INFORMATION BULLETIN NO. 1 12th EDBF EUROPEAN NATIONS CHAMPIONSHIPS Laghetto dell EUR ROMA 27th 31st July 2016 The European Dragon Boat Federation Council in conjunction with the Federazione Italiana Dragon Boat and the local organizers, Rome 2016 - Dragon Boat ASD warmly invite all National Dragon Boat Teams from European countries to participate in the 12 th EDBF European Nations Championships at Laghetto dell EUR, Rome for the distances of and. DATE The 12th EDBF ENC will be held from 27th 31st July 2016 at Laghetto dell EUR, Rome, Italy. Competing crews are advised to arrive in Rome no later than Wednesday, 27 th July 2016. Crews arriving earlier will be catered for. LOCATION The 12 th EDBF ENC will be held at Laghetto dell EUR, the location of the 1998 EDBF European Nations Championships and the 2002 IDBF World Club Crew Championships. It is situated in the centre of Rome and is approximately 24Km from Fiumicino Airport and 17Km from Ciampino Airport. A paid shuttle service between the accommodation and the regatta venue will be organised on request. Accommodation will be available within 5km / 10 minutes from the race site. OPENING CEREMONY The Opening Ceremony will take place on Wednesday, 27 th July 2016 at 19.00hrs. Further details will follow in Bulletin no. 2. ENTRY CONDITIONS Each country may enter one crew per competition class as detailed below. Teams from countries where there is not an EDBF Member may compete subject to the agreement of the EDBF Executive Board. COMPETITION FORMAT The Championship will be conducted according to the IDBF Competition Regulations and IDBF Rules of Racing by IDBF International Race Officials and Italian National Officials, under the direction of an IDBF Chief Official and with a Jury nominated by the EDBF Executive Committee. REGATTA COURSE The regatta course is set within a placid body of water. The course measures 900m x 60m with a minimum depth of 2.5m. Four racing lanes will be used. Photo finish and computerised results processing will be provided at the finish tower on site. One tent will be provided free of charge per country, as long as one standard boat dragon boat team is entered. Plus one additional tent will be provided free of charge should a team select the accommodation at the Sheraton Roma Hotel. Should a country require more tent space then this will be charged at 30.00/m2. The races may be held on Castelgandolfo Lake, the 1960 Olympic venue, approximately 25Km from EUR, on Thursday, 28 th July 2016. This will be confirmed in Bulletin no. 2. In case of bad weather on Castelgandolfo Lake, Laghetto dell EUR will be used as the back up venue for the. BOATS AND EQUIPMENT IDBF licensed boats will be provided by the Championship organisers. Competing crews will be expected to bring their own paddles that conform to the IDBF Paddle Specification 202a. CLASSES AND DISTANCES Races will be held for the following Racing Classes. Class Premier Senior A (1) 40+ Open Women Mixed Senior B (1) 50+ Senior C (1) 60+ Juniors (2) A&B BCP N/A N/A (1) Senior A over age 40, Senior B over age 50, Senior C over age 60 as of 1 st June 2016. (2) Junior A under age 18, but over 11 and Junior B under age 16, but over 11 in the year 2016. (N.B. This is a supplementary amendment to the EDBF Amendments to the IDBF Competition Regulations and Rules of Racing as agreed at the EDBF EGA 2015 for a trial period of one year to try and encourage more U18s crews to the Championships). COMPETITION REGULATION AND RACING RULES The Championships will comply with the IDBF Competition Regulations and will be conducted under the IDBF Rules of Racing which can be found at /library. All entries are to be sent to both the EDBF Secretary General (secretary@edbf.org) and Organising Committee in accordance with all the deadlines as detailed below. The Championship Divisions, Racing and Competition Classes that will be contested are listed above. In all competitions to qualify for a European Championship status at least four (4) entries from different countries per competition class are required. Competition Classes with three (3) entries will be given EDBF Championship statues and less than 3 entries, per class, will be classified as demonstration races and could be combined together. The Small Boat Championships are primarily for new and developing EDBF Member Countries, normally Basic and Associate Members, but any EDBF Member who is unable to field Standard Boats in the Junior B, 18 24s and Senior C Competition Classes, may enter these specific Small Boat Competitions. EDBF Members who have taken part in a European Dragon Boat Racing Championships (EDBRC) in the past four years, but are unable to send Standard Boat Crews may be permitted to compete in the Small Boat Championships at the discretion of the EDBF Board. For example, an EDBF Member with only 12 paddlers of either sex available, who has competed in a previous EDBRC, may be allowed to enter Small Boat Open or Women s Crews. Page 2 of 12
A basic rule is that crews that do enter a small boat open and a small boat women, are only eligible for a mixed standard boat in the same race distance. Double rostering of paddlers between Divisions is discouraged. Helms and Drummers may be used across the Divisions (re: rules for Juniors and Seniors) but in the case of back to back races, the officials will NOT delay races to accommodate the transfer of Helms or Drummers. EUROPEAN CHAMPIONSHIPS REPRESENTATION AND NATIONALITY IDBF Competition Regulation 4 CR 4.1 Representation To represent a country in an EDBF Championship for Representative Crews, a Dragon Boat Competitor must normally be a citizen of or born in the country represented and be able to proved this by showing an official document, such as a Passport, Identity Card, Birth Certificate, or the like. Dual Nationality Competitors with dual nationality (citizenship) may represent the Country or Territory of their Birth or their dual citizen Country or Territory, whichever of these they are residing in, providing that they have been resident in that Country or Territory for a current period of at least 3 years. Competitors who do not meet these requirements must comply with Regulation 4.2 or 4.2a. CR4.2 Country or Territory Residence Dragon Boat competitors who have left their country of birth and are a permanent, not a temporary resident in another country may represent that country if they have lived there for a current period of three (3) years or more and have not represented their country of birth, during the previous two (2) years. Temporary Residency A Temporary Resident, for the purposes of this Regulation, is a person who resides in a Country by virtue of holding a visa, for example a visitors visa, student visa, work visa or the like. The EDBF considers such visas to indicate a temporary residency in the Country concerned, not a permanent residency. a. Exceptionally, competitors who have a permanent residential qualification of less than 3 years and who have not represented an EDBF Member previously, may with the permission of both their birth and residential EDBF Member, apply to the EDBF Executive Board for permission to compete for their country of residence. When permission is given, the competitor concerned will not be allowed to compete for any other Country for a minimum period of 2 years following the year in which the permission was given. b. (4.2) Competitors who, by marriage have acquired the nationality of another country may compete for that country without delay. PERSONAL SAFETY All crew members must be water confident and ideally be able to swim at least 50m. It is the Crew Manager s responsibility to ensure that this limitation is complied with, and to ensure that known weak swimmers wear personal flotation aids. Crews compete entirely at their own risk and must be Fit to Race, as defines in the IDBF Competition Regulations. Page 3 of 12

Morning EDBF Annual General Assembly meeting. Crews depart. ON- LINE REGISTRATION On- line registration will be open at the official championship website on the date when named registrations are due. ADMINISTRATION FEE There will be an Administration Fee of 60.00 + an EDBF Registration Fee of 15.00 per accredited person ( 75.00 in total) for anyone travelling with the team, including competitors, coaches, managers, supporters and congress delegates. The Administration Fee must be paid with the named entries, which are due on the deadline stated below. The EDBF Registration Fee has to be transferred directly to the EDBF account and the Administration Fee directly to the organizer s account. For all Junior Competitors there will be a reduced Administration Fee of 30.00 + a reduced EDBF Registration Fee of 5.00 per accredited person ( 35.00 in total), again this has been implemented to try to increase participation in this competition class. ACCOMMODATION The Rome 2016 EDBF ENC Organizing Committee has made arrangements for a choice of accommodation packages, ranging from Camping Fabulous to the Hotel Sheraton and the Hotel dei Congressi. There is an option for 400 double rooms for the ENC, reception / lobby, as well as a restaurant, bar and meeting rooms. It is currently planned that this will be the Headquarters of the event. Registration, Team Leader Meetings, Race Officials Meetings, EDBF Executive, Council and AGA will all be scheduled at this hotel. LOCAL TRANSPORTATION The Accommodation Partners are all within walking distance from the race course. Hotel dei Congressi is 850m and Hotel Sheraton 1,500m. Camping Village Fabulous is 9.3km from the race course and is served by public transport. For accommodation selected in the camping village a private bus or cars are recommended. The Organising Committee is also negotiating free public transport for all participants for the duration of the event. RACE LUNCHES AND CATERING Participants can book a lunch menu at the course. There will also be various bars, restaurants and food and drink stands available in the area. CELEBRATION POOL PARTY A celebration pool party will be provided for all competitors, coaches, managers and registered supporters on Sunday, 31 st July 2016 after the racing.
