Helsinki-Tallinn Tunnel The Finest Bay Area Development Project Company (private), which is planning a railway tunnel under the Gulf of Finland, announces that it has agreed to a EUR 15 billion financing tunnel with the Chinese investment company Touchstone Capital Partners (TCP). 14
