CHAPTER I - GENERAL 1. Purpose This Staff Instruction is issued to provide guidance, information and procedures required to be followed in applying for validation and conversion of Aircraft Maintenance Engineer licences, certificates, ratings and authorizations issued by a foreign Contracting State. 2. References a. Civil Aviation Safety Regulation (CASR) Part 65. b. Annex 1 to the Convention on International Civil Aviation. c. Advisory Circular 65-1. d. Application foreign personnel licence validation form. 3. General Applicants for the grant of licences or ratings, certificates or authorization issued on the basis of a current license or certificate issued by a foreign Contracting State, should apply in writing. The application will be assessed: a. To ensure that the licence or certificate has been issued by another Contracting State; b. To ensure that the document is valid; c. determine the extent of rating coverage that may be granted. Applicants will be required to complete a fit and proper person Directorate Airworthiness and Aircraft Operations, and satisfy the Director General that the issue of the document is not contrary to the interests of safety. Once the assessment has been completed the applicant will be required to pass a written examination in Air Law and Airworthiness Requirements and an oral examination covering the person s understanding, and practical application, of the duties and responsibilities exercised by the holder of the licence or certificate ratings and authorizations. CHAPTER II - GUIDANCE AND PROCEDURES 1. General Information Under Civil Aviation Safety Regulation Part 65 sec. 65.45 the DGCA may validate a foreign licence or certificates, ratings and authorizations issued by another Contracting State, by issuing a validation licence or certificate which shall be carried with the foreign licence, with limitations or restrictions imposed as appropriate. 2. Validation Information a. A licences or certificate of validation is issued to applicant who holder of a foreign Aircraft Maintenance Engineer licences or certificates, ratings and authorizations; b. The Authority may grant a validation licence or certificate with privileges to an individual, based on a foreign licence or certificate of an ICAO Contracting State. A validation licence is a means of recognising a foreign licence and tgiving authority to the holder to use the foreign licence to : 1) Perform or supervise the maintenance of an Indonesia registered aircraft or component, and 2) Release an Indonesia registered aircraft or component to service after maintenance has been performed. 3. Verification of the Foreign Licence The Authority will seek the authenticity of the foreign licence and certificate presented for validation to be confirmed by the state of issue. 4. Eligibility for the Licence of Validation a. An applicant for a certificate of validation or conversion of a licence is required to meet the specific eligibility, knowledge, competency and experience requirements for the issue of certificate of validation or DGCA licence based on the foreign licence under Regulations CASR Part 65. b. For a Certificate of Validation 1) The foreign licence must be valid and current; 2) The foreign licence or certificates, ratings and authorizations issued by contracting state and met an Annex 1 to the Convention on International Civil Aviation; CHAPTER II II-1
3) Any limitations on the foreign licence will apply as appropriate; 4) The certificate or licence of validation will authorize the applicant to the aircraft types physically endorsed on the foreign licence and which are on Indonesia registered aircraft, as specified in CASR 65.45; 5) The applicant must be current in maintenance activities and meet in full the experience requirements and qualifications for DGCA Aircraft Maintenance Engineer Licence, for which the privileges are sought; 6) The applicant for a certificate of validation for AMEL privileges must pass Indonesia Air law examination. 5. The Knowledge Test for the Validation The theoretical knowledge test on technical subjects and air law or Airworthiness Requirements and an oral examination covering the person s understanding will be conducted as per Civil Aviation Safety Regulations applicable to issuance personnel licence. 6. The Practical (Skill) Tests (If Required) The skill test for the licence privileges sought will be conducted by an examiner authorized by the DGCA. 7. Application Requirements The applicant is to submit to the DGCA the following documents attached to the application form: a. A properly completed prescribed application Form; b. Letter recommendation and reason for application from company; c. The foreign licence to be validated; d. The relevant medical certificate, if required; e. A knowledge test report and/or practical test report; f. Personal technical experience records shown on the Application Form; g. Two (2) passport size recent photographs (full face); h. Passport issued by country citizen of applicant; i. Company Identification Cards or other company identification document; and j. The DGCA appropriate fees. CHAPTER II II-2
8. The Applicant s Identity Present a photo Identity Card or a Passport as a form of identification, details of which should be the same as the personal information provided on the prescribed application form; and if the applicant s identity cannot be verified, the application will be rejected, and the applicant will have to return with the proper identification. 9. Discrepancies or Ineligibility If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be resubmitted until the discrepancy has been rectified. 10. Validity of the Licence or Certificate of Validation The validity of the certificate or licence of validation shall be for the same period as the foreign licence being validated for Aircraft Maintenance Engineer Licence privileges, or for a maximum period determined by DGCA for the maintenance activity conducted under an Air Operator Certificate (AOC) holder. 11. Issue, Of a Certificate of Validation When an applicant has satisfactorily met all requirements for the Validation, and the prescribed application form has been completed and presented to the DGCA, the applicant is advised to pay the prescribed fees, after which the certificate of validation or a licence is issued.
