STOCKTON HEATH PARISH COUNCIL A meeting of the Planning, Finance & General Purposes Committee was held Stockton Heath Library, Alexandra Road, Stockton Heath on Tuesday 6 March 2018, commencing at 7:30pm. Accounts for Payment Recommended that approval be given for payment of the accounts as detailed on the schedule of payments dated 6 March 2018. A bank mandate was signed to amend the Standing Order amount payable monthly to the Cheshire Pension Fund, as a result of an increase in the employers pension contribution following staff salary reviews effective March 2018 and notification of an increase in the employers contribution from 20.8% to 21.3% from April 2018. Statement of Receipts and Payments for the Financial Year 2017/18 The Committee noted the Statement for the period to 6 March 2018. A letter, dated 14 February 2018, addressed to the Mansfield Building Society, had been signed by three authorised signatories to give the required one month s notice to withdraw 15,928.80 from the Community Deposit Maxi Account to cover future payments. Quarterly Bank Reconciliation Cllr Murphy, who is not a cheque signatory or Chairman of the Parish Council, verified, by signature, bank reconciliations and bank statements for all accounts held for the period October 2017 to February 2018. 1

The proposal represents an over-development relative to the plot size and previous additions at 110 London Road. 2. Parking provision is for 3 vehicles only, with no provision of occasional parking for 3
visitors. 3. There is inadequate space to accommodate manoeuvres associated with parking at space 03 if space 02 is occupied. 4. There is inadequate space should emergency vehicles need access. 5. The access road from London Road to Bridgewater Mews currently has insufficient capacity at peak times and an increase in entrance and egress may not be adequately accommodated. 6. The property detailed provides over one third of windows to be obscure glazing, resulting in a loss of comfort and amenity to those who are dwelling there. 7. The proposal represents a loss of amenity to the existing dwellings. Refrigerated 20FT Storage Containers from 01 November to 31 January Annually at Unit 6, The Forge Shopping Centre, London Road, Warrington, WA4 6HW The Parish Council is concerned that the siting of the refrigeration unit might restrict the flow of traffic; restrict access to delivery vehicles delivering to adjacent businesses; and adversely affect the ability of vehicles to manoeuvre safely in that area. 2018/32325 Mr Kevin Furnival - TPO-T15(Holly) Removal to be replanted with numerous trees of various species at 84b Ackers Road, Stockton Heath, Warrington, WA4 2EA 2018/32326 Mr Kevin Furnival - TPO-T1(Elm) & Tree T14(Acer Plantanoides) require 20% Crown Reduction at 84b, Ackers Road, Stockton Heath, Warrington, WA4 2EA PFGP 92.5 Pavement Licensing Application Notification received from Warrington Borough Council Licensing Section that an application from The Slug and Lettuce has been received for 6 tables, 24 chairs and barriers and planters to be placed between the hours of 0900 and 2200 Monday to Sunday outside the premises at Unit 1 and 2, Victoria Square, Stockton Heath. The response from Stockton Heath Parish Council is to raise the following requests: that there should be an assurance that adequate clearance is made available for those with mobility aids/pushchairs; and that the company work in partnership with Warrington Borough Council Highways Department to provide an adjustment to the dropped kerb in proximity to the premises in order that the kerb directs traffic flow away from the table settings. PFGP 93. PFGP 94. Risk Management Annual Review The Risk Management Register document was reviewed and it was Recommended that the document be adopted by the Parish Council with the next review being in one year s time, unless any change in circumstances would necessitate an earlier review. Grant Applications The following grant applications were considered: 94.1 St Thomas Hall request for 1000 towards cost for an after-school club for young people aged 10-14 years. A representative spoke in support of this application, giving an outline of the project and answering questions put by councillors. Recommended that a grant of 500 be made ( 320 from the earmarked Youth Provision budget and 180 from the remaining Grant budget); that support be given by the parish council to pursue match-funding from the Community Initiative Fund; that the group provide an update on the project and consider making a further request in the new financial year. 94.2 North West Air Ambulance request for a donation and to continue to promote the needs for funds in the parish. Recommended that a grant of 250 be made from the remaining Grant budget. 5
PFGP 95. Land at Mill Lane Diamond Jubilee Field A representative presented the case for the request, being that the Scouting Association require safeguards in place for Scout Camps and that the land would be fenced off and used to provide additional room for larger camps to take place. The request by the Scouts for the adoption of a piece of land adjoining the Scout Hut at Parkgate was then discussed by councillors. It was noted that the land is covered by the Fields in Trust Deed of Dedication and cannot be disposed of, nor have buildings erected on it, without the consent of FiT. Further research will be pursued to establish the strictures of the deed and the clerk will update the Scout organisation in due course. PFGP 96. Red Lane Allotment Lease Agreement The seven year lease agreement document between the Parish Council and the Stockton Heath Allotments Association was reviewed. Cllr Murphy identified several matters of a legal nature which he will advise to full council. This item to be included as an agenda item at the full council meeting on Tuesday 13 March 2018. PFGP 97. Parish Ranger Van usage The recent notification from Warrington Borough Council, of a proposed increase in the daily rate for use of the Parish Ranger van from 22.12 to 30.00 per day was noted and discussed. Recommended that the Parish Council continue with the hire of the vehicle two days per week and the additional 662 be met from the 2018/2019 Parish ranger earmarked funds budget; that a written agreement be requested from Warrington Borough Council outlining the terms and conditions of hire and the level of service that the Parish Council can expect for the hire fee.
