Open Questions & Collecting Lessons Learned 2nd joint ICAO EUR PBN TF EUROCONTROL RAiSG meeting Rick Farnworth EUROCONTROL 12-14 March 2014
Summary Objective List of Open Questions Options for making Information available Review of State Publications ICAO PBN RAiSG 2
Objective With almost 450 RNP APCH procedures published in ECAC much has been learned. Sharing the benefits of experience has been made through this group. Capturing and making available the lessons learned needs to be improved. The aim of this presentation: To stimulate discussion on the options for collecting and sharing these lessons learned. ICAO PBN RAiSG 3
Open Questions 1/4 Does an operator who wants to fly LPV procedures need approval against both AMC 20-28 and 20-27? Is LPV an NPA or PA because this has an impact on the aerodrome (Annex 14) requirements? NPA runway the minimum DH is 300ft. PA runway can have minima down to 250. Should the Orthometric Height of the FTP/LTP and FPAP be published? Is it possible to publish the MAPt before the threshold? Electronic transfer of the FAS DB is it required? ICAO PBN RAiSG 4
Open Questions 2/4 Missed approach according to PANS-OPS turn at altitude is not possible due to receiver limitations what s the problem? Will this change in the future? Can EGNOS use be authorised outside of the coverage area published in the SDD? Do adjacent SBAS channel numbers need to be sufficiently different to avoid selecting the wrong one? Why has Spain published LPV on a separate chart from the LNAV/VNAV and LNAV? ICAO PBN RAiSG 5
Open Questions 3/4 Is Flight validation always required? With what objective? Obstacles, procedure, database, flyability, interference. Is signal-in-space validation required locally before publishing a procedure? Real-time monitoring of GPS status. What is required? Is anybody collecting examples of GPS jamming/interference? When would an LP approach be implemented instead of an LPV? ICAO PBN RAiSG 6
Questions 4/4 Are LPV equipment all capable to fly APV Baro procedures when the use of EGNOS is allowed? Who is to sign EWA with ESSP (ANSP, airport, NSA?) Is there a need for an agreement between NSA and EASA (equivalent to EWA)? Non RNP approach related questions on PMS, operators approval status against PRNAV, deployment status of PRNAV and other PBN specs, etc Forwarded to other people in EUROCONTROL, NAV User Support Cell, other stakeholders group, etc ICAO PBN RAiSG 7
Review of different State publications Looking at several AIPs/AICs To compare what different States have published on RNP APCH operations. Capture experience and current best practice ICAO PBN RAiSG 8

Generic content of Aeronautical Information relevant to RNP APCH (1/3) Introduction make reference to ICAO Resolution 37-11, ICAO PBN Manual (doc 9613) LSSIP NAV 10 objective, national plans/strategy and Background/Rational: reduced CFIT risk with the provision of vertical guidance Definitions: APV, LNAV, NPA, RAIM, ABAS, SBAS, VNAV, LPV, VPA, 2D, 3D and Approach classification (PA vs NPA) Procedure design standards and Aerodrome Operating Minima Aerodrome Licensing Minimum aircraft navigation system requirements Pilot training and Licencing (AOC, General Aviation, Training, State aircraft and Military) ICAO PBN RAiSG 10
Generic content of Aeronautical Information relevant to RNP APCH (2/3) Use of databases Pre-flight planning including: NOTAM and RAIM prediction, availability of non-gnss based approach at destination or alternate Flight plan data (PBN codes) ICAO PBN RAiSG 11
Generic content of Aeronautical Information relevant to RNP APCH (3/3) Method of operation: pilot requests clearance, clearance to fly, RTF examples, IAF or IF in case of radar vectoring, proc./minima chosen as a function of qualification, conditions, etc Missed approach (e.g. based on conventional navaids or not) Contingency procedure What to do in case of loss of communication Implementation schedule/plans Contact point for additional information (e.g. AIS) ICAO PBN RAiSG 12
Concerning APV Baro (1/3) Vertical guidance based on Baro VPA from a single waypoint (RDH) or geometric path between 2 waypoints Use of a DA/H instead of MDA/H for NPA procedures Availability of distance / altitude table on FAS Impact of Temperature effect Description of Temperature Limit, accounted for in the procedure design, and below which conducting the approach is forbidden (exception made for aircraft equipped with approved cold temperature compensation in some countries or of aircraft able to apply temperature corrections) Unavailability in case of absence of local QNH setting information ICAO PBN RAiSG 13
Concerning APV Baro (2/3) Relevance of RAIM prediction Publication details: Minimum temperature, VPA, OCA/H (LNAV/VNAV), Procedure name (RNAV (GPS) or RNAV (GNSS)) Step Down Fixes not usable for APV Baro RTF (in particular confirmation of QNH «prior to commencement of the approach» or «before FAF» to minimise the potential for missetting of baro reference) Reference to relevant airworthiness and ops approval standards (EASA AMC 20-27) + contact for further information ICAO PBN RAiSG 14
Concerning APV Baro (3/3) If the use of EGNOS for vertical guidance on APV Baro procedures is approved: Reference to suitable navigation on board equipment Availability of EGNOS NOTAM for APV Baro Reference to relevant EASA SB ICAO PBN RAiSG 15
Concerning APV SBAS Description of the EGNOS service and coverage area + link to ESSP website (SDD) Final approach segment definition (FAS DB) Use of a DA/H instead of MDA/H for NPA procedures Description of EGNOS NOTAM No need for RAIM check Publication details: SBAS channel number, OCA/H (LPV) Step Down Fixes not usable for APV SBAS Distance / altitude table not usable for APV SBAS Reference to relevant airworthiness and ops approval standards (EASA AMC 20-28) + contact for further information ICAO PBN RAiSG 16
