It was agreed to advertise the vacancy more widely for possible appointment at the July 2015 meeting. ACTION: Clerk to advertise the lor vacancy more widely PC 06.15.07 FINANCE REPORT Current Account - 5000.00 Deposit Account 97,912.59 PC 06.15.08 FINANCE COMMITTEE REPORT The Chair informed the Council that the Finance Committee meeting had taken place on 27 May 2015. The following issues were discussed: Page 3 of 9

Bank Signatories JP and JVDT were agreed as new signatories to replace Trevor Nobbs and Paul Revell. Staff appraisals will be arranged in the coming weeks The Committee agreed to undertake a review of staff salaries to bring them in line with national rates The Chair confirmed that there had been some recent changes to staff salaries but that this was as a result of tax changes The Chair confirmed that the committee had agreed to pay for the planning application due to be submitted by the VHMC for disabled facilities at the Village Hall PS reviewed the Audit procedures for the Council and confirmed that the financial information will be submitted for internal audit this week, and then will be sent for external audit by the end of the year PS reviewed the financial documents that had been previously circulated to Councillors. It was noted that income had been greater than anticipated, and expenditure had been lower than expected, thus leaving a surplus. Following discussion it was agreed that this would be set aside for three possible areas: o Legal funds (in preparation for future advice needed re: the Brantham Regeneration Area) o GPL Play area o VH Improvements It was agreed to refer this to the Finance Committee s next meeting for agreement. The next meeting of the Finance Committee will take place on 24 June 2015. PC 06.15.09 REPORT FROM BML REPRESENTATIVE RC stated that he had attended the recent annual meeting of the Club. The meeting showed that the various sporting sections of the club are still well-supported. BML reported a small loss in the previous year, and confirmed that they will be aiming to address this by joining with Needham Market and creating a football academy. PC 06.15.10 RECREATION SUB COMMITTEE REPORT Nothing to report. PC 06.15.11 PUBLIC TRANSPORT OFFICER REPORT Nothing to report PC 06.15.12 SALC REPRESENTATIVE REPORT The Chair confirmed that she would attend a meeting on 08 June 2015 and would report back at the next PC meeting. PC 03.15.13 SAFER NEIGHBOURHOOD TEAM REPORT Page 4 of 9

CP confirmed that there had been a meeting on 20 May 2015, however she had been unable to attend. The minutes showed that most discussion had centred around Benton Street in Hadleigh. The next meeting will take place on 22 July 2015 at BLC and CP will attend. CP informed those present that Suffolk s Police and Crime Commissioner, Tim Passmore is staging a series of seven public meetings across the county through May and June. The Babergh event will take place on Wednesday 10 June 2015, in Hadleigh Town Hall. ACTION: Clerk to add the details of this meeting to Facebook PC 06.15.14 PLANNING COMMITTEE REPORT The Planning Committee met on 27 May 2015. The following Planning Application was considered: B/15/00512/FUL Land West of Bramerton, Ipswich Road Erection of 1 detached single storey dwelling PC RECOMMENDED REFUSAL on basis of 'Garden Grabbing' as set out in Coalition Agreement (2010) The following planning results were received: B/15/00186/FUL/LJB. 3 Bungalows north of 1-6 Ipswich Rd, Brantham. APPROVED (PC RECOMMENDED REFUSAL) B/15/00266/FHA 4 Ipswich Road, Brantham Drop kerb for vehicular access APPROVED (PC RECOMMENDED APPROVAL) B/15/00263/FUL Brantham Regeneration Area Update of Transport Assessment No action required by Council as general points dealt with in Council Response. PC 04.15.15 VILLAGE HALL MANAGEMENT COMMITTEE REPORT JH gave the following update: Full plans have now been received for the disabled facilities at the Hall. These will be submitted to Babergh s planning department in the near future To date one quote for the work has been received at just over 21,000. Two further quotes should arrive in the near future. The Committee has been communicating with Village SOS and Community Action Suffolk regarding a grant for the works and will be in touch with them when planning permission has been received The recent film night was well-attended and made a reasonable profit. The next film will be The Theory of Everything, showing on Wednesday 17 th June. There will be no film night in July because the hall will be closed for the whole of the month for redecoration. Further cupboard space will be provided in the downstairs kitchen for some of the hall s users The next meeting of the VHMC will take place shortly PC 04.15.16 CORRESPONDENCE TO NOTE/ACTION The Clerk reviewed the correspondence that had been received in March 2015 (copies had been circulated to Councillors prior to the meeting): 1. An email from a local resident re: the survey results for the GPL Play area survey. Included for information 2. A letter of thanks from Ipswich DAB for the donation made by BPC. Included for information. 3. An email from a local Scout leader about a tree in the grounds adjacent to the Scout and Guide hut that needs to be cut down. Included for information. 4. An email from DWhymark at BDC re: the litter bin at Palfrey Heights and the Pipe and post fencing at Cattawade Street. Following discussion it was agreed that the litter bin should be installed at Palfrey Heights, in addition to the current Dog Litter bin. ACTION: Clerk to purchase litter bin and arrange for installation 5. An email from a local resident re: the road sign at Pine Close and road markings. Included for information. 6. An email from Peter Garrett at Babergh District Council. Included for information. 7. An email requesting access to the Plaques that were previously in place on the Brantham Memorial at the Industrial Site. ACTION: Clerk to discuss with RKeeble 8. An email from DSmith at BLC requesting the use of the lower playing field as a car park for a Junior Football 5 a-side football tournament on 04.07.15 and for the Fireworks event on 07.11.15. Following discussion AM proposed that this should be agreed, this was seconded by MA and unanimously agreed by the Council. ACTION: Clerk to inform BLC of this decision. Page 6 of 9

PC 05.15.17 MISCELLANEOUS CORRESPONDENCE All miscellaneous correspondence by email had been forwarded to Councillors during the month and the Council reviewed the circulated list. The Chair highlighted that the current arrangement of providing an overview sheet for Councillors to review is time-consuming for the Clerk, and not particularly useful for Councillors. Following discussion it was agreed that these would not be used in future. PC 06.15.18 INDUSTRIAL SITE UPDATE The Chair confirmed that the Working Group had met and a response to the planning application had been drawn up and submitted. The Chair extended thanks on behalf of the to AM for his hard work in this area. Following discussion it was agreed to contact BDC for an update on what the next step will be. ACTION: Clerk to contact BDC PC 06.15.19 DOG LITTER ISSUES IN GPL Following a site visit JP updated the Council on what he felt was the best way to direct dog walkers to dog litter bins in the area. It was agreed that if possible a sign should be placed on a lamppost at the end of GPL. ACTION: Clerk to confirm whether this is possible with SCC PC 06.15.20 GPL PLAY AREA CP stated that the Recreation Committee will be undertaking a site visit in the near future to agree how to go forward. A working group will be set up including reps from the PC, from the local area and will hopefully include some users of the park. PC 04.15.21 PARISH COUNCILLOR TRAINING The Clerk informed the Council that bespoke training will take place on a Saturday 9am 1pm. The Council reviewed the dates available and agreed the 11.07.15 would be the most appropriate.
