Thanking Qdoba and Denice Brown with Garfield County for providing/setting up dinner. Brent thanked the public and Tom Jankovsky (Commissioner) for attending the EAB. Brent Buss entertained a motion to approve the minutes from the last meeting after administrative changes have been made. Mike Braaten moved to accept the minutes and Doug Dennison 2 nd the motion, the board then voted unanimously to approve. OLD BUSINESS Kirby Wynn spoke to J. Miskimems with Colorado School of Mines she will give the presentation on the topic of Technologies & Methodologies fro Hydraulic Fracturing for our August 2 nd meeting. This is the same professor who gave this presentation to us in 2009. KW would like to try in May or June to have a presentation on Water Use/Handling Technologies used in oil and gas operations. BB would like to have a presentation done on reclamation in May if feasible. Board direction is to use the priority education topics list and schedule speaker as available. Page 1 of 6

BB asked KW if he had been able to contact the School District representatives that sit on the EAB Board. KW has not followed up on that and it is still an action item. NEW BUSINESS Scott Brynildson announced the 16 th annual Rifle Rendezvous May 11, 12 & 13 at the Rifle Fairgrounds. This year they are expecting over 10,000 people to attend. SB is looking for donations from operators and the public. Anyone that donates money can display banners on the gates that the public will use. Money donated will be for little britches rodeo, 4H, Fellowship of Christian Cowboys. COMMUNITY COUNTS UPDATE Juanita Williams, CC President, is filling in for the Community Counts coordinator tonight. She stated that there had been some calls and concerns in March that will be reported in greater detail on at the EAB meeting in May. Currently the CC counts board is trying to finalize the working organizational structure and prioritizing activities: developing mission statement, updating their website. There was front page article in the Battlement Echo in March educating the public about Community Counts. PUBLIC COMMENTS No public Comments EAB MEMBER UPDATES Town of Parachute Juanita Williams (JW) The Town has sworn in a couple of new trustees; Encana has broken ground on the new building; the West Inter-change has broken ground. Town of Silt Kelly Lyon (KL) The Town has sworn in a couple of new trustees. Town of New Castle Art Riddle (AR) Nothing to report. City of Rifle Mike Braaten (MB) The City Council has voted to move forward with the water treatment plant. It will be located east of Rifle community. The project will cost 25-26 million dollars and will start this fall or early 2013. City Council scheduled a special meeting to discuss Oil Shale which will include a public hearing April 25 th at 6pm. Page 2 of 6

Battlement Mesa O&G Committee Don Mumma (DM) Jim Rada with Garfield County met with Battlement Mesa O&G Committee and gave a presentation about the County s efforts to monitor the air quality in the area. Grass Mesa Michael Meskin (MM) Grass Mesa had their annual homeowners meeting. At this meeting they told Encana that they were not pleased with the upkeep of the roads on Grass Mesa. A meeting was held on site April 5 th. The interested parties showed Encana the road profile of what they did have, what they have now. No resolution has been made at this time but discussions are underway. Battlement Mesa Bob Arrington (BA) (emailed) BA, A quiet month for O&G activity or complaints. BCC members met with the Battlement O&G committee attended by Jim Rada and Kirby Wynn. JR presented an outline of air quality studies, both proposed and underway, for Garfield County. KW also attended the BCC meeting of 3/14/12. The Colorado School of Public Health released an air quality report concerning health impacts within a half mile of drill pads using information previously acquired in their HIA report. This report extracted out pieces of the draft HIA for separate publication without County participation or approval. BA cited some media coverage about the report. Rep. Henry Waxman (D-Calif.), along with Rep. Diana DeGette (D-Colo.), urged the agency to examine a recent study by the Colorado School of Public Health that suggested there may be harmful health effects associated with emissions from natural gas wells, including those using hydraulic fracturing to release gas stored in underground rock formation. "The researchers found higher lifetime cancer risks for people living closer to the wells," Waxman and DeGette wrote in a letter to EPA Administrator Lisa Jackson. "They also concluded that these nearby residents have a higher risk of experiencing neurological and respiratory health effects, such as headaches, throat and eye irritation, impaired lung capacity, dizziness, fatigue, numbness in the limbs, and tremors." EPA is expected to finalize new source performance standards for oil and gas production by April 17. (KW) It has been noted by industry groups and the county that this CSPH report utilizes the same data and interpretations that did not pass muster with the Colorado Department of Public Health during the HIA review process, part of the reason that the HIA was suspended in draft form. Grand Valley Citizens Alliance (GVCA) Dave DeVanney GVCA was invited to sit on a panel and has been attending meetings with the COGCC in Denver. This panel is discussing the setback rules. GVCA continues to Work on their new website. Mamm Creek/Hunter Mesa Eric Brynildson (EB) Antero is running a pipeline across Hunter Mesa. Currently the area is being reseeded and the residents are happy with the work. If you see cattle on the road or vehicles running off the road please let someone know. Call Scott Brynildson 970-230-1047 so they can keep cattle in their fences. Rifle/North Rifle Brent Buss (BB) BB will be presenting the EAB update to the BOCC on Monday 8am in Glenwood Springs. Rulison/Holmes Mesa - Heather Hoffmeister (HH) No Report Parachute/Parachute Creek Howard Orona (HO) West Interchange breaking ground. There will be several trucks hauling dirt for the next several months. Peach Valley/Silt Mesa - Mike Gross (MG) Antero announced at their public meeting that they will not be drilling in our area in 2012. MG asked about the BOCC Work session held on Enhanced Air Monitoring. KW stated that there was a work session and options are being explored but no funding has been approved by the BOCC. WPX Energy Sheree Walcher for Susan Alvillar (SA) WPX Energy is a 100 days old and is currently operating 5 rigs through 2012. Antero - emailed Antero Resources is currently operating 2 Drilling Rigs, and one work over Rig, and one Completions Crew, South of the Colorado River in between Rifle and Silt. Rig move is scheduled for late in the approximately first week of April. Rig will head east on County Rd 346 proceeding.08 miles to County Rd 331 continuing east 1.2 miles turn south on County Rd 311 proceeding 1.6 miles to I-70 exit 97 west proceeding 3.0 miles to I-70 exit 94 turning south on County Rd 315 proceeding 2.3 miles turning east towards the Gentry B pad, Rig move plan encompasses school bus route times. Notification will be given to EAB, Community Counts, Oil & Gas Liaison, Garfield County Roads and Bridges. The move is expected to take two to three days. Antero Resources continues to operate and proceeds into 2012 with optimistic caution given current gas prices. Page 4 of 6

Bill Barrett Corp Doug Dennison (DD) emailed BBC continues to operate 3 drilling rigs south of Silt and plans to drop one. They have delayed some projects, everything is dependent upon economics. Chevron Cary Baird (CB) No environmental or safety issues. No new drilling. Oxy USA Inc. - Sean Norris (SN) Same as last month: Oxy has two rigs and several work-over rigs Cascade Creek area. Work-over rigs working in the Colburn area. Encana Sher Long (SL) emailed update Building construction progress report: The underground utility connection is complete. Site grading is in progress. Foundation and concrete work is underway. Steelwork will begin late next week. Rig activity: 7 rigs are drilling in the Piceance for Encana, throughout our North and South Piceance areas of operations. We also have 7 workover rigs servicing wells. Frac operations: Encana presently employs 3 frac crews to service our well completion needs. Garfield County Kirby Wynn (KW) Kirby Wynn gave a Power Point presentation updating the following information: Citizen Inquiries and concerns provided to GarCO O&G office and resolution status, and Summary of COGCC approved permits & new well starts for Garfield County. EDUCATIONAL PRESENTATION A resident s guide to the Hydraulic Fracturing Chemical Disclosure rule presented by Kirby Wynn, Oil & Gas Liaison. ADJOURN BB adjourned the meeting at 8:30 pm.
