May 2018 Report to the Board of Directors Recommendation to Award Contracts for Electronic Security Systems Maintenance, Support, and Network Administration At Washington Dulles International Airport and Ronald Reagan Washington National Airport

Purpose The Business Administration Committee approved and recommends that the Board of Directors approve contract awards to M.C. Dean Inc. of Tysons, Virginia (MC Dean), to provide maintenance, support, and network administration for the Electronic Security Systems (ESS) at Washington Dulles International Airport (Dulles International) and Ronald Reagan Washington National Airport (Reagan National). This award will be for two contracts, each with a two-year base term with two one-year option periods.

Background Transportation Security Administration (TSA) regulations and directives require airport operators to control access and to prevent and detect unauthorized entry, presence and movement within the secure areas of the airport. Dulles International and Reagan National each have a complex ESS to achieve a safe and secure operating environment at the Airports. The TSA routinely conducts inspections and assessments of the ESS for regulatory compliance.

ESS components include: Identification badging, Card readers, Background - continued Access control and alarm monitoring, Cameras and video management, and Associated hardware and equipment that allows for the integrated operation of the systems. The selected Contractor will provide equipment maintenance, product support, systems administration and network administration services under the direction of the Airports Authority.

Discussion In May 2017, the Committee concurred with the pre-solicitation terms for full and open competition utilizing a best value competitivelynegotiated procurement method. The solicitation included a 20 percent Local Disadvantaged Business Enterprise (LDBE) participation requirement. A Request for Proposals was issued on September 27, 2017, and technical proposals were received on October 31, 2017 from three firms.

Evaluation Technical proposals were evaluated by an Evaluation Committee (EC) based on the following criteria: Past Performance and Prior Experience Management Plan One proposal lacked a demonstrated understanding of the technical requirements and failed to meet the standards of evaluation criteria. As a result, the proposal was determined to be unacceptable and was eliminated from further consideration.

Evaluation - continued The remaining Offerors were then required to sign and return a Non- Disclosure Agreement for Sensitive Security Information (SSI) and were given 15 calendar days to submit updated technical and price proposals, taking into account the SSI. Updated technical proposals were received on January 26, 2018 and were evaluated based on the following criteria: Updated Management Plan Project Understanding Training and Certification

Evaluation - continued The EC determined that both Offerors provided equally acceptable technical proposals for the performance of the services. Price proposals were separately evaluated by the Contracting Officer, and it was determined that MC Dean provided the lowest price for the requirement.

Evaluation - continued The annual cost of each contract depends upon actual expenses incurred as a result of the system maintenance and repairs at both Airports. Based on historical data, the cost of the two-year base term is estimated not to exceed $9,949,283 for Dulles International and $6,323,707 for Reagan National. The total combined value for both contracts, including the base terms and the two one-year option periods, is estimated not to exceed $30,692,672.

Evaluation - continued MC Dean has provided ESS services at many regional and national facilities for more than 30 years, including Atlanta, Dallas/Fort Worth, Salt Lake City, Orlando and Miami airports, as well as the U.S. Air Force and Navy, the Pentagon Reservation and others. MC Dean also has direct experience designing, installing and integrating ESS infrastructure at Dulles International and Reagan National. MC Dean has proposed to meet the 20 percent LDBE participation requirement with certified LDBE firms.

Recommendation The Business Administration Committee approved and recommends that the Board of Directors approve contract awards to MC Dean Inc. of Tysons, Virginia, to provide maintenance, support, and network administration for the Electronic Security Systems at Washington Dulles International Airport and Ronald Reagan Washington National Airport.

Proposed Resolution Selecting a Firm to Provide Electronic Security Systems Maintenance, Support, and Network Administration at Washington Dulles International Airport and Ronald Reagan Washington National Airport WHEREAS, Transportation Security Administration (TSA) regulations and directives require airport operators to control access and to prevent and detect unauthorized entry, presence and movement within the secure areas of the airport; WHEREAS, Washington Dulles International Airport (Dulles International) and Ronald Reagan Washington National Airport (Reagan National) each have a complex electronic security system to assist in achieving a safe and secure airport and compliance with TSA regulations and directives; WHEREAS, In May 2017, the Business Administration Committee concurred in the pre-solicitation report for the provision of maintenance, support, and network administration for the Electronic Security Systems at Dulles International and Reagan National; WHEREAS, A 20 percent Local Disadvantaged Business Enterprise participation requirement was established for this full and open solicitation; WHEREAS, The Evaluation Committee reviewed and evaluated the proposals submitted in response to the solicitation; and WHEREAS, The Business Administration Committee received the results of the Evaluation Committee s evaluation of the submitted proposals and a staff recommendation, and recommended that the Board of Directors approve the selection of M.C. Dean Inc. of Tysons, Virginia; now, therefore, be it RESOLVED, That the selection of M.C. Dean Inc. to provide maintenance, support, and network administration for the Electronic Security Systems at Dulles International and Reagan National for two contracts, each with a two-year base term with two one-year option periods, at a combined value estimated not to exceed $30,692,672, is approved; and

2. That the President and Chief Executive Officer is authorized and directed to enter into contracts with M.C. Dean Inc., consistent with the terms presented to the Business Administration Committee at its April 18, 2018 meeting.
