Board of Supervisors Meeting 7:30pm MEETING MINUTES Board Members Present: Gary Painter-Chairman, Mimi Legro Vice Chair, Randy Braden- Supervisor Staff Present: Beth Graham Secretary/Ass t. Sec., Ralph Hoerner-Park Maintenance & Scheduling Coordinator, Max Shradley - Engineer, Jon Yost Solicitor Public Present: Douglas Berlin, Cory Eisenhouer, Kristine Eisenhouer, D. McCracken (The Sun), Miles Book, Lin Book Salute the Flag and Moment of Silence Public Comment Miles Book (Eagle Scout Project) Planning to order the Xylophone for the park and install the sign he made. Requested a meeting with Ralph Hoerner to discuss where the township would like these items to be installed. Mr. Book thanked Mr. Hoerner for watering and caring for the trees after they were planted. Vice Chair Legro asked if Mr. Book was going to take over watering the trees now that he s back and Mr. Book stated he was not because he was leaving again for another extended vacation. Meeting Minutes Vice Chair Legro motioned to approve the June 14, 2017 minutes with a correction to reflect no s in Miles Book s last name, Chairman Painter seconded. Motion approved. Treasurer s Report Dolores Kuntz Treasurer Kuntz informed the board that there is a correction for the May Treasurer s Report where at the bottom it states April 30, 2017 and it should read May 31, 2017. Vice Chair Legro motioned to approve the June report as presented, Supervisor Braden seconded. Motion approved. OLSDS /SEO Report Treasurer Kuntz requested approval to mail the list of residents who have failed to pump their septic tanks as required to Marvin Stoner, SEO, for action. Chairman Painter motioned to approve mailing the list of residents to Marvin Stoner, Vice Chair Legro seconded. Motion approved. Secretary s Expense Report Beth Graham Vice Chair Legro motioned to approve the Expense Report as presented in the amount of $62,257.57, Supervisor Braden seconded. Motion approved. Website Update Beth Graham Secretary Graham informed the board that she was provided a mock-up of the proposed website and she will be working with the web designer, Dave Schell, in the coming weeks. Page 2 expects to have it ready for the boards review in approximately 2 weeks at which time changes and/or additions can be made or if the board is pleased with it he can make it live. Resident Issues and Concerns Berlin/Cramer Yoga Studio, 2598 Old Hershey Road A complaint had been made at the June 14, 2017 Board of Supervisors Meeting of the yoga studio being a nuisance with excessive traffic, headlights on the neighboring home and noise. Doug Berlin, owner of the yoga studio, stated that they are restricted to no more than 10 people per class, the parking lot doesn t point towards the neighbor s house and as for noise there is very little talking in a yoga class and the music played is quite low. However, they want to be good neighbors and would gladly talk with the neighbor. Engineer Shradley will arrange a meeting at the Municipal Building where himself, Mr. Berlin and Mr. Swartz can discuss options and come to an agreeable solution for both parties involved. Randy Morningstar - Debris washing into Driveway from Road, 3339 Old Hershey Road Supervisor Braden reported that it was about 3 shovels full of debris that the Road Crew removed and there isn t much that can be done at this time to prevent it. King Property Valley Road Engineer Shradley stated that Frank Chlebnikow, Conewago Twp. Zoning Officer, informed him that the tenant has moved off of the property and the property manager is cleaning up what remains. Deer Crossing Sign Request Ridge Road A resident requested a Deer Crossing sign to be placed on Ridge Road where the pipeline goes under the road due to a heavy deer crossing area. After some discussion, the board opted to not put up a sign as Conewago Township has a heavy deer population throughout the township, not just in that location. Correspondence and Communication Conewago Place No Activity in June 2017 TMI After-Action Report Chairman Painter informed those in attendance that a report was received and requested Secretary Graham to forward a copy of the report to Ralph Hoerner, Kevin Shope and Bob Keeney.
Page 3 Park & Recreation Farmer s Market in the Park Update Vice Chair Legro announced that there will be a one-time Farmer s Market held on August 25 th at the End of Summer Party in the park. End of Summer Party August 25, 2017 (Raindate: Aug. 26 th ) The movie will cost $1700.00 and a Bouncy Obstacle Course costing $400.00. The total for the entire event will be around $3,000.00. They have the money to cover it, but they are looking for sponsors as well. Park & Recreation Member Resume Richard Dingle Chairman Painter approached Mr. Dingle about joining the Park & Recreation Board in September when the vacancy comes open. Mr. Dingle submitted a resume which was provided to the Board of Supervisors for review. No action to be taken until a vacancy comes open. Lowe s Credit Account Secretary Graham asked the board for permission to open a credit card account with Lowe s at the request of the Road Crew. Chairman Painter motioned to approve opening a credit card account at Lowe s, Supervisor Braden seconded. Motion approved. Road Report Supervisor Braden Supervisor Braden reported the following work that has been completed: Completed 3 rd round of mowing Catch basins have been cleaned out Looked at Londonderry Township s Freightliner truck to get ideas on what we want. They have a plow on a front end loader that is used in the winter. When we sell the GMC we would like to keep the plow and will only need to purchase some metal to weld up a frame and make the plow so that it would fit on the loader and give us another piece of equipment for out on the road vs. just a loader with a bucket. Looking to purchase bins for nuts & bolts to help with organization 1970 John Deer mower is now running and Secretary Graham will place it on Municibid. The Sterling Truck is currently being used by Londonderry Township with our stone spreader and when we are ready they will come over and help us in return. Road patching will be continued starting next week. Spoke with Allen Herr on getting the price of a Sweepster for the New Holland and for the John Deer. Chairman Painter suggested finding a Sweepster that would fit both pieces and Parks Maintenance and Scheduling Coordinator Hoerner suggested including the cost of a water tank to keep dust down. Supervisor Braden will get a price from Arney Bros. to get the job completed on Cedar Road (Motes).
Page 4 Planning/Zoning Reviews Cory Eisenhouer, 459 Gates Road Release of $7,700.00 Letter of Credit Engineer Shradley informed the board that the Eisenhouer s have completed the requirements and the Letter of Credit may be released. Chairman Painter motioned to approve the Letter of Credit in the amount of $7,700.00, Vice Chair Legro seconded. Motion approved. Joseph Fausnight, 3503 Old Hershey Road Release of $20,400.00 Letter of Credit Engineer Shradley informed the board that the Fausnight s have completed the requirements and the Letter of Credit in the amount of $20,400.00 may be released. Chairman Painter motioned to approve the Letter of Credit in the amount of $20,400.00, Vice Chair Legro seconded. Motion approved. Lydia King, 1180 Bellaire Road Release of $660.00 Financial Security Chairman Painter motioned to approve the release of Financial Security in the amount of $660.00 with the condition that the markers have been located on the property, Supervisor Braden seconded. Motion approved. Municipal Building Roof Vice Chair Legro motioned to pay A.B. Martin $7,993.03 for roof materials and Ridge Builders $3,500.00 for a down payment to start work, Supervisor Braden seconded. Motion approved. Old Business Road Repair Bids Chairman Painter informed the board that no bids were received due to getting the bid out late and companies being too busy with work to take on more at this time. Engineer Shradley recommended getting the list of road work ready this fall and he will run the ad in January, award the bids in February and then work can get started in early 2018. Chairman Painter motioned to advertise bids in January and award them in February so that work can begin as early as possible, Supervisor Braden seconded. Motion approved. Sunoco Logistics Chairman Painter reported that Sunoco is preparing to bore under Laurel Woods. IT Representative Chairman Painter reported that a battery back-up quote will be coming soon.
Page 5 Park Maintenance & Scheduling Coordinator Report Ralph Hoerner Park Vehicle Proposals Park Maintenance & Scheduling Coordinator Hoerner provided the board with a quote from John Deer and Kabota. Future discussions will be needed. No action taken. Tree Planting Status Report Park Maintenance & Scheduling Coordinator Hoerner reported that trees are being watered Monday, Wednesday, & Friday and most plants that the Boy Scouts plated have been replanted so they are planted in the soil and not in the mulch. Park Usage Schedule Park Maintenance & Scheduling Coordinator Hoerner reported that Future Stars are the only ones using the field, Conewago Baseball is not using the Township field. He also reported that the Pickle Ball players are not an organized league and don t have a schedule, they play whenever someone is available and wants to play. Park Vandalism Park Maintenance & Scheduling Coordinator Hoerner reported that someone drove onto the grass in the park with a car and did donuts. The damage was minimal and didn t seem to affect the grass much. Seasonal New Hires Chairman Painter motioned to approve Sherry Weaver and Lauren Middlesworth for part-time park work at $11.00 per hour, Vice Chair Legro seconded. Motion approved. Park Maintenance Park Maintenance & Scheduling Coordinator Hoerner requested approval to hire Farmer s Lawn Care to do a fall Liquid Weed Control in the amount of $1850.00. Chairman Painter motioned to approve the fall Liquid Weed Control in the amount of $1850.00, Vice Chair Legro seconded. Motion approved. Supervisor Braden recommended the board take a look at slicing the grass and over seeding it this fall. Park Maintenance & Scheduling Coordinator Hoerner noted that the ground is extremely hard and agrees that the slicing and over seeding is needed. New Business Handbook Review HR Resolutions Chairman Painter has been in touch with HR Resolutions for costs to review and make recommendations and/or changes to the current employee handbook.
Page 6 Chairman Painter motioned to approve HR Resolutions to review and make recommendations to the employee handbook in the amount of $420.00, Supervisor Braden seconded. Motion approved. Planning Commission Reappointment Harry Rozanski Chairman Painter motioned to reappoint Harry Rozanski to another 4-year term, April 2017 April 2021, Supervisor Braden seconded. Motion approved. (Note: The original motion stated a 5-year term, April 2017 April 2022. The actual term is 4-years and the motion was changed to reflect the correct term.) Chairman Painter adjourned to Executive Session at 9:35 pm for Personnel Issues. Chairman Painter adjourned the Executive Session and reconvened the Regular Meeting at 10:25 pm.
