PROPERTY COMMITTEE MEETING Monday, June 5, 2017-12:30 PM Barren County Justice Center Emergency Operations Center (EOC) 1420 State Hwy 25 North - Barren, WI 54812 M inutes Members Present: Russell Rindsig, Jerry McRoberts, Burnell Hanson, Bob Rogers, Dana Heller, Bill Schradle [1:00 p.m.) Others Present: Jeff French, Chris Fitzgerald, Wendy Coleman, Tyler Gruetzmacher, Judge James Babler, John Cisek, Bjorn Hanson, Jodi Busch, Jeanette Cain, James Miller, Dave Armstrong, John Muench, Bob Zientara The Property Committee was called to order by Vice Chair Rindsig at 12:30 p.m. on June 5,2017. There were no comments from the public. Motion: (McRoberts / Rogers) to approve the agenda as presented. Carried Motion: [Heller / Hanson) to approve the minutes of the May 1, 2017 meeting. Carried Plans for 3rd Courtroom at Justice Center: Judge Babler and Sheriff Fitzgerald spoke regarding request for an additional courtroom. Proposal is to use a portion of the EOC as a family courtroom freeing up the current family courtroom. Architectural costs are estimated to be about $3,000 to design an ADA compliant courtroom. Discussion. Motion: [Hanson / Rogers) Recommend to Executive to approve $3,000 for architectural design and to move forward with project. Carried Bill Schradle arrived at 1:00 p.m. Request to Develop Trail System - City of Rice Lake: Bjorn Hanson presented a proposal and timeline to develop a trail system in the Sherwood Forest area of Rice Lake. Proposing a cooperative project with Barron County, City of Rice Lake and Chippewa Off Road Bike Association (CORBA). Discussion. Requesting that the County participate in possible funding options (grants, conservancy funds, etc.] in the future but no monetary contribution at this time. Motion: (Heller / Schradle) to support staff and CORBA moving forward with project with potential partnership in the future. Carried May 16th Storm Update: Cisek gave an update on the recent storm and damage to the County forest areas. Maps of the affected areas were reviewed. Cisek will be working with DNR to sell damage areas. Cain has reached out to affected property owners to provide resources for storm damaged areas. Statutes allow for expedited sale of timber in storm related cases with requirement to advertise. Consensus of the Committee to have Cisek move forward to get the areas cleaned up while the timber is still usable.

Staff Reports / Updates a. UWBC Repairs to HVAC Piping: French gave an update. Repairs are in process and should be completed soon. b. Request for Easement Rights Across County Property - Town of Turtle Lake; Resident has requested an easement. Land Services staff are opposed to easement as property was subdivided in the past and access is available. c. Technology Upgrades: IT staff are working with Rice Lake Cable Commission and project should be completed at the end of June. d. Dam Projects Update: Gruetzmacher updated on recent rainfall, Cumberland, RL and Chetek Dam upgrades. Highway Department was called into remove debris at the Chetek dam. e. Restroom Door Upgrades: Handicap accessible openers have been installed. Suggestions For Future Agenda Items: Pokegama boat landing and signage for boat landings No questions or concerns on the edit lists. The next Property Committee meeting will be Thursday, July 6th at 10:30 a.m. following the Highway and Executive Committee meetings. There was no new information on the Henningsen Property. Request for Land Rent Reduction - Larry Lentz, Town of Stanley: Request was made by Larry Lentz to reduce the rent on the property near HwyW and 19th Street since a portion of the property has been sold off. Motion: [Hanson / Schradle] to reduce the rent from $80, acres to $60 / acre on the remaining 12 acres. ^cm Cjx^\ \^s<\ Report of the Maintenance Crew June 2017 Ongoing work We have begun scraping and priming the Dr. Office and the Town Hall. The windows in front of the Dr. Office have been rebuilt. We are working on the Depot and the Dentist Office to repair rotted windows. The "train engine" is being painted, and the platform has been installed. It will have seats added, the bell and whistle reinstalled and the front of the cab will be built with valves and gauges for children to play with. The lettering will be repainted. Mowing continues as needed. We are building doors for some of the Village buildings. We are working to put an old plow above the front door of the Blacksmith Shop. Major project update - We are planning to remove more stumps along the fence line this year and work on keeping the brush managed. We have the brush mower and it works well. Nelson Stump Service will be removing the old stumps but the storm has probably moved that back. Zimmerman Concrete will be doing the floor for the log cabin soon. The "village" buildings need repair, much of it dealing with windows and doors. We will continue this process this year. Barren Electric has replaced the main lead service underground cable. Storm Update - One branch came down near the Volunteer Building Eight panes of glass were broken - the Maintenance Crew is replacing them. A translucent picture in the Town Hall was chipped by hail but is still usable. The louvers on the north side of the North Machinery Building will need replacement. There were some hail "dings" on some of the metal buildings. The paint on the north side of the Marine Repair Shop was damaged. It should be noted that the siding on the building has never been good. Several of the buildings with vinyl siding have damage. One side of the "Farmers Union " gas pump globe was broken. This will be difficult to replace. There has been much siding and roof damage from the storm. We will have a report from the insurance adjuster in a couple of weeks.
