Minutes of the meeting of the Above Derwent Parish Council held on the 18th May 2011. 26/11/12: RESOLVED that the minutes of the Parish Council Meeting held on 18 th May 2011 (Pages 1-5) in the Victory Memorial Hall be confirmed as a correct record and signed by the Chairman. PUBLIC PARTICIPATION 27/11/12: No members of the public in attendance. Police No Police in attendance. 28/11/12: RESOLVED that the following information be received and noted:- There have been no crimes reported in the Above Derwent Parish but the police advise vigilance re unattended motor vehicles. Residents are asked to also advise their visitors of the importance of not leaving valuables in parked cars. National Trust/National Park Representatives No report received from National Park, but apologies received from Ranger, Pete Barron. 29/11/12: RESOLVED: that the following report be received from National Trust Representative Roy Henderson:- An experimental water treatment plant has been installed at Force Crag Mine, the aim being to try to strip out some of the heavy metal pollutants from the water course. The situation is being monitored on an ongoing basis. He is still trying to get resolution on the work to re-direct the Old Mill Race at Coledale. Roy was thanked for his attendance which is much appreciated. 30/11/12: RESOLVED: that the following report be received from Geoff Davidson and Margaret Throp who attended the North Distinctive Area Parish Tour on 9 th June 2011:- the tour concentrated on flooding and flood repair issues in Borrowdale and Keswick and was interesting in itself and it is possible that some of the issues that arose could also be useful to Above Derwent and the Above Derwent Flood Group. It was 6

nevertheless useful to see the work that was being undertaken and to meet members of the LDNPA. Ward Representatives 31/11/12: RESOLVED:- To receive the following report from Cumbria County Councillor, Ron Munby: Although Allerdale has 4m allocated as a rescue plan for road repairs, he has not seen any immediate plans for how or where this will be spent. However he is happy to take up individual issues on behalf of residents with the acting Highways Manager, Andrew Smith. The Amey contract was due for renewal and Mr Munby was advised of local concerns re the lack of quality of certain works which have been undertaken on roads within the parish over recent years. 32/11/12: RESOLVED:- To receive the following report from Allerdale Borough Councillor, Tim Heslop: The new administration has not yet produced an amended budget, so there is little to report at present. He knows of no immediate plans to alter the current arrangements for refuse collections, although this may change when a new facility opens north of Carlisle in spring 2012. Negotiations are ongoing with Tesco re a Workington store. ( 20 cheque number 100913) and Above Derwent Flood Group ( 500 cheque number 100912) 36/11/12: RESOLVED:- That certain regular expenses that have been previously approved at a council meeting (e.g. Clerk s Salary, Clerks Home Office Expenses and Grasscutting instalments) should be paid by standing order. 37/11/12: RESOLVED:- That the clerk purchase a new printer scanner to replace the defunct HP Officejet printer (purchased January 2008) at a cost not to exceed 150. 7

Village Matters General - Parking issues throughout the parish 38/11/12: RESOLVED:- that enquiries be made about the practicality of re convening the Hawes End Parking Group to address ongoing issues in region of Cat Bells GD 39/11/12: RESOLVED:- that the Parish Council offer to work with the school in Braithwaite re the voluntary parking scheme on school premises at evenings, holidays and weekends. 40/11/12: RESOLVED:- that a traffic working party (Pauline Soulsby, Keith Harryman and Geoff Davidson) identify a list of traffic issues of concern (including speeding, parking etc) and investigate possible solutions with a view to convening a formal meeting with Highways. The working party to seek support/information from the police (new Commander being Steve Johnson). PS In the meantime, Clerk to follow up with Highways Agency the proposal that traffic islands be placed on the A66 by the Braithwaite village/memorial Hall turnings. - Whinlatter follow up meeting 27 th July 2pm for 2.30 41/11/12: RESOLVED:-to hold the meeting at the Victory Memorial Hall, if possible. - Grass cutting severe problems with dog fouling at Portinscale turning area and in Braithwaite above Coledale to the top of the village 42/11/12: RESOLVED:- to take the following action: investigate whether fliers can be placed in holiday cottages; request that the Dog Warden attend the parish and, if appropriate, commence prosecutions against offending dog owners; prepare laminated signs to be placed at the areas of concern; ensure disposal bags are available at as many places as possible; request more dog waste bins; publicise the problem. - Grass cutting dead tree (Silver Birch) near dam 43/11/12: RESOLVED:- to request National Trust remove this Braithwaite - Road surface, Methodist Chapel to Coledale Inn 44/11/12: RESOLVED:- Clerk to report to highways and obtain reference number - Drain on Newlands Road 45/11/12: RESOLVED:- clerk to request highways investigate this. - Placement of Flood Sack storage containers in Braithwaite Village (ADFG) 46/11/12: RESOLVED:- that the Above Derwent Flood Group be given the support of the Parish Council in placing three Flood Sack bins in Braithwaite. - Section of old road and obstruction issues (A66 by Braithwaite exit) 47/11/12: RESOLVED:- that Joe Bennet will explore the issue with David Bell of Highways. JB Clerk s Report & Update 48/11/12: RESOLVED:- Clerk to investigate with Derwent 7, any appetite to pursue availability of a grant as a Neighbourhood Planning Front Runner (in liaison with LDNPA). 49/11/12: RESOLVED:- that a response be issued to government s proposals to make it easier to change the use of premises from commercial to residential outlining main 8

concerns namely possible loss of village facilities and employment opportunities, increase in properties not permanently occupied, affordability. 50/11/12: RESOLVED:- Clerk to join Society of Local Council Clerks 51/11/12: RESOLVED:- to publish reports of Council Business after each meeting in the Reminder, the Parish magazine and on the website. 52/11/12: RESOLVED:- to include lists of action undertaken and action pending in future agendas and to include an indication when action is required by clerk or councillors in future minutes. 53/11/12: RESOLVED:- no response necessary to government s proposals re local council audit after Audit Commission is abolished after 2012.
