Survey. Response received from Naomi Perry, ESBC explaining the role of the SHLAA and the Brownfield Register. Action Parish Clerk to enquire with ESBC as to when the next edition of the SHLAA will be issued. P/2018/00940: Construction of a Solar Farm etc. Marchington Solar Farm, Station Road, Draycott in the Clay. Response awaited from the company following a request for an ex-gratia payment. Circulars Received None. Highway / Traffic Matters SCC Scheme re A series of Permanent Traffic Regulation Orders (TRO) to reduce traffic speed and increase traffic and pedestrian safety / 30mph Feasibility Study Interim report / Playing field signage on A515. TRO Consultation D6661T A515-B5017. SCC has advised that an advert is planned to be placed in the Burton Mail on 23 January with the deadline for any comments / objections set at 13 February. Draft letter of the consultation and plans to be sent to the Parish Councils prior to the 23 January. SCC has advised that they will be consulting with residents affected by the potential layby extension works. Action Parish Clerk to request that the Parish Council would like to be appraised on these details A515 Draycott in the Clay Construction Works. County Cllr Philip Atkins has advised that the bollard works will proceed. Stubby Lane relief road. No further update from SCC. Borough Cllr Gordon Marjoram confirmed that there had been no meetings with County Cllr Julia Jessel. It was noted that HGVs were again grounding when turning right out of Stubby Lane on to the A515 and causing problems with the surface of the highway. It was noted that at least one set of traffic count strips had been put down on Stubby Lane (east of the K&N site). Correspondence has been received from a Parishioner expressing great concern about the amount of HGV traffic using Stubby Lane and damage being caused to the highway. Action Parish Clerk to send a reply to the Parishioner.

Staffordshire Freight and Communities Forum / A515 Working Group. Response received from County Cllr Mrs Julia Jessel. Scheme to be implemented by the end of February the Parish Council waits to see the effect of this. Discussion took place and Cllrs agreed to write again to County Cllr Philip Atkins regarding a 30mph limit on the A515. Action Chairman to draft a response, circulate to Cllrs for final approval and submission. Balfour Beatty re recent A50 Diversion. Carried over from September meeting: Chairman offered to re-contact Mr Graham Hunt, SCC regarding Balfour Beatty comments that they had tried to apply to SCC for a Temporary Traffic Regulation Order (TTRO) to mandate a 30mph speed limit along the current 40mph stretches through Birch Cross and on Stubby Lane, but due to issues with SCC s website and SCC s time constraints the application was not submitted due to the short timescale. Action Chairman. Hortons Estate Limited re Permissive route and hedge, Stubby Lane. Response received from Mr Richard Norgrove. Action Parish Clerk to follow up. Two blocked drains in Stubby Lane. Calls have been logged with SCC Highways Team call refs: 4108689 near to The Cedars, Stubby Lane Call has been update - Fault categorised by inspector. Awaiting works to fix the fault. 90 days from 29 May 2018 ends 27 August 2018. 4105223 near to Kuehne & Nagel site entrance - Fault categorised by inspector on 15 March 2018. Awaiting works to fix the fault Category 3. 90 days ended on 13 June 2018. On 10 July 2018 Highways advised that issue was still ongoing. It was noted that a cleaning vehicle had been along Stubby Lane. A comment was raised that one of the drains had been missed details to be sent Highways. Action Cllr Sue Fulford and Parish Clerk. Overgrown hedge, Moreton Lane opposite the Biffa site entrance. A call has been logged with SCC Highways Team ref. no. 4140046. SCC has advised that they sent a letter to the landowner on 13 November 2018. It was noted that the hedge had still not been cut back. SCC to be advised. Action Parish Clerk. Woodedge Lane junction with Stubby Lane. SCC has responded saying that the work will be done on safety grounds in the near future. Regarding the matter of a sign that was destroyed during the accident Cllrs agreed to ask SCC to consider erecting a different warning sign more appropriate to the layout of the highway at this location. Action Parish Clerk. Village Facilities, Maintenance and Landscaping Weekly inspection reports. Inspection reports received. Cllrs discussed the issue of missing screw caps and agreed not to follow this up.

Wicksteed has acknowledged the order placed and confirmed that the ground would be fully compacted to maintain the embankment / integrity of the mound. 2) Zip wire - braking mechanism, seat height and cable stop. Cllrs discussed the response from the contractor regarding the traveller brake and agreed for the existing brake to be put back, but to request that the tyre which is squished be replaced. Action Parish Clerk. Funding for replacement of play equipment. Cllr Ken Rudman reported that to replace the 2 bay 4 seat swing would be in the region of 4,000.00. Cllr Sue Fulford offered to pursue the replacement of play equipment through the Big Lottery Fund and added that she would base her assessment on the equipment life span recommended in the annual inspection report. Action Cllr Sue Fulford. Gap in boundary fence. Quote awaited. Willshee s re Annual Non Notifiable Waste Transfer Note. Parish Clerk has signed off the document on the Parish Council s behalf.
