Cllr Outhwaite commented that the Meeting with Wild Ennerdale Partnership in September had been omitted and it was agreed that it had been decided to be included in the September meeting. Cllr Wood also corrected point 61.07.16, that the Parish Council required 3 Councillors to be present to be quorate. The minutes were reissued with this amendment and then accepted as a true and accurate record. Proposed: Cllr Denham-Smith Seconded: Cllr Wood The Chair duly signed them. 75.19.16 Co-option of a new Councillor: to consider any applications for co-option to the Council. No applications were forthcoming. 76.19.16 Presentation by Louis Antoine, Catherine Evans of The Environment Agency, and David Bechelli Flood and Coastal Defence Engineer from Copeland of Copeland Borough Council: Louis made introduction and described how the Environment Agency was carrying out a project to look at the flood risk in Cumbria and that he (Louis) was heading the project in relation to Ennerdale. The purpose of the meeting was to make a point of contact and build a relationship with the community. After initial assessments the EA will be moving on to a feasibility study, drawing up a list of options, costs and benefits, for the scheme, which includes bidding for funding. They will be engaging with the community and hope for the community to get involved working in an integrated way with the Highways dept. He clarified that where their programme states that work on the Ennerdale Bridge flood protection scheme starts in August, in reality it means that the feasibility study begins in August, and that it might be 18-24 months before actual groundworks begin to take place. He stated that working in partnership makes the idea of funding more likely and he planned a site visit in the next few months.

Muir Lachlan gave examples of how the floods on 13/8/13 had originated in the Croasdale Beck and had affected Ennerdale Bridge. He also spoke about the meeting he had with Kevin Thompson and John Smithern (Highways) on 19/8/16 looking at gully remodelling. A further meeting will take place on 12/10/16 David Bechelli reassured the meeting that he was aware that the Croasdale Beck needs to be considered in getting to the root of the problems. He also clarified that CBC have powers to do work in ordinary water courses. CCC have more powers and deals with surface water and flooding and the EA has overview of coastal flooding, main rivers and reservoirs, so it is not always the responsibility of one organisation, but pointed out that they work together with one organisation taking the lead. Catherine Evans confirmed that the EA would follow due process and keep the community informed of their actions She highlighted that her department was responsible for a 4-way approach to tackling flooding: Partnership Defences Maintenance, Upstream Management Community Resilience. She emphasised part of the engagement by the EA with the Ennerdale and Kinniside Community was to assist with Resilience Management, which encompassed all environmental community risk factors. Her team could help and would encourage the development of community action plans to help the Ennerdale & Kinniside community to make themselves more resilient. Cllr Outhwaite asked if there was funding for resilience actions and if there was a guideline plan. DB replied there was and a 5 step plan developed with CCC which includes all resilience needs including loss of power was available and could be provided. DB commented that in the meantime sand bags/ flood sacks could be ordered direct from CBC on 01946 598300 and up to 50 can be delivered but they have to be kept dry and could only be delivered to community groups not individuals. Cllr Topping suggested that the Resilience Plan should be considered to be incorporated in the CLP. DB also noted some areas of concern stated by the public: The corner of Long Moor common (it is common land, NT land and has Natural England Designations, and the highways are responsible for the drainage). Hazelholme He agreed to check that they were on the flood hotspot register, for which there is a dedicated group dealing with highways hotspots DB offered to meet people privately and can be contacted via his email address david.bechelli@copeland.gov.uk, to discuss individual concerns. Louis Antoine was invited to attend the next Parish Council meeting on 8 March 2017. A copy of the The Resilience Guideline plan was requested to be sent to the Parish Clerk, to be forwarded to the CLP group for consideration and incorporation in the CLP

A copy of the Flood Register was requested to be forwarded to the Parish Clerk. Action: SDS to follow up 77.09.16 Wild Ennerdale update: Rachel Oakley Visitor interpretation signs at Bowness Knott and Bleach Green car parks will be in place mid to end of September. Wild Ennerdale Partnership have provided feed-back to the CLP Steering Group and would like to stay involved. Ennerdale Centre - Possible financial funding support for events, has been offered. Red squirrels project: Cameras are in place and there is some training planned. The scheme centres on stopping grey squirrels coming past an exclusion zone. They are killed humanely by WLSI??? at weekends outside the parish. The bollards at the Anglers car park are being planned. They will be put in place to restrict access to the car park, due to an increase in anti-social behaviour at the site. Permits will be issued to allow legitimate access. Cllr McMullen requested that the changes are monitored in case this action results in the problem being moved to a different location. The interest group RSPB has monitored an increase in birds in the valley. Linked to the resilience topic, there have been reciprocal visits from Glenridding residents, to exchange ideas of valley life. The Autumn news letter will be issued through Contact. 26 /9/16 Cllr Outhwaite is to attend the Wild Ennerdale Partnership meeting at Peil Wyke from 11-12am. Issues to be discussed are to include United Utilities land ownership, access and reconnecting the valley to the village, doggy bags being abandoned. Any further topics for discussion should be forwarded to Cllr Outhwaite before 26/9/16. Action: RO to monitor and feedback on Anglers Car Park Bollards project 78.09.16 Public Participation: Rev Ian Parker highlighted the problem with a salt bin ½ way up cold fell at the entrance to Swinside. The hinge has failed, salt has been washed away and weeds have taken root. ML reported that there are in fact 16 bins and 2 are damaged. These have been reported to the Highways. Also at same location there is a Beech tree, which is damaged and dangerous. Action:ML to action with Highways. The first section of the off road path between Lillyhall and Braemar, which is to be provided by UU seems to be in place. Final surfacing is required. There is no sign so use is very limited. The cables need to be brought through from Lamplugh (the conduit has been there for 10 years). David Crozier carries out the hedge cutting on behalf of E&KPC. ML has detail of David Crozier s current responsibilities. Discussion was made of possible extra areas that need tackling ie close to

Long Moor End (near John Hind s farm) and Bridge Park, and grass cutting at the corner of Broadmoor on the road to the lake by Braemar (this is possibly part of the lengthsman scheme) Also the responsibility for the grass-cutting from Ehen Garth to the Fox and Hounds was discussed. Cllr Topping requested that we invite him to PC meeting in November so we can hear his ideas and express our view-point.
