The last order under section 51 of the Local Government Act 1972 in relation to the electoral arrangements for districts in the County of Merseyside was made on 11 September 1980. As required by section 63 and Schedule 9 of the Act we have now reviewed the electoral arrangements for that county using the procedures we had set out in our Report No 6. 2. We informed the Merseyside County Council in a consultation letter dated 28 November 1980 that we proposed to conduct the review, and sent copies of the letter to all local authorities and parish meetings in the County, to the Members of Parliament representing the constituencies concerned, to the headquarters of the main political parties and to the editors both of local" newspapers circulating in the county and the local government press. Notices in the local press announced the start of the review and invited comments from members of the public and from interested bodies. 3. We granted two requests from the County council that submission of their draft scheme be'deferred after the date we originally agreed. Revised consultation letters were sent to the Council on 12 February and 11 August 1982, and copied to all those who received the original. 4. On 1 December 1982 the Merseyside County Council submitted to us a draft scheme in which they suggested 97 electoral divisions for the county each returning one member in accordance with section 6(2)(a) of the Act. 5. For several years we had been in dispute with the County Council over the size thecouncil ought to be. We had always maintained that a council of

approximately 80 members would be appropriate to the size of the electorate, and had included this figure is our consultation letters. The County Council, however, had always considered that a much larger Council was required in order to provide compatible boundaries across the County and a satisfactory r level of service to the electorate. 6. We debated at length whether we should accept the draft scheme as a basis for draft proposals or whether we should maintain a firm stance on the council size, as we had with other County Councils. We concluded that we should at least consider the scheme in detail, but with the possibility still in mind of trying to persuade the County Council to change their minds. 7. We considered the scheme together with the views expressed on it. We * noted that although in itself the scheme was satisfactory in terms of numerical balance its electorate/councillor ratio was over generous in comparison with other Metropolitan Counties' schemes. We saw no real justification for a council of 97 members but we recognised that to a large extent our attitude to the question of size must be conditioned by the terms of a letter we had sent to the County Council in May 1976, and which was held by them to give a firm undertaking that a scheme based on a council of about 97 would be acceptable. Although we had sent a subsequent letter explaining that circumstances had changed since the 1976 letter, the County Council had consistently maintained that they attached considerable importance to the earlier letter and had acted accordingly. A copy of our letter of May 1976 was included in the draft scheme. 8. We concluded that, despite ;our reservations about accepting a council of 97 members, the draft scheme represented an improvement on the present situation. We therefore decided to formulate our draft proposals on the basis of the draft scheme. We also decided that the letter announcing our draft

proposals should emphasise our reluctance to accept a draft scheme incorporating a council size of 97 and explain that we had no option but to do so in the absence of a better alternative scheme. Progress on the review was inhibited for a time by uncertainties arising out of the Government's intentions towards the Metropolitian County Councils. We issued draft proposals on 31 July 1984, which we sent to all those who had received our consultation letter, or commented on the County Council's draft scheme. Notices were inserted in the local press announcing that the draft proposals had been issued and could be inspected at the County Council's offices. 9. We incorporated the County Council's draft scheme in our draft proposals, subject to the adoption of the names "Beacon", "Haydock Park" and "Test Park" for the "Goyt", "Lymewood" and "Grange Heath" divisions in St.Helens Borough, to take account of comments made. 10. We received comments on our draft proposals from two district councils and two political organisations. A list of those who wrote to us is given in Appendix 1 to this report. 11. The comments we received can be summarised as follows:- (a) St Helens Newton Branch Liberal Association reiterated objections made previously in response to the publication of the County Council's draft scheme, and also objected to the change of name of "Lymewood" division to "Haydock Park".

(b) Sefton' ' " '"'.." Sefton Metropolitan Borough Council objected to the review taking place'against a background of clearly stated Government policy which made it unlikely that any revised boundaries would ever he put to practical use. They also objected to'the proposeii arrangements for the borough on the grounds that variation on electoral boundaries could lead to confusion among the electorate and'that the new divisions departed from.historically recognised or, at least, longstanding community limits. Aintree Conservative Association were ulso concerned about the effect further changes would have on the electorate and asked us to reject any proposals to redraw the electoral division boundaries, which they considered to be a pointless 'exercise in the light of the proposed abolition of the County. Both objectors wished the present divisions to remain. (c) Wirral Wirral Metropolitan Borough Council supported our draft proposals. 12. We received no representations on the Borough of Knowsley and the City of Liverpool. 13. We have come to the following conclusions taking into consideration all the comments that were submitted to us:- (a) Knowsley No representations were made on our draft proposals and we have decided to confirm them as our final proposals; (b) Liverpool No representations were made on our draft proposals and we have decided to confirm them as our final proposals;

(c) St Helens We considered the Newton Branch Liberal Association's alternative scheme before formulating our draft proposals and decided not to adopt it as, although it had the advantage of keeping the communities of Newton-le-Willows and Haydock intact its standard of representation was inferior to the County Council's draft scheme. We have therefore decided to adhere to our draft proposals, including the name "Haydock Park". (d) Sefton We noted that both the Borough Council and the Aintree Conservative Association were opposed not only to our draft proposals for the borough but also the principle of continuing with the review in view of the Government's intention to abolish Metropolitan County Councils, and that both wished the present divisions to continue. We do not feel that a sufficiently strong case has been made for departing from our draft proposals and we have decided to confirm them as our final proposals; (e) Wirral No objections were received to our draft proposals and we have decided to confirm them as our final proposals. 14. We accordingly confirm our draft proposals as our final proposals for all districts in the County Details of these final proposals are set out in Schedules 1 and 2 to this report and on the attached map. Schedule 1 gives the names of the electoral divisions. A detailed description of the boundaries of the proposed electoral divisions as shown on the map is set out in Schedule 2.

PUBLICATION 15. In accordance with section 60(5)(b) of the Local Government Act 1972 a copy of this report and the map are being sent to the Merseyside County Council and will be available for inspection at the Council's main offices. Copies of this report (without map) are being sent to those who received the consultation letter and to those who made comments.
